Abstract:Objective To set up a performance evaluation system for township hospitals in Guangzhou to evaluate their performance,and to put forward suggestions for making policies to improve the performance.Methods The indexes for performance evaluation of the 54 township hospitals in Guangzhou were explored through the questionnaire,and the data were analyzed by using multiple statistical methods,and these indexes were put together with the expert advice to construct a performance evaluation system.Results We have constructed a perfect system for the performance evaluation of township hospitals and have a success in practice.Conclusion The performance evaluation system constructed in this study had good sensitivity and reliability,and provided an effective tool for the health administration department and interested parties to have a scientific evaluation of township hospitals.

Abstract:Aiming at the problem of the low utilization rate of knowledge, low rate of staff dependence on knowledge management system, and the problem of lack of effective evaluation system and method, a comprehensive evaluation method of enterprise knowledge and employees was proposed. The knowledge evaluation system of multilevel and index was established based on the characteristics of knowledge resources and employee behaviors in knowledge management system. And then a knowledge evaluation model was constructed. The knowledge utility was used to represent the total index of knowledge. The method divided knowledge utility into knowledge quality and knowledge influence. The individual total score was divided into participation and contribution used to represent the total index of staff. According to this model, evaluation algorithm of each index was put forward. Finally, an example test was used to demonstrate the effectiveness and feasibility of the proposed method.

Abstract:Objective: To develop an indicator system for assessing public hospital performance. Methods:Based on literature research and expert consultation, we formed an indicator system framework and indicators for as-sessing public hospital performance. Using Delphi expert consultation, focus group interviews, focus group discussion and individual in-depth interview qualitative research methods, we constructed a public hospital performance evalua-tion indicators. Results:There are four dimensions, 11 secondary indicators, 30 tertiary indicators in the indicator system, depending on the level of hospital, the indicators and weights are adjusted. Conclusion:The indicator system is suitable for public-interest-oriented performance assessment of public hospitals, and provides basis for the perform-ance assessment system.

Abstract:Use of key performance indicators law as the basic method,through literature collation and analysis,to study on hospital performance evaluation using Delphi method and level of analysis.The hospital Performance Evaluation System were determined by two rounds of Delphi expert questionnaire survey.Fudan affiliated hospitals were evaluated with it.The practicability and feasibility of the indicator system established were testified.It was suggested a star hospital accreditation system should be established to improve medicalcare quality according to British experience.The hospital will play a greater role in promoting the overall performance through adjusting revenue structure ,improving work efficiency,enhancing awareness of cost accounting and etc.

Abstract:To formulate a hospital management evaluation system and conduct empirical research, Delphi, analytic hierarchy process, and fuzzy comprehensive evaluation are used to build a hospital management evaluation system and conduct hospital management empirical research. And then a hospital management evaluation system is built. This system contains five first-level indices, namely, administrative management, human resource management, medical management, financial management and logistical support, and 23 second-level indices. Empirical research shows that the comprehensive evaluation of hospital management is above average and that service quality and infrastructure construction have the highest and lowest evaluation scores, respectively. This evaluation system is an effective tool for studying hospital management. Chinese hospital management requires further improvement, especially in t erms of infrastructure construction.

Abstract:Performance evaluation is the important part of knowledge management,this paper firstly analyzes the high tech enterprise knowledge management is the main content and goal,establishes the evaluation index system of knowledge management. Secondly,as a scientific solution to high-tech enterprise performance evaluation of uncertainty problem,put forward a method based on fuzzy reasoning of the high-tech enterprises performance evaluation method. On this basis,through the fuzzy evaluation method is a high-tech enterprise performance evaluation of factors influencing the evaluation grade. Then,using the evidence theory of hierarchical recursive algorithm on different levels of factors influencing the evaluation grade of synthesis,that performance of high and new technology enterprises in the overall assessment of value. Finally,through an example analysis,shows that the method is feasible,effective and practical.

Abstract:Purpose) Constructing a scientific and reasonable performance evaluation index system for the public hospital and providing a representative, objective, operable evaluation tool, which is helpful to guide them return to the position of the public welfare and sociality. (Methods) Using the expert contrast sorting method, in order to ensure that the evaluation index of the screening is scientific, practical and operable, this research carried out 2 rounds of expert consultation. Inviting 10 experts to propose suitability feedback on public hospitals performance evaluation index for the first round, including 3 hospital management experts, 2 statistics experts and 5 economic experts. Scoring and ranking the index elements according to the degree of importance, using mathematical method to calculate the proportion of each index. (Results) The evaluat ion index system of public hospital includes 3 primary indicator items (business level, operation status and patient's satisfaction) and 32 two class indicators. The calculation of specific gravity is objective and accurate. (Conclusion)The constructed public hospital performance evaluation index system is combined comprehensiveness with innovation. It is important and comprehensive, It shows the modern teaching philosophy and in line with the requirements of the evaluation of public hospital. It can reflect the objective level of the public hospital fully and objectively. In the 2000 World Health report, WHO proposed the concept of health performance system to evaluate the performance of the health system by the health outcomes, reactivity and equity finance. WHO also pointed out the government should evaluate the existing health system performance and find the problems and discuss how to make health system to be used to maximum effect. Adhere to the scientific development concept as a guide, focusing on the needs of the overall construction of the hospital , holding the objective law of the development of hospital seriously and further enriches the connotation of development. Innovate the evaluation system of public hospitals performance is an effective measure to solve the problems. For example, it's too hard and too expensive to see a doctor. The existed evaluation system for public hospitals is focused on economic management. It's too far from meeting the requirements of government supervision and evaluation of public hospitals. It is not in line with the requirements of scientific development concept. Therefore, restudying and establishing a scientific and reasonable performance evaluation index system of public hospitals is helpful to guide hospitals to return to a public welfare and social position.

Abstract:The issue concerning evaluation of health care systems (HCS) has become increasingly important. The goal of the evaluation is to choose one or more metric(s) to judge the HCS accurately and fairly. In this paper, we list 19 indicators after a thorough consideration on the data and literature provided by WHO. The most important indicator is selected by using an Interpretation Structural Model to make comparisons. And then, we eliminate six indicators with a deeper analysis of the statistics and reclassify them by Modulus Clustering method. An improvement of Fuzzy Synthetic Evaluation Model is proposed to simplify the problem. This method is very versatile and can provide a comprehensive evaluation quantitatively, and can also make comparison between different countries.

Abstract:Objective To develop a set of indicators for measuring the performance of China's Healthcare Improvement Initiative.Methods Such methods as literature review,expert consultation and onsite preliminary experiment were used,to study and demonstrate the indicators,the evaluation framework,the weight,evaluation indicators,and evaluation standards.Results The final evaluation indicators for medical institutions included nine class-1 indicators,29 class-2 indicators,and 56 class-3 indicators;those for healthcare administrations included six class-1 indicators,nine class-2 indicators,and 13 class-3 indicators.Conclusions The system takes into full account the special nature of healthcare,and mission of the Initiative,as the well as the quality,safety,efficiency and equity of healthcare,to make the system scientific and operational.
