Abstract:Objective To set up a performance evaluation system for township hospitals in Guangzhou to evaluate their performance,and to put forward suggestions for making policies to improve the performance.Methods The indexes for performance evaluation of the 54 township hospitals in Guangzhou were explored through the questionnaire,and the data were analyzed by using multiple statistical methods,and these indexes were put together with the expert advice to construct a performance evaluation system.Results We have constructed a perfect system for the performance evaluation of township hospitals and have a success in practice.Conclusion The performance evaluation system constructed in this study had good sensitivity and reliability,and provided an effective tool for the health administration department and interested parties to have a scientific evaluation of township hospitals.

Abstract:Objective To understand the hospital performance appraisal of the present situation and the existence main questions,for the hospital to explore the new performance evaluation method and to provide a basis for establishing strategy oriented performance evaluation system.Method Questionnaire survey method was used to get the hospital performance appraisal of basic data,and questionnaires were analyzed through using statistical description method.Result The current hospital performance evaluation is lack of system,and the external environment photograph are out of line.Failure to reflect the requirement of stakeholders in the index design,lack of employee participation,attention to obtain and maintain a short-term financial results,in the implementation,feedback and the lack of effective communication,performance evaluation and method can not achieve the effective connection and hospital strategy.Conclusion The current performance evaluation system with the hospital strategy is out of line,and cannot effectively reflect the hospital strategy.Evaluation focuses on the hospital internal evaluation and financial indicators,but neglects the non-financial index,evaluation index and evaluation results of application of contradiction.

Abstract:Background: The medical performance evaluation, which provides a basis for rational decision-making, is an important part of medical service research. Current progress with health services reform in China is far from satisfactory, without sufficient regulation. To achieve better progress, an effective tool for evaluating medical performance needs to be established. In view of this, this study attempted to develop such a tool appropriate for the Chinese context.Methods: Data was collected from the front pages of medical records (FPMR) of all large general public hospitals (21 hospitals) in the third and fourth quarter of 2007. Locally developed Diagnosis Related Groups (DRGs) were introduced as a tool for risk adjustment and performance evaluation indicators were established: Charge Efficiency Index (CEI), Time Efficiency Index (TEI) and inpatient mortality of low-risk group cases (IMLRG), to reflect respectively work efficiency and medical service quality. Using these indicators, the inpatient services' performance was horizontally compared among hospitals. Case-mix Index (CMI) was used to adjust efficiency indices and then produce adjusted CEI (aCEI) and adjusted TEI (aTEI). Poisson distribution analysis was used to test the statistical significance of the IMLRG differences between different hospitals.Results: Using the aCEI, aTEI and IMLRG scores for the 21 hospitals, Hospital A and C had relatively good overall performance because their medical charges were lower, LOS shorter and IMLRG smaller. The performance of Hospital P and Q was the worst due to their relatively high charge level, long LOS and high IMLRG. Various performance problems also existed in the other hospitals.Conclusion: It is possible to develop an accurate and easy to run performance evaluation system using Case-Mix as the tool for risk adjustment, choosing indicators close to consumers and managers, and utilizing routine report forms as the basic information source. To keep such a system running effectively, it is necessary to improve the reliability of clinical information and the risk-adjustment ability of Case-Mix.

Abstract:Objective To establish an indexing system and weight values for《The Performance Management and Appraisal System for Military Hospitals》, under the guidance of《The Detailed Standards and Regulations for the Appraisal of Level 3 Comprehen-sive Military Hospitals 》( Trial version) , combined with the authors'experience in clinical work and management practice.Methods A series of scientific evaluation indexes were established by taking into full account of the principles of equity as a whole and differences inherent in various departments, as well as the professional indexes extracted from the Junwei No.1 HIS system.Results A system consisting of seven evaluation indexes were established and weight values were entrusted in accordance with management experience. Conclusion The established evaluation indexing system and the weight values were comprehensive, practical, scientific and operable, and was worth further extension in the performance management of military hospitals.

Abstract:Purpose) Constructing a scientific and reasonable performance evaluation index system for the public hospital and providing a representative, objective, operable evaluation tool, which is helpful to guide them return to the position of the public welfare and sociality. (Methods) Using the expert contrast sorting method, in order to ensure that the evaluation index of the screening is scientific, practical and operable, this research carried out 2 rounds of expert consultation. Inviting 10 experts to propose suitability feedback on public hospitals performance evaluation index for the first round, including 3 hospital management experts, 2 statistics experts and 5 economic experts. Scoring and ranking the index elements according to the degree of importance, using mathematical method to calculate the proportion of each index. (Results) The evaluat ion index system of public hospital includes 3 primary indicator items (business level, operation status and patient's satisfaction) and 32 two class indicators. The calculation of specific gravity is objective and accurate. (Conclusion)The constructed public hospital performance evaluation index system is combined comprehensiveness with innovation. It is important and comprehensive, It shows the modern teaching philosophy and in line with the requirements of the evaluation of public hospital. It can reflect the objective level of the public hospital fully and objectively. In the 2000 World Health report, WHO proposed the concept of health performance system to evaluate the performance of the health system by the health outcomes, reactivity and equity finance. WHO also pointed out the government should evaluate the existing health system performance and find the problems and discuss how to make health system to be used to maximum effect. Adhere to the scientific development concept as a guide, focusing on the needs of the overall construction of the hospital , holding the objective law of the development of hospital seriously and further enriches the connotation of development. Innovate the evaluation system of public hospitals performance is an effective measure to solve the problems. For example, it's too hard and too expensive to see a doctor. The existed evaluation system for public hospitals is focused on economic management. It's too far from meeting the requirements of government supervision and evaluation of public hospitals. It is not in line with the requirements of scientific development concept. Therefore, restudying and establishing a scientific and reasonable performance evaluation index system of public hospitals is helpful to guide hospitals to return to a public welfare and social position.

Abstract:AbstractModern hospital management system is an inevitable choice to adapt to the development of China's socialist market economy. This paper proposes that the modern hospital management system is necessary to improve health service performance and the competitiveness of the hospital, and the basic aim of establishing modern hospitals is to improve the hospital performance. And then it discusses the importance of hospital performance evaluation, and seeks to develop a comprehensive set of evaluation criteria to measure effectiveness, effi ciency and equity of hospital services. Abstract:Performance evaluation is one of the most important tasks of hospital management and an impor-tant means to improve not only the capability of hospital services but also the supervision of the government. This paper reviews the current situation of hospital performance evaluation system both at home and abroad. In order to solve the problems existing in the current hospital performance evaluation system in China,including limited com-parability,low coverage and unsound mechanism, this paper proposes that research on performance evaluation of public hospitals based on DRGs should be strengthened by establishing a dynamic regulation system of government-led and widely engaged evaluation mechanism and index,perfecting information support platform and enhancing data analysis.

Abstract:The authors made a study on the evaluation of performance for a hospital by surveys on the spot and consultation with the experts. We took out one from the three hospitals in Grade 3, attached by Shanghai Medical University, and another one from the three hospitals in Grade 3 belonged to the Shanghai municipality and made a typical investigation. We chose 32 indexes from three aspects: the personnel level, management and satisfaction of the patients, with the consultations from the experts.

Abstract:In hospital performance evaluation, significant differences in the work objects, work content and economic operation of various departments result in the lack of indicators comparability between different departments. This has become a prominent problem that hospitals have been unable to effectively solve for a long time, and has also affected the fairness of performance distribution to a certain extent. Starting from the dilemma of cost-benefit evaluation, the authors put forward the basic concepts of the sequence advance and retreat method, and comprehensively elaborated the implementation steps and operating points of the performance assessment using the sequence advance and retreat method. It is pointed out that the sequence advance and retreat method has four characteristics: weakening the differences between departments by vertical and horizontal combination, avoiding the deviation of guidance by scientific comparison, highlighting the incentive effect by grade differentiation, and reflecting the advantages and disadvantages by end adjustment. The value of this method in the hospital performance appraisal system is discussed from three aspects: promoting the de-profitization process of hospitals, achieving fair distribution of hospital performance, and strengthening the guidance of hospital performance management. Based on such studies, this article provides new methods and ideas for building a more scientific and fair performance evaluation system.
