Abstract:According to research work and international experience, this article briefly introduces the basic steps of health technology assessment. The aim of this article is to promote the development of health technology assessment in China.

Abstract:Objectives: This study is to review health technology assessment (HTA) development in China during the past two decades, and to facilitate further development of HTA and its integration into policy making.Methods: The study depends very much on the extensive experiences of the authors in involvement of HTA in China. In addition, literature review and Web site searching have been used to trace the process of growth of HTA in China.Results: With its rapid economic development, the Chinese health system has had many achievements in the past 30 years. However, there are some weaknesses that have developed during this period. HTA is traced back to the early 1990s in China. First, HTA knowledge transfer and establishment of HTA units were effective ways to develop HTA in China. By the end of 1990s, the policy makers of the Ministry of Health (MoH) made efforts to merge HTA with policy making to improve the quality and efficiency of health care. The main government authorities related to health technology are the State Food and Drug Administration, the Ministry of Labor and Social Security, and the MoH. Their involvements in HTA are varied.Conclusion: A technology licensure mechanism based on HTA, including technology permission for use, institution licensure, and workforce licensure, is being gradually carried out by the MoH in China. Moreover, HTA can play an important role in technology market entry, insurance benefit coverage, formulary, clinical pathway, reimbursement, and so on. There is a great opportunity for HTA to be an important part of health reform, especially to help policy makers within the health sector to make difficult decisions.

Abstract:Hospital-based health technology assessment is an application on health technology assessment in the hospitals,which has a high value for application and management of health technology in hospitals,hospital cost and patient fee control,and promotion of medical technology effect and patients' safety. Abstract:Health technology assessment is recognized internationally and is increasingly important in health policy-making. This paper discusses the stakeholders in health technology,reviews the international experience on knowledge translation from health technology assessment to health policy,and proposes a conceptual model of the potential influencing factors. After reviewing the current situation of knowledge translation in China,this paper has also proposed some research ideas for further studies,such as a measurement on the extent of knowledge translation from health technology assessment to health policy,an identification of the influencing factors during the knowledge translation process and the extent to which they influence knowledge translation.

Abstract:Health technology assessment (HTA) is a field of scientific policy research that adopts multidisciplinary approaches to conduct systematic evaluation of health technologies and inform decision making. Although achievements have been made by HTA activities among academics, providers, and policy makers, development of the field of HTA in China is fragmented and not yet formally integrated in health policy making processes. All stakeholders need to make more efforts to strengthen HTA knowledge translation and facilitate a decision making process that is based on evidence including HTA findings. This article reviews how the field of HTA has developed in China, analyzes what factors have been influencing China's HTA development, and proposes policy recommendations.

Abstract:ObjectiveTo review drug policies, health technology assessment (HTA), and HTA’s use in drug policies in China, to further improve the quality and efficiency of drugs.MethodsThis study draws on multiple methods. A systematic review of the literature, review of Chinese government documents and statistical handbooks, and authors’ experiences in drug policies and HTA in China were combined to achieve the objective.ResultsOf 571 studies identified in the initial search, 14 eligible articles (6 English, 8 Chinese) were finally included. On the Web site of the National Health and Family Planning Commission, the National Development and Reform Commission, and the Ministry of Human Resources and Social Security, we found that HTA or pharmacoeconomics evaluation is mentioned in recent years and its frequency has been increasing; however, there was not one hit about HTA or PE on the Web site of China Food and Drug Administration.ConclusionsThe decision makers have realized the importance and value of HTA and have tried to integrate HTA into drug policies and regulations. However, the application of HTA findings to drug policymaking is not yet widespread and there are a number of challenges in using HTA in China. Therefore, it is necessary to establish a national HTA commission and develop pharmacoeconomics guidelines to support the use of HTA in decision making. Moreover, the most important steps are to encourage technology innovation, groom more HTA experts, and build reliable databases in China.

Abstract:This paper presented some issues related to health technology in China from the perspectives of safety,effectiveness,cost-effective and social impacts.Health technology administration was lag behind the need of health technology development in China. Health technology administrative system was scattered among different departments,and it led to some administrative problems. The decision making process of health technology was lack of supports by evidence based health technology assessment. Abstract:In 2012,the European Union(EU) formally launched a special study on hospital-based health technology assessment from the strategic level all over Europe. At present,there is work experience related to hospital-based health technology assessment,and it is well worth learning for China. By summarizing the basic information and development situation of adopting hospital-based health technology assessment in the EU(AdHopHTA project),and analyzing the practical experience of 31 cases in 18 countries around the world,the paper made suggestions for the implementation of hospital-based health technology assessment in China from the aspects of discipline development and promotion,national policy formulation,hospital purchasing model,stakeholder participation,innovated technology transformation,and data collection and analysis mechanism etc. It would provide references for launching and promoting hospital-based health technology assessment in China.

Abstract:Many studies of health technology assessment ( HTA) have been carried out to evaluate policy changes associated with ChinaK's health reform. How to successfully use the knowledge generated by such studies to inform health policy and decision-making is an important issue. By reviewing the definition of knowledge translation and three knowledge translation models that are commonly used,this study has proposed a theoretical model of knowledge translation from health technology assessment to health policy in China,which focuses on the influencing factors in the aspects of researchers and policymakers. Furthermore,this study has provided some recommendations on promoting HTA-related knowledge translation,such as enhancing communication between the researchers and policymakers,establishing incentive mechanisms to encourage knowledge translation.

Abstract:To promote the institutionalization of the health technology assessment(HTA) mechanism in various countries, World Health Organization(WHO) has published the Institutionalizing Health Technology Assessment Mechanisms: a How to Guide to introduce five steps of institutionalizing the HTA mechanism systematically, specifically, "establishing a mandate; establishing the legal framework; reviewing or establishing the legal framework; establishing institutional and governance arrangements; processes and evidence required for assessment and appraisal; and monitoring and evaluation". Traditional Chinese medicine(TCM) HTA can provide scientific information and decision-making evidence for decision-makers at all levels to select TCM health technology reasonably, and promote the high-quality development of the TCM healthcare system. However, TCM HTA is in its infancy, and it is imperative to carry out relevant work under the guidance of global standard documents to ensure standardization, transparency, and fairness. In light of the WHO guidance, this research group put forward the necessity and logical framework for the institutionalizing HTA mechanism of TCM, which is helpful to establish the institutionalizing HTA mechanism in line with national conditions and suitable for TCM, provide scientific guidance for the research of TCM HTA, and contribute to TCM healthcare decision-making.
