Exploration of Strategies on Creating a Smoke-free Health System in Gansu Province

Abstract:Objectives To investigate the institutional construction of smoke-free environment establishment in health system at all levels in Gansu Province,analyze related influencing factors,and to provide targeted strategies suitable for Gansu Province.Methods Stratified cluster sampling method was used to select 34 health institutions in Gansu Province.With personal interviews,questionnaires,field observations and unannounced visits,related infor-mation such as tobacco control measures,process of cultural environment construction was collected,and which was compared with the Gansu Province standards and the national standards.Results System construction,planning, non-smoking logos,tobacco control advocacy for creating a smoke-free environment was relatively complete,but there was a certain distance compared to the standards,such as,only 53% of the health institutions had smoking cessation clinic,only 9.5% of the workers were aware of MPOWER comprehensive tobacco control strategies,and 79.8% of the staff were inclined to discourage smoking.Conclusions The efforts to create a smoke-free health sys-tem have made some progress in Gansu Province,but which still don’t meet the national standards.The main influ-encing factors include the implementation of the measures,the exemplary role of all medical staff to play and the policies guiding smoking cessation service.Thus the health administration interventions should be strengthened,to-bacco control measures should be well implemented,and the responsibility consciousness of the staff should be im-proved.
