Effectiveness evaluation of the Smoke-free Policies and Environments Creation Activity among pilot health agencies in China in 2009

Abstract:Objective To evaluate the effectiveness of the Smoke-free Policies and Environments Creation Activity among pilot health agencies in China in 2009.Methods Observation and consulting methods were used to evaluate the effectiveness of the Smoke-free Policies and Environments Creation Activity in the pilot health agencies.The contents of observation included the implementation status of smoke-free policies,the status of posting no-smoking signs and smoking behavior in agencies before and after creation activities.Results The proportion of pilot health agencies that developed smoke-free policies increased from 53.5%to 92.1%.The proportion of agencies that posted no-smoking signs increased from 91.9% to 98.2%.The proportion of agencies that reached the standards of 100% smoke-free was 38.0% after creation activities.The observed frequencies of smoking behavior in northeastern and northern areas were lower than the frequencies of other areas.The proportions of agencies that reached the standards of 100% smoke-free were 50.0% in Maternal and Child Health Care Centers,42.6% in CDCs,36.8% in health administration agencies,33.3% in hospitals of Traditional Chinese Medicine,and 30.4% in general hospitals.Conclusion The Smoke-free Policies and Environment Creation Activity was implemented well in Chinese pilot agencies.However,the proportion of agencies that reach the standards of 100% smoke-free was still low.The implementation and supervision of smoke-free policies were not perfect and should be enhanced further.
