Abstract:The paper taking Guangzhou as a case to discuss the spatial structure is- sues of mega-cities in China.Beginning in 2000 Guangzhou has made clear that the city should be a polycentric network structure.Based on the analysis of how the population and industry spread on space,the paper points out several structural conflicts of Guangzhou metropolitan space,and argued that“a compact city system with suitable spatial polycentric structure”should be Guangzhou's future urban spa- tial structure.The paper also proposes several principles for the urban spatial devel- opment.

Abstract:Since China is entering the age of metropolitanization in the process of urbanization,its general constrains and spatial characteristics reflecting socio-econom- ic issues need to be understood.This paper,based on the case study data of Guangzhou Metropolitan,analyses the dilemmas of urban planning in suburban dis- tricts,and explains the immanent reasons.It is argued that in order to realize the macro targets of Metropolitan strategy,while the spatial development requirements of local community-oriented are simultaneously satisfied,innovation in planning and development control is curia.

Abstract:China’s urban spatial growth is a combination of urban spill over and urban sprawl. From an institutional perspective, this paper analyzes the problems in land-use regulation with special reference to the city of Guangzhou. The evidence suggests that entangling land-use regulations have caused increasing spatial constraints to mega-city’s urban growth in China. All related parties compete for the construction right of collective-owned lands. As a result, not only the transaction costs of the planning and land-use regulations would increase, but also the spatial development of mega-cities would be further distorted. Then it provide some policy suggestions based on the institutional review.

Abstract:The adoption of Western planning ideas has significantly shaped China's Central Business Districts (CBDs) and spurred economic growth. This article goes beyond existing research by exploring the "provincialization" of Western planning concepts, resulting in unique CBD landscapes in Chinese cities. Through a study of the Guangzhou CBD, it reveals how introduced ideas and local agents mutually adjust and respond to each other's needs during the provincialization process. Under the "Reforms and Opening-up" policy, Chinese authorities drew from Hong Kong's experiences to introduce the CBD concept, adapting it to underdeveloped land in Guangzhou and blending it with American downtown design. To meet urban space demands, industrial growth, and land economy needs, urban authorities reorganized local resources to create a discourse of the "central axis" to integrate the CBD concept into the urban layout. Consequently, both introduced ideas and local agents are intertwined to address challenges posed by each other, resulting in Guangzhou's CBD framing a hybrid urban landscape.

Abstract:With the development of society and the improvement of urban economic level, people are no longer satisfied with the simple material and functional requirements of the city; thus, the spiritual requirements of city beauty, environmental quality, place atmosphere, and so on need to be improved. Based on the above background, the purpose of this paper is to analyze the landscape planning of Guangzhou’s digital city based on spatial information from the perspective of smart cities. Based on the relevant theoretical research, this paper combs the ideas of intelligent urban road landscape design. This paper analyzes the concept of urban road and smart road and puts forward the definition and characteristics of intelligent urban road landscape; according to the research on the development status of urban road and the connotation of smart city, combined with the concept and principle of urban road landscape design, it summarizes the design method of smart city road landscape. This paper, taking the innovative design of urban landscape as the research object and using the research methods of literature analysis and field investigation, innovatively combines the urban landscape design with digital information technology, changes the traditional landscape design ideas, constructs the urban landscape innovative design model, realizes the personalization of the urban landscape design, as well as the intelligent, digital, diversified, and humanized service and function. The experimental results show that nearly 60% of people are satisfied with the Guangzhou digital urban landscape planning based on spatial information in the smart city perspective.

Abstract:As China is facing the challenge of economic reform, urban development pattern is confronted with promotion and transformation. Abstract:Compared with the patterns of water front planning among several cities both in China and abroad, it can be summarized that the waters function to urban developments as following: the function of ecology and landscape, water resources and living bodies, linkage and transportation, recreation and exercises, cultural business and historical loading. Waterside is a kind of precious resource to city development. It should take serious account on point view of to planning design city construction with point view of sustainable development, and the harmonic relationship between human and existent environment. Based on the principal idea, authors also support with several suggestions on the Zhujiang River Side planning. 1)Deepen and dredge the inner river to maintain transportation of the Zhujiang river and turn the mainstream into a multifunctional water route. With the river deepened, it will make important influences on the development of Guangzhou, i.e. prospering the transportation and construction, stimulating the booming of tourism and the last but not the least, decreasing the air pollution significantly. 2) Enlarge Humen seaport to make use of deep tidal channel. A port of 100-50 thousand tons can be constructed, serving as connection of Guangzhou Bay and inner river system. A the same time, high technology gardens and international leisure and recreation centers are to be built in areas around the seaport. In the downstream area of the Zhujiang river, advanced container processing centers should also been designed to increase the capacity of unit transportation. 3)Plan rankly and regionally. Detailed planning projects are to be planned on the basis of ecological principles and the function of hinterland. The ratio of greenland areas to exploited areas should maintained as a proper level. It is required that the ecological and resident living conditions should be prior to the economic benefit. 4) Set aside enough space for recreation place and green belt. According to the planning of Guangzhou City the area from Pazhou Island to Longxuewei Island together with its hinterland will become the CBD of Zhujiang delta, accordingly, a beautiful corridor should also be designed to separate the clamor and the tranquil. 5) Increase the level of levee to ensure the security of production and living condition. 6) Develop holiday tourism on the basis of agriculture and aquaculture. Various activities such as fishing, swimming, meeting and training are supported to encourage the flourishing of suburb economy. 7) Control water pollution along the Zhujiang river. Now the river seems like a sewer accepting all kinds of pollutants. In order to purify the water and better living conditions in nearby areas, water pollution controlling and dealing are imperative especially in the area of Huangpu.

Abstract:As the most vigorous development area in the context of metropolitan region,peri-urbanization process has drawn great attention to academic society since 1980s.Many outstanding findings and progress have been harvested on this issue so far.However,the existing studies were mainly focused on the descriptions of peri-urbanization features and its dynamics between different countries and different regions without giving enough efforts on the studies of peri-urbanization process in a specific city.Through an on-spot intensive field investigation,this paper is trying to analyze the peri-urbanization development in Dongguan municipality,a very dynamic FDI-driven city in China.Starting with delineating the typology of peri-urban areas,the paper explores the relationship between the spatial development difference of these areas and the driving forces.It argues that the major factors for shaping the spatial pattern in Dongguan are mainly location,key transportation infrastructure and FDI attracted.Following by analyzing the characteristics of peri-urbanization process in Dongguan in terms of its spatial expansion,population movement and economic restructuring,the paper diagnoses 4 factors that will hinder the future peri-urbanization development of the city,i.e.the improper land policies with confused land tenure system and difficulty of land transaction;lack of skilled manpower induced by weak provision of social security to migrants;high drainage of migrant labors due to their low social status remained unchanged for years;and insanely competition for attracting FDI between different areas.Based on these perspectives,the paper offers some suggestions for the city:1)to improve further the construction of the communities to enhance its soft-environment;2)to explore the land shareholding reform to speed up the urbanization process of its local registered permanent residence population;3)to low down the threshold of local registered permanent residence to encourage migrants with jobs to become the local citizen;4)to bring up more skilled workers by providing more training courses.

Abstract:Based on review of study and practice of livable-city from overseas and domestic cities,this article evaluates the livability of Qingyuan City of Guangdong Province,using the Evaluation Index System of Livable-city which have checked and accepted by the Ministry of Urban and Rural Construction.This article argues that Qingyuan meets the requests of livable-city building and serves up some suggestion to construct livable Qingyuan.Finally,it puts forward the action to construct livable Qingyuan,including the improvement of urban comprehensive centre,the promotion of housing environment,the construction of green economic system,the regulation of urban river system,the revival of urban culture,and the promotion of public participation.

Abstract:New towns are a major form of urban growth in China. In recent years, increasing numbers of large new town projects have been planned and built in and around existing cities. These new town projects have frequently been employed by city governments as central elements of pro-growth strategies, based on ideas of urban entrepreneurialism, which seek to promote economic growth, project a dynamic city image, and increase urban competitiveness. This article studies how the pro-growth, urban entrepreneurial approach affects the planning and development of Chinese megacities. A conceptual framework focusing on land-leasing revenue and new town development strategies is employed to explore the linkages between urban growth mechanisms and urban outcomes. Empirical material from four cities in the Pearl River Delta—Guangzhou, Shenzhen, Foshan, and Zhuhai—is presented. The analysis indicates that new town developments in these cities have different levels of dependency on spatial expansion and land revenue, and emphasize different issues of sustainable development in their plans. Cities with a lower dependency on physical and economic growth are be more likely to emphasize the quality of the built environment and address issues of sustainable urban development more closely when planning and implementing new town projects.

Abstract:Evaluation of plan implementation is very complex, and empirical study is scarce due to the methodological difficulties. Over the last two decades, there has been a great deal of urban planning activities and rapid city development in China, but there is a lack of evaluation of plan implementation. This research aims to help bridge this gap, and it explores to what extent a plan has been implemented and what factors have affected plan implementation, taking the Guangzhou city master plan as a case study. It adopts the grid overlay method and compares the land use plan and actual land use to obtain the result of accordance, deviation and unfulfilment. The discrepancy between the land use plan and actual land development is examined based on both land use type and the spatial planning management unit. By analyzing several cases at the site development control plan level, this paper explores why the land development is not consistent with the land use plan.

Abstract:In the context of globalization,as a new kind of urban spatial and functional form,global city regions are submerged into the global economic network through global and sub-global cities,and are showing increasingly important functions in the global city system.Through the analysis of the globalization process of the Yangtze River Delta and incorporation of cities and towns in this area,the authors point out that this region is the most probable region to become the global city region in China.Then,from the angle of reorganizing and upgrading the spatial and functional structure of the global city region,it is proposed that Shanghai should enhance its function as a global city;Nanjing,Hangzhou,Suzhou and Ningbo should function as sub-global cities;the interrelations among cities should be strengthened;and the regional supporting network of traffic,communication and market etc should be constructed.Thus,the polycentric,network integrative global city region can be established.In addition,the paper suggests several strategic districts to promote the construction of the global city region in the Yangtze River Delta.
