Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:China’s urban spatial growth is a combination of urban spill over and urban sprawl. From an institutional perspective, this paper analyzes the problems in land-use regulation with special reference to the city of Guangzhou. The evidence suggests that entangling land-use regulations have caused increasing spatial constraints to mega-city’s urban growth in China. All related parties compete for the construction right of collective-owned lands. As a result, not only the transaction costs of the planning and land-use regulations would increase, but also the spatial development of mega-cities would be further distorted. Then it provide some policy suggestions based on the institutional review.

Abstract:Urban general planning has the typical public management characteristic,and its major function differs in different development phases in history.Currently,against a background of social & economic transformation,the restriction of urban general planning has been an issue of benefit conflict between regions and departments.Generally,the issue includes three aspects:first,the vertical competition engendered by localism and opportunism under power gambling;second,the adverse reaction to excessive horizontal competition;third,the spatial benefits contention between multi-interests bodies in the interior competition.As to the problem of benefit conflict,recently urban general planning should take rural & urban planning as a whole and regional harmonizing as the fundamentality.Our major suggestions are as follows:Firstly,taking the public benefit as the core concept and reforming the planning value system;secondly,reforming the planning system and harmonizing the vertical benefits;thirdly,integrating regional strategic resources and harmonizing the horizontal benefits;fourthly,building up the whole space zoning and establishing regulation mechanism;and finally,optimizing the public goods supply and promoting the equalization of urban and rural public services.

Abstract:Administrative governance reform has ensued planning administration transfer from central to local government. Planning inspection and approval is being transferred from city to town administration. The paper reviews the background and relevant literature, concludes three explanations of planning approval supervision: the composition of urban rural planning supervision system, the absence of people’s congress and public supervision, the realization of self-supervision. It further analyzes the problems of supervision, and raises four improvement measures: cautious transfer of power, supervision improvement, exterior supervision efficacy, and public participation.

Abstract:Urban planning is an important public policy relating to a city's development and construction.At different historical stages and under various social economic backgrounds,the control performances of urban planning indicate different characteristics and mechanisms.This paper establishes a framework for analyzing the spatial planning performance by integrating remote sensing decipherment,landscape matrix,planning control index,and planning decision logic.Via this framework,the paper analyzes the spatial-temporal evolution characteristics of Beijing's urban spatial form during 1978-2006,the control performances of planning during 1958-2004,and the evolution process of planning logics.The paper also discusses the internal mechanisms forming the differences in planning performance at different historical stages based on the analysis of urban designated function,urban spatial structure,urban size decisionmaking,developing model,and the change of multi-stakeholders.The purpose of this paper is to provide reference for improving decision-making mechanism in future urban planning.

Abstract:The evaluation of the extent to which urban and land use planning have achieved their objectives is crucial to better management of urban land development. China's urban and land use plans have the common purpose of controlling urban sprawl. This research aimed at comparatively assessing the consistency and implementation of these plans, considering the Changping District in suburban Beijing as a case study. Three main findings were obtained: (1) each plan used different strategies to control new developments, and there were several quantitative and spatial conflicts between the two plans; (2) neither plan has been well implemented or effective in controlling urban sprawl, despite the slightly better performance of the land use plan; (3) core-periphery decreasing trends were revealed in land quota allocation and effectiveness of planning implementation. Remote regular towns received the least land resources from the top-down planning system but also developed fast, mainly through informal and illegal approaches. Further investigation into the double failure of China's current spatial planning system in quantitative and spatial control over urban land development requires a deeper integration of various spatial management systems, a fundamental transformation of planning philosophy, and a higher respect for peripheral areas in urban-rural integration. The planning assessment approach and reform recommendations developed on the basis of the Chinese practice are probably referable for other developing countries facing similar processes of rapid urbanization and imperfect spatial management.

Abstract:There are lots of contradictions, conflicts and overlaps among China’s diverse plans. One of the most noticed topics is how to get a coordination among so many types of plans, including the “multiple-plan coordination” from theory to practice. National economic and social development planning, overall urban planning, land use planning and ecological and environment protection planning mainly consist of the national spatial planning in China. At first, the paper has a review to the knowledge of national spatial planning domestic and overseas. Then, from the perspective of resource allocation, different types of planning on the same national spatial area cause the conflicts, and the pattern of control and development planning is the reason. Thirdly, based on the literature review, this paper gives theory ideas of national land spatial development, development planning should guide the space development, and control planning is given priority to control and forbidding, however, there should have the flexibility area between those two kinds of planning, where competition is the main means of deciding the land use of the region.

Abstract:Urban planning in China, as well as in many other countries, is viewed as a distinctive governmental function, making strategic and land-use plans for urban development. In recent decades, the urbanization process has intensified, especially in densely populated countries in Asia. Urban centers have often grown faster than the planners' wildest imagination, creating an enormous amount of urban problems, such as congestion, traffic jams, infrastructure shortfalls, service inconveniences, and pollution. By reviewing the dynamics between urban planning models and urban development policy issues and priorities in Beijing, China's mega-capital city, this article demonstrates the importance of viewing urban planning as an essential component of public policy and the importance of striving for the better integration of planning and urban governance. The planning profession itself also needs to be innovated to enable domestic and international learning, to embrace planners with varying disciplinary backgrounds, and to use new and open planning methods. Only by so doing can planning truly lead to an urban formation of enduring utility, aesthetic beauty, and spatial justice that can offer a constantly refreshing urban experience.

Abstract:Significant political and economic shifts since 1949 have affected urban planning practice in China. This paper examines the transition of urban planning systems in China, using Beijing as a case study. China's master planning practice is divided into four stages - socialist master planning and anti-planning (1949-1978), reforming master planning (1979-late 1980s), urban development planning (early 1990s-2000) and comprehensive planning (2001present). China's urban planning is closely related to its political, economic and social development. Plan making, implementation and the construction of large infrastructure and public facilities have played significant roles in China's rapid economic development. However, planning has also caused problems such as social injustice, environmental pollution and the uncoordinated development of municipal infrastructure, open spaces and human settlements.

Abstract:Rapid urbanisation and serious environmental problems have led people worldwide to realise the significance of urban planning and management towards a sustainable environment. Beijing was used as a case study to develop a framework and strategies for sustainable development using ecological principles. At the regional level, Beijing-Tianjin agglomeration and Hebei Province are considered together. At the Beijing administrative level, some important measures are put forward for revision of the Beijing Urban Master Plan. At the Beijing plain level, the future spatial structure of Beijing city and the relationship between settlements, green space and transportation are considered, and three basic development patterns are proposed. At the inner district level, the ecological corridor system is suggested, based on ecosystem services. At the selected area level, a comprehensive strategy and key measures for conservation and renewal of old Beijing city core are provided. Once strategies for Beijing urban development are implemented step-by-step, a vision for future development can be achieved. This paper provides considerations for improvement of urban planning and management in China and other countries.

Abstract:By the Urban-Rural Planning Law of the People's Republic of China to be promulgated,how to implement Urban-Rural Plan has been of great importance. As a result of dual society,improving planning administration of rural area was faced with many difficulties. This paper analyzed the current situation of rural collective construction land use in Beijing,and put forward that the problems of rural collective construction land are basically caused by system conflicts. In addition to the essential reason of dual land use system,there are still others such as imbalances between responsibilities,rights and benefits,and rural development space is reduced by planning system. There were accumulated heavy burdens. It will be uncertain to ascertain land property rights. Administrative costs will be higher than before. It's proposed that rural area planning administration should be coordinated with social system reform and development of society and economy. Detailed proposals such as ascertaining land property rights,strengthening village planning guidance and starting pilot projects are put forward as well.

Abstract:The institutional approach needs to be established as the new 'focus' for exploring changes and capacity-building in the planning systems in developing countries. This article analyses the planning system in China using institutional change theory. Ultimately, the political transition from a centrally planned system to a market system and related governance reforms were the basic drivers behind the evolution of the planning system in China. While top-down supply-induced institutional change in the planning system is still the most common, more recently bottom-up forces have increased dramatically, such as the growth of civil society, the appearance of the middle class and the increasing autonomy of local governments. Until recently, planning ideas and theories imported from Western countries have greatly influenced local plan-making in the context of globalisation. However, many traditions of socialist planning - for example, maintaining social control and generating economic growth - coexist due to path-dependence mechanisms and the gradual transition of the socialist political regime. There are new institutional barriers to capacity-building in urban planning in China, including political decentralisation and fragmented management, the weak role of planning legislation, growing leadership politics and insufficient citizen participation, as well as increasing social inequity.

Abstract:The Soviet Union-style of urban planning has produced broad and profound influence on China's urban planning system.This paper reviews the history and divides the influential stages into four periods.Then it gives a detailed analysis of these influences in terms of planning conception,the planning system,planning techniques,spatial organization,skills requirements and education provision. It is argued that the Soviet Union provided much guidance on the early formation of China's urban planning profession and this influence is carried over to contemporary times.As western planning theories dominate much mainstream planning education in China today,the paper called for a balanced assessment of the Soviet influence on China's urban planning in today's market-oriented economy.
