Abstract:During China's social and economic development,there is always a path-dependence on land-use model and land-development pattern,which lead to accumulating spatial growth problems such as gaps between urban and rural areas,among regions and within cities.Due to the lack of systematic and consistent institutional design,there are increasing objective divergences among different plans such as social and economic plan,urban-rural plan and land use plan.With the growth dilemma continually concentrating on the process of land development control,it is necessary to build a local spatial growth-management system centered by the regulatory detailed planning in the coming period of 12th Five-Year Plan in China.

Abstract:Based on socialist market economy,for the sake of adapting market mechanism and the feasibility of implementation,it is one of the most important issues in urban planning research field nowadays.This paper comes from over 10 years' Statutory Plan practice of Shenzhen,analyses the changes of external environment which Regulatory Detailed Planning has to face,examines the connotation of Regulatory Detailed Planning and its relationship with urban development,and puts forward four characteristics of Regulatory Detailed Planning in the age of Post Statutory Plan that is integrated,multilateral,flexible and economically feasible.Urban Development Unit Planning in Shenzhen basically has these four characteristics and it might be meaningful to the improvement of Regulatory Detailed Planning.

Abstract:China’s urban spatial growth is a combination of urban spill over and urban sprawl. From an institutional perspective, this paper analyzes the problems in land-use regulation with special reference to the city of Guangzhou. The evidence suggests that entangling land-use regulations have caused increasing spatial constraints to mega-city’s urban growth in China. All related parties compete for the construction right of collective-owned lands. As a result, not only the transaction costs of the planning and land-use regulations would increase, but also the spatial development of mega-cities would be further distorted. Then it provide some policy suggestions based on the institutional review.

Abstract:Zoning regulations in America are an imbedded part of the local political process for controlling property rights and public interests.Within differing regional and political environments,zoning regulations,and new technologies for their management,have become a comprehensive land use control tool.Research into zoning regulation systems show that they are very different from the Chinese regulatory planning system,which is a product of governance and institutional differences.This paper suggests innovations for regulatory plan compilation in the new era.
A Strategic Approach to Contemporary Urban Planning in China:Assessment of Design-based and Strategy-based Planning in the Complex Urban System

Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:The strategy of development priority zoning proposed in the "11th Five-Year Plan" shall provide a new impetus paradigm to the development of urbanization in China.In the field of land use planning or urban planning,whether it gives priority to development or protection,different divisions lead to different land spatial structure and different urban development pattern.On the basis of the review of China's urban policy,the paper examined the existing problems evolving from the development and construction as well as the protection in our country.On one hand,due to the rapid development of urbanization and industrialization in China,the characteristic of the period is reflected as the continuous expansion of land scale.On the other hand,land resources,as well as ecological environment protection are the policy needed to be implemented owing to the relative lack of land resource per capita from the perspective of sustainable development.Thus the contradictions between land development and protection arise in theory;and the disharmony between the general county(city) planning and land use planning appears in the real world.The proposal of development priority zoning not only provides strategic guidance to regional land use patterns as well as urban policy choices in theory but also outlines the integration platform for the general county(city) planning and land use planning in reality.

Abstract:Promotion of the sustainability and inclusiveness of the economy, society, and environment is important. However, China suffers from different overlapping and conflicting plans, which hinders its ability to achieve sustainable and inclusive development. To resolve these problems, China has made serious efforts to explore the methods for coordinating various planning from theory to practice. Reasonable spatial planning within China's rapid urbanization process will promote the sustainable development of cities in China, balance the relationship between environmental protection and urban growth, and promote the coordinated development of urban and rural areas. Different plans can be classified as either development or control plans, and when conflicts appear between the two kinds of planning in a regional planning context, the two can be analyzed separately. This paper begins by examining the conflicts that arise in development and control planning. Moreover, maintaining an area designated for flexibility between control and development planning makes spatial planning more achievable. This paper takes Yiwu city as a case to identify the "patch-corridor-matrix" spatial planning framework based on control, development, and flexible areas.

Abstract:China is in a process of rapid urbanization. However, along with the dramatically economic growth, there constantly emerges environmental and social constraints which may be great challenges of China’s future sustainable development. In order to optimize the developmental mode, the latest national plan, “The 12th National Economic and Social Development Plan (2011-2015)”, is establishing the “Main Function Zoning Strategy”, which could be considered as a new prototype of national spatial plan and may cover all Chinese territories. Based on the latest “Main Function Zoning Strategy” stipulated in “The 12th National Economic and Social Development Plan (2011-2015)”, the article builds main interlinks between the spatial development strategy and urban regulatory planning. Secondly, regulation factors in Chinese regulatory planning, which may implement the task of main function zoning, have been clarified and categorized. For each regulation factor, its regulation capability is defined by applying a coding method developed by the author. Finally, according to the output of the study, the spatial regulation approaches to implementing the “Main Function Zoning Strategy” in Chinese regulatory planning are analyzed.

Abstract:There are lots of contradictions, conflicts and overlaps among China’s diverse plans. One of the most noticed topics is how to get a coordination among so many types of plans, including the “multiple-plan coordination” from theory to practice. National economic and social development planning, overall urban planning, land use planning and ecological and environment protection planning mainly consist of the national spatial planning in China. At first, the paper has a review to the knowledge of national spatial planning domestic and overseas. Then, from the perspective of resource allocation, different types of planning on the same national spatial area cause the conflicts, and the pattern of control and development planning is the reason. Thirdly, based on the literature review, this paper gives theory ideas of national land spatial development, development planning should guide the space development, and control planning is given priority to control and forbidding, however, there should have the flexibility area between those two kinds of planning, where competition is the main means of deciding the land use of the region.

Abstract:Since Pudong District was approved by the State Council in 1992, China has set up ten State-Level New Districts. Based on the study of the regional planning of these new districts, we made analyses of the planning content and ideas. Besides, we put forward the challenges and problems during the development of these new districts, which could provide reference for the future of State-Level New Districts.

Abstract:The evaluation of the extent to which urban and land use planning have achieved their objectives is crucial to better management of urban land development. China's urban and land use plans have the common purpose of controlling urban sprawl. This research aimed at comparatively assessing the consistency and implementation of these plans, considering the Changping District in suburban Beijing as a case study. Three main findings were obtained: (1) each plan used different strategies to control new developments, and there were several quantitative and spatial conflicts between the two plans; (2) neither plan has been well implemented or effective in controlling urban sprawl, despite the slightly better performance of the land use plan; (3) core-periphery decreasing trends were revealed in land quota allocation and effectiveness of planning implementation. Remote regular towns received the least land resources from the top-down planning system but also developed fast, mainly through informal and illegal approaches. Further investigation into the double failure of China's current spatial planning system in quantitative and spatial control over urban land development requires a deeper integration of various spatial management systems, a fundamental transformation of planning philosophy, and a higher respect for peripheral areas in urban-rural integration. The planning assessment approach and reform recommendations developed on the basis of the Chinese practice are probably referable for other developing countries facing similar processes of rapid urbanization and imperfect spatial management.

Abstract:China is currently carrying out the reform of territorial spatial planning. With the method of literature review, this paper gives a brief introduction to the development course of spatial planning in the United States, the United Kingdom, the Netherlands, Germany, France, and Japan. After that, the four stages of China’s spatial planning development and the main contents of the current territorial spatial planning are introduced in detail. Then this paper explores the important factors affecting the development of spatial planning and the coping strategies of various countries through international comparison and discusses the enlightenments of the coping strategies of other countries to China. The study indicates that Chinese spatial planning has gone through the multi-planning stage, which comprises major functional zone planning, regional planning, territorial planning, urban and rural planning, and eco-environmental protection planning. Additionally, under the influence of multiple factors such as spatial resources, social factors, international events, environmental crises, and urban problems, China has formed the territorial spatial planning system with ecological civilization as its core concept and high-level governance, high-quality development, and high-quality life as its main planning objectives.

Abstract:China's urban socioeconomic development has kept on changing in the socialist market economy.Urban planning must become flexible in order to quickly adapt to external changes and remain effectiveness.Searching for flexible planning paradigms is therefore a key area in contemporary urban planning research.Shenzhen is the first Chinese city to encounter market forces,and it has accumulated a wealth of knowledge in applying flexible planning methods in the past 30 years.The paper firstly summerizes flexible planning practices used in comprehensive planning,detailed planning,and planning legislation in the last three decades,and then in chronological order it divides these practices into three stages:1) Outward flexible planning from 1978 to 1995,which creates flexibility by enlarging city scale and constructing open spatial structure;2) Outward and Inward flexible planning from 1996 to 2005,which obtains flexibility by providing more development possibilities for designated urban areas and continuous outward flexible planning out of Shenzhen Special Economic Zone;3) Inward and Procedural flexible planning from 2006 up to the present,which seeks flexibility through dynamic planning actions,and wholesale inward flexible planning across the city.By examining actions, contents and methods,three main trends of flexible planning in Shenzhen can be summarized: from static blueprint flexible planning to dynamic flexible planning control,from maximum range flexible planning to limited range flexible planning,and from detailed flexible planning techniques to general flexible planning methodology.Finally,it is concluded that contemporary urban planning must exhibit multi-dimensional flexibility, which is indispensable for urban communities to cope with complicated socioeconomic changes.

Abstract:Urban planning in China, as well as in many other countries, is viewed as a distinctive governmental function, making strategic and land-use plans for urban development. In recent decades, the urbanization process has intensified, especially in densely populated countries in Asia. Urban centers have often grown faster than the planners' wildest imagination, creating an enormous amount of urban problems, such as congestion, traffic jams, infrastructure shortfalls, service inconveniences, and pollution. By reviewing the dynamics between urban planning models and urban development policy issues and priorities in Beijing, China's mega-capital city, this article demonstrates the importance of viewing urban planning as an essential component of public policy and the importance of striving for the better integration of planning and urban governance. The planning profession itself also needs to be innovated to enable domestic and international learning, to embrace planners with varying disciplinary backgrounds, and to use new and open planning methods. Only by so doing can planning truly lead to an urban formation of enduring utility, aesthetic beauty, and spatial justice that can offer a constantly refreshing urban experience.

Abstract:Since the 1980s, China has accumulated nearly 30 years of experience in modern urban design, during which time, large-scale urban design (LSUD), triggered by government-led rapid urbanisation in the late 1990s, arose as a main mission of physical planning. To analyse and interpret this special planning phenomenon in China, the paper traces the evolution of Chinese LSUD and examines it under specific phases of China's socio-economic development, so as to first reveal the driving forces, various types, design methods and implementation approaches of China's LSUD projects. By contextualising urban design within China's unique statutory urban planning and design system, the paper then summarises the main gains and losses of physical planning development in China and puts forward some suggestions for transforming China's physical planning and design in the future.

Abstract:Evaluation of plan implementation is very complex, and empirical study is scarce due to the methodological difficulties. Over the last two decades, there has been a great deal of urban planning activities and rapid city development in China, but there is a lack of evaluation of plan implementation. This research aims to help bridge this gap, and it explores to what extent a plan has been implemented and what factors have affected plan implementation, taking the Guangzhou city master plan as a case study. It adopts the grid overlay method and compares the land use plan and actual land use to obtain the result of accordance, deviation and unfulfilment. The discrepancy between the land use plan and actual land development is examined based on both land use type and the spatial planning management unit. By analyzing several cases at the site development control plan level, this paper explores why the land development is not consistent with the land use plan.
