Neo-functionalist Theory of Spillover and Its Criticism

Abstract:In various theories explaining the European integration, the neo-functionalist theory of spillover is the only one that derived from specific studies on the integration of Europe. The theory of spillover holds that functional cooperation among nations in the fields of economy and technology can expand into the political sector and thus promotes political integration and leads to a supranational institution. Analyses of neo-functionalist spillover theory on the foundation, driving forces, mechanism, process, objectives and strategies of spillover are quite constructive and implicative. However, the spillover theory's linear differentiation between functional and political fields, insufficient reasoning of the necessity of spillover, negligence of national governments' critical role, and overemphasis on political elites make itself vulnerable to question and criticism by other contending theories and approaches, intergovernmentalism and new institutionalism in particular.
