Abstract:Minamata Convention on Mercury adopted in 2013 describes developing countries' mandatory obligations of controlling mercury emissions and releases within limited periods. Its substantive provisions from Article 1 to Article 22 provide the management,prevention and abatement of mercury production,trade,mercury-added product,Artisanal and small-scale gold mining and contaminated sites. In the appendices to the Convention,the lists involving the products concerning mercury to be phased out within certain time,pollution acts and point sources are demonstrated in details. The Convention has two distinguished features: strong enforceability and highlighting the role and position of technology transfer and sharing. As the state of the biggest mercury production,consumption and emission,China confronts huge pressures in aspect of and controlling of mercury pollution. We shall proceed on general investigation and census of mercury pollution or potential pollution and mercury utilization to get precise and comprehensive knowledge of the state,and improve the legal regime of the and treatment of mercury pollution: to establish the integrate following and monitoring system of the process from mercury production,supply,point sources,mercury wastes to final handling,recovery and recycle,to institute the enforcement system in which the Ministry of Environmental Protection is the major regulatory agent and other related ministries of the State Council are participants,to keep up with the fundamental principle of prevention first,and combination of with treatment; meanwhile we shall improve the regime of technology transfer in China to gain and utilize the best available technologies and finally effectively prevent and control the mercury pollution.

Abstract:The Minamata Convention on Mercury, with its objective to protect human health and the environment from the dangers of mercury (Hg), entered into force in 2017. The Convention outlines a life-cycle approach to the production, use, emissions, releases, handling, and disposal of Hg. As it moves into the implementation phase, scientific work and information are critically needed to support decision-making and management. This paper synthesizes existing knowledge and examines three areas in which researchers across the natural sciences, engineering, and social sciences can mobilize and disseminate knowledge in support of Hg abatement and the realization of the Convention’s objective: (1) uses, emissions, and releases; (2) support, awareness raising, and education; and (3) impacts and effectiveness. The paper ends with a discussion of the future of Hg science and policy.

Abstract:Mercury is a global pollutant released into the biosphere by varied human activities including coal combustion, mining, artisanal gold mining, cement production, and chemical production. Once released to air, land and water, the addition of carbon atoms to mercury by bacteria results in the production of methylmercury, the toxic form that bioaccumulates in aquatic and terrestrial food chains resulting in elevated exposure to humans and wildlife. Global recognition of the mercury contamination problem has resulted in the Minamata Convention on Mercury, which came into force in 2017. The treaty aims to protect human health and the environment from human-generated releases of mercury curtailing its movement and transformations in the biosphere. Coincident with the treaty's coming into force, the 13th International Conference of Mercury as a Global Pollutant (ICMGP-13) was held in Providence, Rhode Island USA. At ICMGP-13, cutting edge research was summarized and presented to address questions relating to global and regional sources and cycling of mercury, how that mercury is methylated, the effects of mercury exposure on humans and wildlife, and the science needed for successful implementation of the Minamata Convention. Human activities have the potential to enhance mercury methylation by remobilizing previously released mercury, and increasing methylation efficiency. This synthesis concluded that many of the most important factors influencing the fate and effects of mercury and its more toxic form, methylmercury, stem from environmental changes that are much broader in scope than mercury releases alone. Alterations of mercury cycling, methylmercury bioavailability and trophic transfer due to climate and land use changes remain critical uncertainties in effective implementation of the Minamata Convention. In the face of these uncertainties, important policy and management actions are needed over the short-term to support the control of mercury releases to land, water and air. These include adequate monitoring and communication on risk from exposure to various forms of inorganic mercury as well as methylmercury from fish and rice consumption. Successful management of global and local mercury pollution will require integration of mercury research and policy in a changing world.

Abstract:Mercury (Hg) is a toxic metal that can be released from natural and anthropogenic processes. Gaseous elemental Hg is the main form of Hg in the atmosphere with a long residence time, allowing its long-range transport and deposition at a global scale. The deposited Hg can be transformed into methylmercuy (MeHg), which bioaccumulates and biomagnifies in aquatic ecosystems and is a known developmental neurotoxin to humans. Chronic exposure in pregnant women via fish consumption, even at the modest levels, can impact intellectual development in infants, which is considered as a global environmental health issue. To protect human health and the environment, the Minamata Convention on Mercury, a legally binding international treaty, entered into force in 2017 to reduce anthropogenic emissions and releases of Hg and Hg compounds. With the enforcement of the Convention, anthropogenic Hg emissions and releases are projected to decrease in the foreseeable future, but the recovery of the ecosystem and mitigation of health impact from Hg pollution are expected to lag behind. In this paper, we provide a critical review on the processes affecting when and to which extent Hg-affected ecosystems will recover under the Minamata Convention in the context of climate change and associated human health benefit. Our review is organized around seven major scientific questions. These seven questions covered historical Hg change in the ecosystem, major factors and processes, and future assessment. The impact of implementation of Minamata Convention and climate change on Hg emission, atmospheric transportation and deposition, biota accumulation, and human exposure should be comprehensively evaluated. The Hg stable isotope tool and process-based integrated global model should be integrated together, which also should consider future global social-economic pathways and mitigation options. We hope that the knowledge gaps and potential tools identified will assist the understanding of global biogeochemical cycling of Hg, inform policy-making on mitigation and community adaptation, and support the effectiveness evaluation and future improvement of the Minamata Convention on Mercury.

Abstract:Mercury (Hg) is a chemical of health concern worldwide that is now being acted upon through the Minamata Convention. Operationalizing the Convention and tracking its effectiveness requires empathy of the diversity and variation of mercury exposure and risk in populations worldwide. As part of the health plenary for the 15th International Conference on Mercury as a Global Pollutant (ICMGP), this review paper details how scientific understandings have evolved over time, from tragic poisoning events in the mid-twentieth century to important epidemiological studies in the late-twentieth century in the Seychelles and Faroe Islands, the Arctic and Amazon. Entering the twenty-first century, studies on diverse source-exposure scenarios (e.g., ASGM, amalgams, contaminated sites, cosmetics, electronic waste) from across global regions have expanded understandings and exemplified the need to consider socio-environmental variables and local contexts when conducting health studies. We conclude with perspectives on next steps for mercury health research in the post-Minamata Convention era.

Abstract:Abstract:China has undertaken a major shift in its position on mercury as an environmental problem over the last decade and a half. It ratified the Minamata Convention (MC) in 2016 and by doing so has committed to implement the treaty objectives. This article asks: How do we explain China's will and ability to implement its MC obligations? There is little systematic knowledge about the main factors underlying implementation of international mercury objectives in China, hence this article contributes new research on this important topic. We examine the implementation process, focusing on the coal sector and differentiate between indirect effects from other policies and direct efforts to implement obligations. We find that China has moved toward stricter regulation of mercury emissions and direct implementation of the Minamata Convention in the coal sector. However, our study shows that local implementation capacity needs improvement.

Abstract:Mercury is a potent neurotoxin that poses health risks to the global population. Anthropogenic mercury emissions to the atmosphere are projected to decrease in the future due to enhanced policy efforts such as the Minamata Convention, a legally-binding international treaty entered into force in 2017. Here, we report the development of a comprehensive climate-atmosphere-land-ocean-ecosystem and exposure-risk model framework for mercury and its application to project the health effects of future atmospheric emissions. Our results show that the accumulated health effects associated with mercury exposure during 2010–2050 are $19 (95% confidence interval: 4.7–54) trillion (2020 USD) realized to 2050 (3% discount rate) for the current policy scenario. Our results suggest a substantial increase in global human health cost if emission reduction actions are delayed. This comprehensive modeling approach provides a much-needed tool to help parties to evaluate the effectiveness of Hg emission controls as required by the Minamata Convention.

Abstract:Over 100 nations signed the Minamata Convention on Mercury to control the adverse effects of mercury (Hg) emissions on human beings. A spatially explicit analysis is needed to identify the specific sources and distribution of Hg-related health impacts. This study maps China's Hg-related health impacts and global supply chain drivers (i.e., global final consumers and primary suppliers) at a high spatial resolution. Here we show significant spatial heterogeneity in hotspots of China's Hg-related health impacts. Approximately 1% of the land area holds only 40% of the Chinese population but nearly 70% of the fatal heart attack deaths in China. Moreover, approximately 3% of the land area holds nearly 60% of the population but 70% of the intelligence quotient (IQ) decrements. The distribution of hotspots of China's Hg-related health impacts and global supply chain drivers are influenced by various factors including population, economy, transportation, resources, and dietary intake habits. These spatially explicit hotspots can support more effective policies in various stages of the global supply chains and more effective international cooperation to reduce Hg-related health impacts. This can facilitate the successful implementation of the Minamata Convention on Mercury.

Abstract:The Minamata Convention on Mercury, which came into force in 2017, aims to control mercury-related risks to human beings and ecosystems by reducing anthropogenic mercury (Hg) emissions. Existing studies have identified direct atmospheric Hg emitters and final consumers causing atmospheric Hg emissions but overlooked primary suppliers driving atmospheric Hg emissions through global supply chains. Here, we identify critical primary suppliers and supply-chain paths for global atmospheric Hg emissions in 2015. Results show that China, Indonesia, and India are major primary suppliers causing global atmospheric Hg emissions. Major sectors and critical supply-chain paths from the supply viewpoint are related to resource extraction and power generation. Findings of this study can support supply-side measures to implement the Minamata Convention on Mercury, such as the optimization of labor and capital input structures and the optimization of product-allocation behaviors to downstream producers.

Abstract:A new international treaty, Minamata Convention, identifies mercury (Hg) as a global threat to human health and seeks to control its releases and emissions. Coal-fired power plants are a major source of mercury pollution worldwide and are expected to be the first key sector to be addressed in China under Minamata Convention. A best available technique (BAT) adoption model was developed in the form of a decision tree and cost-effectiveness for each technological option. Co-benefit control technologies and their enhancement with coal blending/switching and halogen injection (HI) can provide early measures to help China meet the Minamata Convention obligations. We project future energy and policy scenarios to simulate potential national mercury reduction goals for China and estimate costs of the control measures for each scenario. The “Minamata Medium” scenario, equivalent to the goal of the US Mercury and Air Toxics Standards (MATS) rule, requires the application of activated carbon injection (ACI) and HI on 30% and 20% of power plants, respectively. The corresponding total costs would be $2.5 billion, approximately one-fourth the costs in the US. An emission limit of 3µg/m3 in 2030 was identified as a feasible policy option for China to comply with Minamata Convention.

Abstract:Mercury (Hg) pollution control has become an urgent need at global and national scales. This study, for the first time, comprehensively examines Hg flows in Mainland China and uncovers domestic and external causal drivers of China's Hg emissions/releases. Results show that China's Hg input reaches 2643 tin 2010. China discharges 1368 t of Hg to the environment (to air, 633 t; water, 84 t; and land, 651 t). Embedded Hg transfers across production sectors via waste/byproduct flows reduce Hg releases to land, but lead- to secondary Hg emissions to air. Such revelations of embedded Hg transfers adjusts China's comprehensive Hg control-that would otherwise only tackle primary emitters. Domestic consumption causes 67% of China's Hg emissions/releases, and external consumption induces the remaining 33%. Besides traditional production-side Hg control measures, demand-side measures and international joint efforts are required to effectively combat Hg pollution. Uncovering embedded and embodied Hg flows within the global economy can assist a paradigm shift necessary to make real progress in global Hg control and the implementation of the Minamata Convention on Mercury.

Abstract:As the Minamata Convention on Mercury comes into effect, controlling atmospheric mercury (Hg) emissions has become a compulsory goal. This study determined the mitigation options for the five Convention specified sources by considering their reduction potential of Hg emissions and the impact of future technology changes on emitted Hg forms and cross-media releases. Hg emissions will be reduced from 371 t in 2015 to 242 t in 2020 mainly by applying multipollutant control measures. Hg emissions will be reduced to 71 t in 2030 mainly with alternative measures and specific Hg removal measures (SMR). Alternative measures are effective for the studied sources except waste incineration (WI). SMR is preferentially recommended in cement clinker production due to the benefit of sectoral emissions and local deposition. Stringent requirements of Hg emission control will promote the use of SMR in WI. In case of nonferrous metal smelting (NFMS), only 8.7 t of Hg emissions will be reduced by SMR. However, the cobenefit of Hg reduction in sulfuric acid and local deposition will increase the relevance. On the contrary, applying SMR in coal-fired power plants (CFPPs) and coal-fired industrial boilers (CFIBs) requires comprehensive evaluation in terms of cost benefit and cross-media effect.

Abstract:An important provision of the Minamata Convention on Mercury is to monitor and evaluate the effectiveness of the adopted measures and its implementation. Here, we describe for the first time currently available biotic mercury (Hg) data on a global scale to improve the understanding of global efforts to reduce the impact of Hg pollution on people and the environment. Data from the peer-reviewed literature were compiled in the Global Biotic Mercury Synthesis (GBMS) database (>550,000 data points). These data provide a foundation for establishing a biomonitoring framework needed to track Hg concentrations in biota globally. We describe Hg exposure in the taxa identified by the Minamata Convention: fish, sea turtles, birds, and marine mammals. Based on the GBMS database, Hg concentrations are presented at relevant geographic scales for continents and oceanic basins. We identify some effective regional templates for monitoring methylmercury (MeHg) availability in the environment, but overall illustrate that there is a general lack of regional biomonitoring initiatives around the world, especially in Africa, Australia, Indo-Pacific, Middle East, and South Atlantic and Pacific Oceans. Temporal trend data for Hg in biota are generally limited. Ecologically sensitive sites (where biota have above average MeHg tissue concentrations) have been identified throughout the world. Efforts to model and quantify ecosystem sensitivity locally, regionally, and globally could help establish effective and efficient biomonitoring programs. We present a framework for a global Hg biomonitoring network that includes a three-step continental and oceanic approach to integrate existing biomonitoring efforts and prioritize filling regional data gaps linked with key Hg sources. We describe a standardized approach that builds on an evidence-based evaluation to assess the Minamata Convention's progress to reduce the impact of global Hg pollution on people and the environment.

Abstract:Characteristic identification and risk management of mercury-contaminated sites are an important implementation plan of the Minamata Convention on Mercury（the Convention）. Focusing on the scientific problems regarding unclear characteristics of site-scale mercury pollution and inadequate risk management system, life-cycle Hg flow along with potential contamination pathways within different anthropogenic activities were studied systematically. Site characteristics, consisting of sources, emission, transport and transformation, were discussed on a typical Hg-contaminated site from Hg ore mining and smelting, where a conceptual site model was constructed and systematic management strategies were studied. Research results showed that mercury-contaminated sites were related to intentional discharge activities, including ore mining, mercury catalysts, Chlor-alkali, polyvinyl chloride, treatment of Hg-containing waste, etc., and unintentional discharge activities, including coal-fired power plants, non-ferrous metal smelting, cement production. Inorganic and organic mercury species at a site scale undergone the biogeochemistry cycling of spatial migration and specie transformations, which were required to be considered in further risk assessment. Meanwhile, a conceptual site model（CSM） was established based on the exposure scenario of a typical mercury-contaminated site. It indicated that mercury posed health risks to the human body via various exposure routes, including oral ingestion, inhalation, water drinking, and food intake. Sophisticated risk assessment methods and feasible risk control strategies were discussed based on the practical experiences of the developed countries and actual situation of China. It was concluded that accurate risk assessment based on the mercury biochemical transformation process and risk priority-based classified restoration/risk management might become a scientific, standardized, environmentally friendly and sustainable risk management for mercury-contaminated sites. This work provided a significant basis for site classification and management strategy, which might improve the fulfillment capacity towards the Convention. Finally, the development trend and outlook in risk management of mercury-contaminated sites were also discussed.
How closely do mercury trends in fish and other aquatic wildlife track those in the atmosphere? - Implications for evaluating the effectiveness of the Minamata Convention

Abstract:The Minamata Convention to reduce anthropogenic mercury (Hg) emissions entered into force in 2017, and attention is now focused on how to best monitor its effectiveness at reducing Hg exposure to humans. A key question is how closely Hg concentrations in the human food chain, especially in fish and other aquatic wildlife, will track the changes in atmospheric Hg that are expected to occur following anthropogenic emission reductions. We investigated this question by evaluating several regional groups of case studies where Hg concentrations in aquatic biota have been monitored continuously or intermittently for several decades. Our analysis shows that in most cases Hg time trends in biota did not agree with concurrent Hg trends in atmospheric deposition or concentrations, and the divergence between the two trends has become more apparent over the past two decades. An over-arching general explanation for these results is that the impact of changing atmospheric inputs on biotic Hg is masked by two factors: 1) The aquatic environment contains a large inventory of legacy emitted Hg that remains available for bio-uptake leading to a substantial lag in biotic response time to a change in external inputs; and 2) Biotic Hg trends reflect the dominant effects of changes in multi-causal, local and regional processes (e.g., aquatic or terrestrial biogeochemical processes, feeding ecology, climate) that control the speciation, bioavailability, and bio-uptake of both present-day and legacy emitted Hg. Globally, climate change has become the most prevalent contributor to the divergence. A wide range of biotic Hg outcomes can thus be expected as anthropogenic atmospheric Hg emissions decline, depending on how these processes operate on specific regions and specific organisms. Therefore, evaluating the effectiveness of the Minamata Convention will require biomonitoring of multiple species that represent different trophic and ecological niches in multiple regions of the world.

Abstract:The harm from mercury pollution to human health and the environment has long been known. In recent years, the combination of industrial activities and long-term atmospheric transport has resulted in a sustained increase in mercury concentrations in soils. However, soil remediation and mercury-contaminated soil management in China are still in its infancy, and there is ample space for the development of related research. We systematically reviewed several pertinent topics and found that soil mercury pollution around mines and industrial soil in China is the most serious. The highest mercury content is found in the soil around the Tongren mercury mine in Guizhou Province and the thermometer factories. The average content of soil mercury is similar to that of atmospheric mercury emission in China. Mercury content in soil gradually decreases from the southeast to the northwest. In order to repair the mercury-contaminated soil, solidification and stabilization technology have been developed in China and applied in the engineering of restoration. In the future, we will study more effective stabilizer materials and select plants highly rich in mercury, to develop low-cost and high-repair-rate remediation technology. China has also developed a series of policies, regulations, and regulatory documents to manage mercury pollution, such as the Agricultural Land Standard and the Construction Land Standard. Compared with other countries, the screening values for soil mercury in China are relatively low. China has also established control standards for methylmercury in soils of residential and industrial land. In addition, China has issued emission standards and control notices related to the mercury industry. However, there are still shortcomings in soil remediation technology and environmental management systems for mercury pollution in China. In the future, China will formulate standards according to local conditions and improve the responsibility mechanism, financial mechanism, and level of public participation.
