Abstract:Health care organizations are operating in a complex environment. The competitive and dynamic health care sector has spurred hospitals into delivering greater flexibility and quality of services. An efficient performance evaluation system is essential for controlling, monitoring and improving service quality in health care organizations. The performance evaluation of operating room (OR) is a useful work for managers to control the operational process of OR team so as to promote the performance. This paper explores the use of a management tool: balanced scorecard (BSC), which facilitates managers to meet multiple strategic goals, and fuzzy linguistic method for evaluating OR performance. BSC is a strategic planning and management system that is used extensively in business and industry, government and nonprofit organizations. First, a model is developed for measuring the acceptable performance of OR based on the interaction financial, customers, internal business process and learning and growth perspective. After that, BSC structure integrated with fuzzy linguistic is proposed for measuring and improving the service. The aim of this study was to build a performance evaluation system for OR and use a fuzzy linguistic to convert the subjective cognition of managers into an information entity and confirmation of improvement. This research results are able to help the organisation to evaluate and revise its strategy and generally to adopt modern management approaches in every day practise. (C) 2012 Elsevier Ltd. Performance Evaluation of Inpatient Service in Beijing: a Horizontal Comparison with Risk Adjustment Based on Diagnosis Related Groups

Abstract:Background: The medical performance evaluation, which provides a basis for rational decision-making, is an important part of medical service research. Current progress with health services reform in China is far from satisfactory, without sufficient regulation. To achieve better progress, an effective tool for evaluating medical performance needs to be established. In view of this, this study attempted to develop such a tool appropriate for the Chinese context.Methods: Data was collected from the front pages of medical records (FPMR) of all large general public hospitals (21 hospitals) in the third and fourth quarter of 2007. Locally developed Diagnosis Related Groups (DRGs) were introduced as a tool for risk adjustment and performance evaluation indicators were established: Charge Efficiency Index (CEI), Time Efficiency Index (TEI) and inpatient mortality of low-risk group cases (IMLRG), to reflect respectively work efficiency and medical service quality. Using these indicators, the inpatient services' performance was horizontally compared among hospitals. Case-mix Index (CMI) was used to adjust efficiency indices and then produce adjusted CEI (aCEI) and adjusted TEI (aTEI). Poisson distribution analysis was used to test the statistical significance of the IMLRG differences between different hospitals.Results: Using the aCEI, aTEI and IMLRG scores for the 21 hospitals, Hospital A and C had relatively good overall performance because their medical charges were lower, LOS shorter and IMLRG smaller. The performance of Hospital P and Q was the worst due to their relatively high charge level, long LOS and high IMLRG. Various performance problems also existed in the other hospitals.Conclusion: It is possible to develop an accurate and easy to run performance evaluation system using Case-Mix as the tool for risk adjustment, choosing indicators close to consumers and managers, and utilizing routine report forms as the basic information source. To keep such a system running effectively, it is necessary to improve the reliability of clinical information and the risk-adjustment ability of Case-Mix.

Abstract:Hospital performance evaluation, as an important issue in hospital management, helps to know the status of a hospital and it can be implemented based on different criteria. Considering the cognitive complex information existed in the hospital evaluation process, this paper aims to propose a multiple criteria decision-making method with hesitant fuzzy linguistic information based on the original best worst method (BWM). As a recently developed multiple criteria decision-making method, the BWM shows better performance than the analytic hierarchy process in reducing the times of pairwise comparisons and maintaining the consistency between evaluation values. In this study, the procedure of the hesitant fuzzy linguistic BWM is proposed in stepwise to derive the weights of criteria and the priorities of alternatives. Furthermore, the cognitive preference information in the form of hesitation fuzzy linguistic term sets can express the qualitative preferences of decision-makers flexibly, and it aligns people's cognitions much closer than traditional linguistic representation models. In the case that the pairwise comparisons are with low consistency, we develop a novel inconsistency repairing method. A case study concerning the hospital performance evaluation is implemented by the proposed hesitant fuzzy linguistic BWM to illustrate the practicality and validity of the proposed method. Finally, comparative analyses are provided to justify the advantages of the proposed method.
Application of fuzzy mathematics models in hospital management evaluation

Abstract:To formulate a hospital management evaluation system and conduct empirical research, Delphi, analytic hierarchy process, and fuzzy comprehensive evaluation are used to build a hospital management evaluation system and conduct hospital management empirical research. And then a hospital management evaluation system is built. This system contains five first-level indices, namely, administrative management, human resource management, medical management, financial management and logistical support, and 23 second-level indices. Empirical research shows that the comprehensive evaluation of hospital management is above average and that service quality and infrastructure construction have the highest and lowest evaluation scores, respectively. This evaluation system is an effective tool for studying hospital management. Chinese hospital management requires further improvement, especially in t erms of infrastructure construction.

Abstract:This paper sets up a performance evaluation index system for human resources information systems based on the balanced score card and determines the weight coefficient of the index system by using the analytic hierarchy process.Then it constructs a performance comprehensive eval-uation model for human resources information systems based on fuzzy mathematics theory whereby the performance level of human resources infor-mation systems of the Dalian Hongfu Group is analyzed.Some problems are discovered and discussed,followed by corresponding countermeasures for them and developing strategies.

Abstract:With the development of society and economy, our health care level has been greatly improved, while the size of the hospital is continually expanding. Reasonable, intelligent hospital performance evaluation mechanism plays an important role in the current hospital management. It not only can effectively help hospitals determine the future direction of development, but also help the hospital with the application of scientific methods for hospital staff assessment and evaluation to achieve a fair and impartial manner. In this study, the fuzzy neural network is introduced into the hospital performance evaluation, principles to maximize the performance of hospital performance indicators and create, and building hospital performance evaluation mechanism system. The basic framework of this system includes: operational capability, potential for development, the contribution of the staff for hospital and so on. Meanwhile, we take the attendance and medical safety as factors of evaluation hospital staff's performance. Because the staff and the judge is more often related to interest, reputation, etc, the application of performance evaluation mechanism based on fuzzy neural network can reduce the influence of subjective factors on the final results of the evaluation mechanism so as to be a fair and intelligent evaluation mechanism.

Abstract:This study investigates current status of balanced scorecard (BSC) application and its impact on hospital performance in China. A nationwide survey indicates that a large portion of Chinese public hospitals have adopted BSC in hospital administration at present. By applying univariate and regression data analyses, we find BSC application contributes to the improvement of organizational and personal performance and such a contributing effect increases with the extent (level) of BSC application. In addition, we find the positive impact of BSC application on hospital performance is affected by the factors of operational scope/scale, technological quality (rating) and comprehensiveness of medical resources equipped by the hospitals. Our study findings should enrich the extant literature with empirical evidence on the benefits of BSC application in the health care industry and provide the Chinese experience that can be a reference for expanding BSC application in hospital administration or other non-profit organizations in other countries, the developing countries in particular.

Abstract:How to improve the appication performance of the teaching laboratory,not only has always been the focus of attention of the laboratory management department,but also has been a difficult problem in the universities. Therefore,it is particularly important to establish an effective laboratory performance evaluation system. In this paper,by using the basic principles and methods of Balanced Scorecard,according to the characteristics of laboratory management,the feasibility of the application of Balanced Scorecard in the laboratory performance evaluation is analyzed. The contents are in four dimensions,including finance,customers,internal processes and learning and growth. The laboratory basic model of the Balanced Scorecard and strategy maps have been designed. According to the strategy maps,assessment aims of 4 dimensions combined with laboratory performance evaluation content,assessment indicators have been designed. After this,a laboratory performance evaluation system is established.

Abstract:Objective Construct the reasonably effective performance assessment mode of clinical departments,which is suitable for the continuous development of modern hospital.Method Use of balanced scorecard (BSC) principle,using the analytic hierarchy process (AHP) and Rank sum ratio method (RSR)to establish a performance assessment system. Results Constructed the performance assessment mode of clinical departments,which can be dynamically adjusted based on management objectives strategy.The mode takes the BSC as the baseline,the strategy of hospital development as the guide,performance assessment index system as the key element. Conclusion The performance assessment mode of clinical departments,base on BSC,achieve the strategic performance management,and is conducive to the hospital for continuous improvement of medical care quality,in line with the long-term strategic needs of the hospital. Abstract:Because of the general lack of multi-level hospital management collaboration performance effectiveness research, this paper proposes a multi-level hospital management Synergy Entropy-House of Quality (HoQ) Measurement Model by innovatively combining the House of Quality (HoQ) measure model with a Synergy Entropy computing principle. Triangular fuzzy functions are used to determine the importance degree parameter of each hospital management element which combined with the results from the Synergy Entropy evaluation of the hospital management elements, arrive at a comprehensive collaborative computation result for the various elements, ensuring results objectivity. Finally, the analysis of the collaborative research on multi-level hospital management demonstrated the scientific effectiveness of the hospital management Synergy Entropy-House of Quality (HoQ) Measurement Model.

Abstract:Objective To use fuzzy comprehensive evaluation method for rationally evaluating the performance of military hospitals.Methods The performance of a military hospital(2009-2011) was evaluated from the following four domains: patient,finance,internal flow,and learning and growth.Multi-layer fuzzy comprehensive evaluation method was used to obtain the fuzzy membership of all the domains of the subjects,and the evaluation results were subjected to corresponding analysis.Results It was found that the total proportion of and comparatively good performance was 76.85% for a military hospital in 2009-2011.The overall performance degree of the hospital was according to the maximal fuzzy membership principle.And corresponding analysis showed that the result was moderate for the financial domain,poor or comparatively poor for the patient domain,good for the internal flow domain,and or comparatively good for the learning and growth domain.Conclusion Multi-layer fuzzy comprehensive evaluation method can properly handle the problem of multiple parameter integration in a system,and corresponding analysis makes the evaluation results more rational and more objective.

Abstract:Objective To set up an evaluation system for hospital performance,so as to meet the requirement of health system reform,to properly allocate health resources,to effectively standardize the administration of military hospitals,and to upgrade their overall performance.Methods According to the current situation,an evaluation system for performance of military hospitals,which including four domains-finance,patients,internal flow,and learning and progression,was established based on the balanced scorecard(BSC) ideology using the hospital resources planning(HRP) system,analytic hierarchy process(AHP) and Delphi method.Results We established an evaluation system for the performance of military hospitals,which including four first level parameters,13 second level parameters,and 55 third level parameters.Conclusion HRP combined with BSC for evaluating hospital performance can help the proper allocation of health resources in military hospitals,contributing to the sound,cost-saving and highly efficient administration of hospitals.Adjustment should be made in actual application,and attention should be given to the time effectiveness and scientific nature of the parameters.

Abstract:As a matter of fact, the performance evaluation of most current hospital medical staffs turns to be broad and vague frequently. It becomes much more difficult to reflect the actual working situation of employees accurately by lacking of factual data, objectivity and rationality. What the goal of research of this article is to develop a performance management system based on BSC, in order to collect the pivotal performance indicators automatically from the current hospital business management systems and HIS systems, which in turn lead to an automated and objective evaluation system by transferring those indicators into quantitative evaluation values according to required rules. As a case study on HangZhou First People's Hospital, it proposed the concept of system model and functional component by means of researching performance evaluation through approches such as AHP and Delphi poll. It could get good result after finishing system program compilation implementing system with C# code based on. Net framework and passing the tests through a serial of such researching activities as performance assessment criteria analysis, data acquisition analysis, design of processing flow and database design.

Abstract:In E-commerce system environment, how to develop effective performance appraisal system, how to combine the organization and personnel's practices with corporate strategic objectives by the performance evaluation system and reflect the commercial value of e-commerce is particularly important for enterprise development. This paper builds evaluation index system based on Balanced Scorecard, then adopts information entropy to determine the weight of each index factor, and fuzzy comprehensive evaluation is adopted to calculate overall scores and each dimension scores of E-commerce performance. Example analysis indicates that the multilevel fuzzy synthetic evaluation approach is more suitable to evaluate E-commerce performance in enterprise, and contributing factors and restrictive factors can be found through adopting this method, which will be helpful for the further development of E-commerce.
