Abstract:This study investigates current status of balanced scorecard (BSC) application and its impact on hospital performance in China. A nationwide survey indicates that a large portion of Chinese public hospitals have adopted BSC in hospital administration at present. By applying univariate and regression data analyses, we find BSC application contributes to the improvement of organizational and personal performance and such a contributing effect increases with the extent (level) of BSC application. In addition, we find the positive impact of BSC application on hospital performance is affected by the factors of operational scope/scale, technological quality (rating) and comprehensiveness of medical resources equipped by the hospitals. Our study findings should enrich the extant literature with empirical evidence on the benefits of BSC application in the health care industry and provide the Chinese experience that can be a reference for expanding BSC application in hospital administration or other non-profit organizations in other countries, the developing countries in particular.

Abstract:Strategic HRM has certainly come to an evolutionary crossroad.Strategic HRM based on the balanced scorecard overall evaluates the effect of strategic HRM from financial persp-ective,customer perspective,internal business perspective and innovation and learning perspective,as opposed to the traditional study on relationship between strategic HRM and financial performance.The balanced scorecard is more a strategic analysis and implementation framework than a performa-nce evaluation system.This thesis constructs a strategic management system through the strategic HR based on balanced scorecard,and gives a preliminary discussion on its implementation process.
The balanced scorecard: a potent tool for energizing and focusing healthcare organization management

Abstract:The current environment for healthcare organizations contains many forces demanding unprecedented levels of change. These forces include changing demographics, increased customer expectations, increased competition, and intensified governmental pressure. Meeting these challenges will require healthcare organizations to undergo fundamental changes and to continuously seek new ways to create future value. This article provides explanation of a potent new management tool-the balanced scorecard-that can be used by healthcare organizations to meet these challenges. The article also presents the opinions of many high-level healthcare administrators that the balanced scorecard can be highly beneficial to healthcare organizations. It also summarizes these administrators' suggestions regarding the goals and measures that can make up an effective scorecard for a hospital as a whole, as well as for a specific subunit of a hospital. Interestingly, while no published report of balanced scorecard implementations in healthcare organizations exists, a number of administrators stated that they had fully implemented systems similar to the scorecard. These actions can be considered support for the scorecard's potential usefulness; at the same time, they suggest that some sharing of experiences will likely be available in the future. As all administrators are well aware, moving from concept to practice is often difficult. While the article includes some suggestions for scorecard development and implementation, each organization must engage in the full range of activities, from defining its mission to the selection of goals and strategies, and develop its own unique scorecard to assist progress toward the selected goals. As a starting point, Table 3 provides a timeline of some general events that may be common to all organizations during this process.

Abstract:Objective Construct the reasonably effective performance assessment mode of clinical departments,which is suitable for the continuous development of modern hospital.Method Use of balanced scorecard (BSC) principle,using the analytic hierarchy process (AHP) and Rank sum ratio method (RSR)to establish a performance assessment system. Results Constructed the performance assessment mode of clinical departments,which can be dynamically adjusted based on management objectives strategy.The mode takes the BSC as the baseline,the strategy of hospital development as the guide,performance assessment index system as the key element. Conclusion The performance assessment mode of clinical departments,base on BSC,achieve the strategic performance management,and is conducive to the hospital for continuous improvement of medical care quality,in line with the long-term strategic needs of the hospital. On Performance Evaluation System of Teaching Laboratory Based on the Balanced Scorecard

Abstract:How to improve the appication performance of the teaching laboratory,not only has always been the focus of attention of the laboratory management department,but also has been a difficult problem in the universities. Therefore,it is particularly important to establish an effective laboratory performance evaluation system. In this paper,by using the basic principles and methods of Balanced Scorecard,according to the characteristics of laboratory management,the feasibility of the application of Balanced Scorecard in the laboratory performance evaluation is analyzed. The contents are in four dimensions,including finance,customers,internal processes and learning and growth. The laboratory basic model of the Balanced Scorecard and strategy maps have been designed. According to the strategy maps,assessment aims of 4 dimensions combined with laboratory performance evaluation content,assessment indicators have been designed. After this,a laboratory performance evaluation system is established.

Abstract:Based on a questionnaire survey of Chinese public hospitals, this paper explores the consequence and realization path of balanced scorecard (BSC, hereafter) usage. The results show that BSC usage can improve hospital performance remarkably. With the structural equation model analysis, we further find that, this function is realized in an indirect way through the perception of organizational fairness and organizational commitment. The BSC has direct effect to improve the perception of organizational fairness and organizational commitment, which further influence the performance. The results not only complement empirical evidences for BSC usage, but also provide guidance to regulators and hospitals to implement BSC in compensation contract.

Surveys on Perception of Balanced Scorecard among Healthcare Practitioners from 25 Public Hospitals in Shanghai

Abstract:Objective To find out the perception and acceptance on the concept of balanced scorecard (BSC) as a strategic management approach among healthcare practitioners. Methods Relative information was gathered via questionnaire delivered to 848 healthcare practitioners among 25 public hospitals in Shanghai, and the data were analysed by the methods of variance analysis and multiple regression. Results There was no statistical difference in the acceptance of strategic management between managers and general staffs (P0.05). However, there existed significant difference in that respect among the hospitals of different level(P0.01), with staffs in higher level hospitals more likely to take strategic management as grant. Eighty-three questioned people admitted they knew the context of BSC. The percentage of knowing BSC in managers was significantly higher than that of the general staffs(P0.001), and the percentage of knowing BSC in trained staffs was higher than that of the non-trained staffs(P0.001). Sixty-two questioned people considered adjusted BSC could be used in Chinese healthcare organizations. Conclusion Most healthcare practitioners identify with strategic management, but the extent of BSC perception is limited. Popularization may be an effective method to increase the perception rate of BSC.
A comparison of systemwide and hospital-specific performance measurement tools

Abstract:Balanced scorecards are being implemented at the system and organizational levels to help managers link their organizational strategies with performance data to better manage their healthcare systems. Prior to this study, hospitals in Ontario, Canada, received two editions of the system-level scorecard (SLS)--a framework, based on the original balanced scorecard, that includes four quadrants: system integration and management innovation (learning and growth), clinical utilization and outcomes (internal processes), patient satisfaction (customer), and financial performance and condition (financial). This study examines the uptake of the SLS framework and indicators into institution-specific scorecards for 22 acute care institutions and 2 non-acute-care institutions. This study found that larger (teaching and community) hospitals were significantly more likely to use the SLS framework to report performance data than did small hospitals (p < 0.0049 and 0.0507) and that teaching hospitals used the framework significantly more than community hospitals did (p < 0.0529). The majority of hospitals in this study used at least one indicator from the SLS in their own scorecards. However, all hospitals in the study incorporated indicators that required data collection and analysis beyond the SLS framework. The study findings suggest that SLS may assist hospitals in developing institution-specific scorecards for hospital management and that the balanced scorecard model can be modified to meet the needs of a variety of hospitals. Based on the insight from this study and other activities that explore top priorities for hospital management, the issues related to efficiency and human resources should be further examined using SLSs.

Abstract:To address, among other issues, the regional and international challenges of the heavy health care burden caused by an aging population, integrated care organizations (ICOs) were proposed at the end of the 20th century for health care delivery. However, the implementation of ICOs has not progressed smoothly, and the current results have not eliminated the imbalance of medical service capabilities among hospitals of different levels. To make up for the deficiency in the current evaluation system at ICOs and offer suggestions for improved sustainable health planning and management, this study establishes a balanced scorecard based on a comprehensive measurement system valid for a Chinese ICO by surveying the staff at the West China Hospital ICO. This study collected valid responses from 216 professional staff members at the ICO via questionnaires. K-means clustering and the coefficient of variation method were used to evaluate the weights of the first- and second-level indicators. The results show the importance ranking of the core perspectives of the ICO balanced scorecard in the following order: patient, internal process, learning and growth, and financial. The weight-based analysis identified the importance ranking of all indicators and pointed to the areas that require close attention in future ICO planning and management.
Balanced scorecard-based performance evaluation of Chinese county hospitals in underdeveloped areas

Abstract:Objective Since the Guangxi government implemented public county hospital reform in 2009, there have been no studies of county hospitals in this underdeveloped area of China. This study aimed to establish an evaluation indicator system for Guangxi county hospitals and to generate recommendations for hospital development and policymaking. Methods A performance evaluation indicator system was developed based on balanced scorecard theory. Opinions were elicited from 25 experts from administrative units, universities and hospitals and the Delphi method was used to modify the performance indicators. The indicator system and the Topsis method were used to evaluate the performance of five county hospitals randomly selected from the same batch of 2015 Guangxi reform pilots. Results There were 4 first-level indicators, 9 second-level indicators and 36 third-level indicators in the final performance evaluation indicator system that showed good consistency, validity and reliability. The performance rank of the hospitals was B > E > A > C > D. Conclusions The performance evaluation indicator system established using the balanced scorecard is practical and scientific. Analysis of the results based on this indicator system identified several factors affecting hospital performance, such as resource utilisation efficiency, medical service price, personnel structure and doctor-patient relationships.

Abstract:This paper presents a case study of a balanced scorecard at the Bethlehem Garden Hospital in Japan. About 80% of hospitals in Japan are running deficits, and each hospital must have sustainable management. The balanced scorecard is attracting attention as a hospital management tool in Japan. This paper aims to clarify the effectiveness of communication management using BSC. Since this theme is still under theoretical development, it will be analyzed by a case study. The research site is the Bethlehem Garden Hospital in Kiyose City, Tokyo, Japan, and it is a case study based on interviews, action research, and document analysis. This paper analyzes based on the framework of corporate communication and obtains several findings regarding BSC. In particular, it shows that using BSC as a tool for communication management may decrease the turnover rate. The case study shows that a balanced scorecard promotes strategy cascade and alignment for hospital staff. Furthermore, it suggests the possibility of leading to a decrease in turnover rate and an improvement in reputation. Namely, it indicates that BSC is a practical and sustainable communication management tool.

Abstract:Objective: To change the current traditional performance-related management mode based on financial surplus in hospitals, explore a new performance management system of considering both the quantity of work and quality of medical care. Methods:Oriented by the new health reform policy, the indicator set of the “Dual Balance” performance management system in health services was established by the literature reviews and Delphi method and has been practiced in several hospitals. Meanwhile TOPSIS and DEA methods were employed to track the medical quality and operational efficiency for the continuous improvement of performance evaluation. Results: “Dual balanced” performance management system was successfully constructed and the practical applications in hospitals show that it has achieved good effectives. Conclusion: “Dual balanced” performance management system of “patient-centered” achieves the binary balanced performance appraisal and payment in the work quantity and quality, which embodies the concepts and principles of“more pay for more work, better pay for better quality” .

Abstract:As an important management tool,the Balanced Scorecard approach is a strategic management system focusing on delivering strategic performance and results.This approach translates the mission and vision of the organization into related financial,customer,internal processes as well as learning and growth perspectives.Based on the review of related literature,this paper focuses on the application of balanced scorecard in commercial banks and examines the performance evaluation systems of five commercial banks in China.By discussing the current systems and considering the operation aim and development strategy of commercial banks,this study designs a new performance evaluation system for the banks.
A study of a nursing department performance measurement system: using the Balanced Scorecard and the Analytic Hierarchy Process

Abstract:The health care industry is under pressure from government and private entities as well as from market conditions to contain costs. In an effort to respond to these pressures, the case hospital in this study implemented a Balanced Scorecard (BSC) in January 2003 and integrated it with the hospital's formal incentive plan for non-physicians in January 2005. The nursing department's performance improved in the 2 years following the introduction of the plan. This study contributes to the literature by demonstrating the performance improvement that results from integrating the BSC with an incentive plan in the nursing field. The results provide insight into the current BSC performance metrics applied by the case nursing department, and could be used as guidelines by other health care organizations that wish to implement BSC-based incentive plans.
