Abstract:The rapid pace of Chinas economic and trade development has been considered as a great success since the entry of WTO in 2001. Most recently, China has succeeded in coping with the global financial crisis and achieved a rapid V-shaped recovery which rebounded to two digit growth rate and lead to strengthening its international status. Nevertheless, China has exposed many potential problems in face of the financial crisis which due to international and domestic unbalanced features of Chinas economic operation system. The pattern of China Manufacturing and World Consuming is a game with no winners, while the investment leaded economic development mode achieves high growth rate but without enriches its own residents. The current imbalanced economic development mode cannot be sustained and shall be changed in the future which is not only the consensus of economists at home and abroad, but also a striving goal for the Chinese government for its 12th Five-Year Plan. However, China will face great and formidable challenges by changing the economic development mode to achieve an equilibrium state.

Abstract:This paper extends the existing studies of cyclical fiscal policy by providing the first systematic theoretical and empirical study of cyclical quasi-fiscal investment of state-owned enterprises (SOEs) in China. Using data from Chinese listed companies and the System GMM method, the results show that: (1) both central and local SOEs exhibit expansion-biased investment behaviours; (2) the expansion-biased investment of central SOEs mainly goes to the tertiary industry and the western regions of China, while the expansion-biased investment of local SOEs mainly occurs in the tertiary industry and the middle and western regions of China; (3) during the economic recession, the higher the local growth targets, the more bank credit central and local SOEs can obtain, and the more pronounced the expansion-biased investment. The study shows that apart from the countercyclical fiscal policy implemented by central and local governments, the quasi-fiscal function of central and local SOE investments is also key for the Chinese economy to quickly recover from recessions.

Abstract:During the first half of 2003, rapid growth in China led many to proclaim the emergence of an economic “bubble.” Extremely rapid growth of money and credit was accompanied by rapid growth in investment, especially in the housing market. Chinese policymakers have taken steps to restrain the bubble, and these measures are now having an impact. During this first phase, the emergence of the bubble and the way that it was handled seem to have strengthened the positions of both Premier Wen Jiabao and Central Bank Governor Zhou Xiaochuan. However, the rapid emergence of the bubble economy reveals some unsettling realities about the Chinese economy. Moreover, the bubble portends important shifts in the economic payoffs and challenges that lie ahead for the political leadership.

Abstract:A noted American authority and investigator of China's economy outlines the general features of the ongoing reorientation of Chinese economic policymaking toward increased state activism, which has gained momentum in the aftermath of the global financial crisis. An initial section of the paper describes the marketization and privatization initiatives of China's late reform period to provide a baseline against which to measure the subsequent shift toward increased state intervention and guidance in the economy. The author traces the shift in three critical policy arenas (social policy, state-owned enterprises, and industrial and technology policy) and demonstrates how state involvement in each intensified during the global financial crisis. He then proceeds to explore the implications of accelerated state activism in the future, identifying potential rewards as well as large risks. Among the latter are macroeconomic imbalances, a "softening" of budget constraints, difficulties in recognizing and terminating unsuccessful economic programs, and tensions with trading partners.
Excess Liquidity and Credit Misallocation: Evidence from China

Abstract:China's M2/GDP ratio continues to rise despite having reached the highest tier in the world, but there is no consensus on its driving forces. In this paper, we investigate this puzzle empirically, using different levels of data. We first estimate the degree of the excess liquidity in China based on cross-country regressions. Our results show that China's excess liquidity is 50 percent of that implied by the cross-country benchmark. Province-level evidence shows that credit misallocation between state-owned enterprises (SOEs) and private enterprises (PEs) may lead to credit inefficiency and hence generate excess liquidity. We further validate this finding using manufacturing firm-level data, and show that credit misallocation has deteriorated since the Four Trillion Yuan Stimulus Plan since 2008. These facts unveil more challenges for the ongoing deleveraging campaign and SOE reform.

Abstract:Is macroeconomic stability the Achilles heel of the Chinese economy? Recurrent bouts of inflationary disorder lead some observers to worry that the Chinese government is unable to control the economy. Macroeconomic difficulties show up in a pattern of repeated boom and bust cycles, in which each boom is accompanied by an acute inflationary phase and significant disruption. Moreover, since the reform era began, the peak annual inflation rate of each successive cycle has been higher than that of the preceding one. The most recent attempts to cool off the economy have only led to additional questions. An austerity policy was decreed at the end of June 1993, yet inflation actually accelerated in 1994, and it was not until mid-1995 that it dropped to the levels of mid-1993. The Chinese government was engaged in a quest for an economic “soft landing” for two years without a net reduction in the inflation rate!

Abstract:After the 2013 Third Plenum, China adopted a series of top-to-bottom policies that increased the importance of financial instruments, creating a hierarchy of funds that invest in state-owned and mixed ownership firms. These policies have been combined with increased government control and stress on high-technology industrial policies. The result has been an increasingly interventionist government, steering increasingly important state firms through financial instruments. It will take time before the Chinese government recognises the risks in creating a new wave of financial excesses.

Abstract:One of China's greatest works of literature<sup><a href="#Fn1">1</a></sup> opens with the maxim "the empire, long divided, must unite; long united, must divide." A similar saying could be constructed regarding China's economic growth: GDP growth, long accelerating, must decelerate; long decelerating, must accelerate. However, Nicholas Lardy's monograph <em class="EmphasisTypeItalic">The State Strikes Back: The End of Economic Reform in China?</em> argues strongly that China's economic slowdown following the Global Financial Crisis (GFC) has not been inevitable, but rather the result of policy decisions made by Chinese government authorities, namely a slowdown in the pace of economic reform and a resurgence of industrial policies favoring state champions over private and foreign firms. Lardy presents a thorough analysis of the causes behind China's recent growth slowdown and makes a compelling case that resuming market-oriented economic reforms could unleash further growth potential in China's economy, allowing it to avoid the middle-income trap.

Abstract:China's price indices begin to show a more substantial upward trend,its inflation pressure continues to grow.The inflation reflects China's traditional economic growth model has the "dilemma": for a long time,China's economic growth is excessively dependent on government investment,making the issuance of bank credit and currency hard to control,while in high-growth economy there is always the risk of high inflation.In reverse,the increase of productive cost caused by inflation will not only extrude enterprise's profit,but also decrease economic growth rate.Because the role of monetary policy is limited in the context of quantitative easing in USA,China's inflationary pressures will continue for some time.To effectively prevent the "stagflation" risk,China's central government should make its monetary policy and fiscal policy cooperate systematically.

Abstract:As the three driving forces of economic growth have all fallen, the Chinese economy comes to the crossroad once again. The current predicament is, to a large extent, an end to the old model of equilibrium, namely, a growth pattern dependent on external demand and investment. A shift from the model of "globalization-growth driven by foreign demand" toward that of "urbanization-growth driven by domestic demand" has become an irreversible trend. The transition from the past "fast growth" to the current "steady growth" is actu-ally a change of equilibrium. Abstract:Since initiation of the reform and opening - up policy,there are many facts same with international economy:consumption and output are negative correlated with TB/GDP,and there are many facts different form international economy;firstly,consumption's volatility is more than GDP output's;secondly,employment is much smoothing.This paper tries to explain the features of China's business cycle from the perspective of open economy.To do this,in respect of the omnipresence and omnipotence of China's government in macroeconomic management,it establishes a RBC model of three sections in small open economy that incorporates government consumption shocks and preference shocks representing liquidity shocks.It finds that these economic mechanisms have important impacts on real macroeconomic variables,this model can explain about 92%of the actual volatility,and can reasonably predict the negative correlations of TB/GDP with macroeconomic variables.It implies the business cycle in China can be explained well by the RBC in the small open economy.

Abstract:An enormous amount of international floating capital has flooded the Chinese market in the recent years.There have been two stages in the development of the scale of international floating capital inflow and the characteristics of its capital investment.In the beginning,it went into those industries of rapid growth while recently it focuses on the real property industry in the Yangtze River Delta.The volume of capital in the second stage is five times larger than that in the first stage.The massive capital inflow has brought uncertain exterior impact on China's macro economy,which can be obviously seen in nominal variables and actual variables in the economy.Five nominal variables are clearly visible:(1) Because of fixed exchange system and strict exchange rate regulation,the Central Bank has to intervene with the foreign exchange market and the supply of foreign exchange.Money supply is rapidly increasing due to the influx of floating capital.(2) RMB rate has kept stable for a long time because of the government resolute attitude in recalling part of the currency issued through state debt either via open market operation at the secondary market or refinancing by the Central Bank.The existing ternary antinomy implies that the current exchange system is not in line with the demand of the economic development in the long run and a floating exchange system should be established.(3) The floating capital has both a direct and an indirect impact on price.The indirect shock is not evident via money supply,while the direct impact is particularly evident.(4) On the one hand,interest rate impact is an indirect process due to the contra of money supply by the Central Bank's policy.It is an exogenous variable.Therefore,interest rate shock is not very obvious.(5) The influx stimulates a highly speculative stock market,which might result in domestic economy contraction.There are two actual variables:(1) Huge implicit opportunity losses have taken place in recent years due to a steep rise in the exchange reserves.(2) The economic structure can be strongly affected.The most important task today is to weaken the anticipation of RMB appreciation. Government attitude to keep RMB rate stable alone does not eliminate the anticipation.The major task is to reform the system of RMB rate and adopt a floating RMB system,to reestablish the policy of exchange reserves and,finally,to take a more cautious attitude in capital inflow liberalization in a short time.

Abstract:The present paper explores the role of China in the creation of the current global financial crisis and the impacts of the crisis on its economy. It argues against the view that the “saving glut” in China (along with other Asian emerging economies) played a significant causal role in the crisis. The global financial crisis did not engender much damage in China's financial structure, thanks to the relatively closed, bank-centered financial system. However, the impacts on the “real” side of the Chinese economy were hard felt. Growth and employment have fallen, largely due to the decline in exports and foreign direct investment. The crisis reveals the vulnerability of the export-dependent growth pattern. Policy responses of the Chinese Government, including monetary, fiscal and social policies, have helped to stem the downfall of the economy in the immediate term, but some of the policies have not addressed the structural problems of the Chinese economy and might well aggravate such problems over time. The present paper proposes a tentative reform blueprint to rebalance the economy and to sustain long-term growth.

Abstract:China's economic success has bred a new complacency and resistance to change. This in turn has created a credibility crisis, as many Chinese citizens believe the opposition of vested interests makes reform impossible. However, proponents of economic reform argue that the current economic strategy is unsustainable. They point to reform backsliding, overinvestment, and financial fragility as problems that will collide with an inevitable economic slowdown caused by rapid demographic changes, and that will potentially cause economic and political crisis. Renewed economic reform is thus the only prudent and viable choice. The November 2013 Third Plenum shows that China's leaders have tentatively accepted the need for reform.

Abstract:Barry Naughton predicts that China’s economy will shift from the stage of hyper-growth to moderate growth, and believes that it is not certain whether China’s economy can realize the steady transformation from the first stage into the next stage as most people have expected when the changes in demand and cost come too fast. Nevertheless, the author argues that the structural problems in China’s economy are exaggerated in general, and people should be more careful when they criticize China’s investment efficiency. Moreover, China has so massive a size that the differences between regions and provinces are much larger than most economies, so the changes in cost conditions can never hit China as intensely as Japan and their impact on economic growth will also be much milder.
