Abstract:(I)China is one of the countries which most seriously affected by typhoon, when typhoon landing, coastal area will face challenges of typhoon disaster. In this paper, we mainly introduce a typhoon disaster emergency management system base on the web-based geographic information system (WEBGIS) technology, it is about the use of rich ability of GIS spatial analysis, computer networks and large databases, including new technologies such as organic combination of application-optimized processing algorithms, for the typhoon disaster events to provide emergency command decision support, give better services for people in coastal areas. The system takes model optimization algorithm as the core, the actual experience in disaster preparedness and mitigation as a guide, comprehensive uses of geography, operations research, knowledge of computer science and other subjects, considering the uncertainty of typhoon forecast, applications GIS theory and methods, fishing boats return to harbors safety evaluation, scheduling of materials, evacuation analysis of the typhoon emergency management system structure and function of design. And it also takes personnel evacuation of ZheJiang province as an example to illustrate this program's practicability.
