Abstract:Cross-efficiency evaluation is an effective approach to ranking decision making units (DMUs) that utilize multiple inputs to produce multiple outputs. Its models can usually be developed in a way that is either aggressive or benevolent to other DMUs, depending upon the decision maker (DM)'s subjective preference to the two extreme cases. This paper proposes several new data envelopment analysis (DEA) models for cross-efficiency evaluation by introducing a virtual ideal DMU (IDMU) and a virtual anti-ideal DMU (ADMU). The new DEA models determine input and output weights from the point of view of distance from IDMU or ADMU without the need to be aggressive or benevolent to any DMUs. As a result, the cross-efficiencies measured by these new DEA models are neutral and more logical. Numerical examples are provided to illustrate the potential applications of these new DEA models and their effectiveness in ranking DMUs.

Abstract:Cross-efficiency evaluation methods have long been suggested as an alternative for the ranking of decision making units (DMUs) in data envelopment analysis (DEA). So far, little research on cross-efficiency evaluation takes the bounded rationality of DMUs into account. In this paper, we propose a neutral cross-efficiency evaluation method based on interval reference points (IRPs) to consider bounded rational behavior. As such, we take the prospect value, which reflects the bounded rationality of DMUs when facing gain and loss, as secondary goals. This approach allows us to determine the input and output weights for each DMU from its own point of view. Each reference point (RP) of the prospect value is defined as an elastic interval reference point (IRP), which can degenerate into a precise reference point (PRP) or an IRP by adjusting the parameters. As a result, the proposed cross-efficiency evaluation method not only takes the bounded rational behavior of DMUs into account, but is also more neutral and flexible. Numerical examples are provided to illustrate the applications of the cross-efficiency evaluation method based on IRPs in DEA ranking.

Abstract:Cross-efficiency evaluation, as an extension tool of data envelopment analysis (DEA), has been widely applied in evaluating and ranking decision making units (DMUs). Unfortunately, the cross-efficiency scores generated may not be Pareto optimal, which has reduced the effectiveness of this method. To solve this problem, we propose a cross-efficiency evaluation approach based on Pareto improvement, which contains two models (Pareto optimality estimation model and cross-efficiency Pareto improvement model) and an algorithm. The Pareto optimality estimation model is used to estimate whether the given set of cross-efficiency scores are Pareto-optimal solutions. If these cross-efficiency scores are not Pareto optimal, the Pareto improvement model is then used to make cross-efficiency Pareto improvement for all the DMUs. In contrast to other cross-efficiency approaches, our approach always obtains a set of Pareto-optimal cross efficiencies under the predetermined weight selection principles for these DMUs. In addition, if the proposed algorithm terminates at its step 3, the evaluation results generated by our approach unify self-evaluation, peer-evaluation, and common-weight-evaluation in DEA cross-efficiency evaluation. Specifically, the self-evaluated efficiency and the peer-evaluated efficiency converge to the same common-weight-evaluated efficiency when the algorithm stops. This will make the evaluation results more likely to be accepted by all the DMUs. Abstract:Cross-efficiency evaluation approaches and common set of weights (CSW) approaches have long been suggested as two of the more important and effective methods for the ranking of decision making units (DMUs) in data envelopment analysis (DEA). The former emphasizes the flexibility of evaluation and its weights are asymmetric, while the latter focuses on the standardization of evaluation and its weights are symmetrical. As a compromise between these two approaches, this paper proposes a cross-efficiency evaluation method that is based on two types of flexible evaluation criteria balanced on interval weights. The evaluation criteria can be regarded as macro policy—or means of regulation—according to the industry’s current situation. Unlike current cross-efficiency evaluation methods, which tend to choose the set of weights for peer evaluation based on certain preferences, the cross-efficiency evaluation method based on evaluation criterion determines one set of input and output weights for each DMU. This is done by minimizing the difference between the weights of the DMU and the evaluation criteria, thus ensuring that the cross-evaluation of all DMUs for evaluating peers is as consistent as possible. This method also eliminates prejudice and arbitrariness from peer evaluations. As a result, the proposed cross-efficiency evaluation method not only looks for non-zero weights, but also ranks efficient DMUs completely. The proposed DEA model can be further extended to seek a common set of weights for all DMUs. Numerical examples are provided to illustrate the applications of the cross-efficiency evaluation method based on evaluation criterion in DEA ranking.

Abstract:AbstractBenevolent and aggressive cross-efficiency evaluation methods are the improvement of the cross-efficiency evaluation method. They merely maximize or minimize the efficiency of the composite unit constructed by evaluated decision-making units while maintaining the optimal efficiency of the decision-making unit under evaluation. The two methods completely ignore the self-evaluation efficiency of evaluated unit and the good relationship among decision-making units. To solve the above drawbacks, the authors consider the efficiency score of the decision-making unit as an interval number and propose a more reasonable interval number. On the basis of the interval efficiency, the authors provide the benevolent and aggressive DEA cross-efficiency evaluation models based on the good relationship among all decision-making units. Finally, a numerical example is provided to illustrate the proposed method.

Abstract:A new model is introduced in the process of evaluating efficiency value of decision making units (DMUs) through data envelopment analysis (DEA) method. Two virtual DMUs called ideal point DMU and anti-ideal point DMU are combined to form a comprehensive model based on the DEA method. The ideal point DMU is taking self-assessment system according to efficiency concept. The anti-ideal point DMU is taking other-assessment system according to fairness concept. The two distinctive ideal point models are introduced to the DEA method and combined through using variance ration. From the new model, a reasonable result can be obtained. Numerical examples are provided to illustrate the new constructed model and certify the rationality of the constructed model through relevant analysis with the traditional DEA model.

Abstract:In this paper, the cross efficiency evaluation method, regarded as a DEA extension tool, is firstly reviewed for its utilization in identifying the Decision Making Unit (DMU) with the best practice and ranking the DMUs by their respective cross-efficiency scores. However, we then point out that the main drawback of the method lies in non-uniqueness of cross-efficiency scores resulted from the presence of alternate optima in traditional DEA models, obviously making it become less effective. Aiming at the research gap, a weight-balanced DEA model is proposed to lessen large differences in weighted data (weighted inputs and weighted outputs) and to effectively reduce the number of zero weights for inputs and outputs. Finally, we use two examples of the literature to illustrate the performance of this approach and discuss some issues of interest regarding the choosing of weights in cross-efficiency evaluations.

Abstract:Data envelopment analysis (DEA) has been extended to cross-efficiency evaluation to provide better discrimination and ranking of decision-making units (DMUs). However, the non-uniqueness of optimal weights in the traditional DEA models (CCR and BCC models) has reduced the usefulness of the DEA cross-efficiency evaluation method. To solve this problem, we introduce the concept of the satisfaction degree of a DMU towards a set of optimal weights for another DMU. Then, a new DEA cross-efficiency evaluation approach, which contains a maxmin model and two algorithms, is proposed based on the satisfaction degrees of the DMUs. Our maxmin model and algorithm 1 can obtain for each DMU an optimal set of weights that maximises the least satisfaction degrees among all the other DMUs. Further, our algorithm 2 can then be used to guarantee the uniqueness of the optimal weights for each DMU. Finally, our approach is applied to a real-world case study of technology selection.

Abstract:Data envelopment analysis (DEA) has been widely applied as an effective data-driven tool in evaluating the efficiency of decision making units (DMUs). However, traditional DEA models evaluate DMU efficiencies in a self-evaluation mode. As an extension of traditional DEA, cross-efficiency evaluation links one DMU's performance with others and has the appeal that scores arise from peer evaluation. Unfortunately, the problem of nonunique optimal weights has reduced the usefulness of this extended method. Although, some current secondary goal approaches have reduced the non-uniqueness of optimal weights, they are mostly based on the perspectives of improving or worsening the evaluated DMU's or other DMUs' position or efficiency, which fails to consider DMU's fairness mentality that plays an important role in guiding human interaction in behavioral economics. To fill this gap, we propose the concept of a fairness utility to construct our secondary goal model. Specifically, the secondary goal is to maximize the minimum fairness of the other DMUs when keeping the evaluated DMU's optimal efficiency. Two algorithms are proposed. One is used to solve the nonlinear fairness utility model. The other is used to guarantee the unique optimal weights. Finally, a numerical example is presented, and an empirical application is given to verify the proposed method.

Abstract:Data envelopment analysis (DEA) has been extended to cross-efficiency to provide better discrimination and ranking of decision-making units (DMUs). Current researches about cross-efficiency mainly focus on the non-uniqueness of optimal solution of linear programming and information aggregation. As a common distance metric, standardized Euclidean distance is introduced to define the discrimination power between two vectors and the deviation degree for measuring the difference between the individual preference and group ideal preference. Based on above definitions, an alternative method is presented to compare multiple optimal solutions, and further, a universal weighted cross-efficiency model considering both dynamic adjustment of weights and preference formulation is constructed for evaluation and ranking. Two numerical examples are given to illustrate the effectiveness of the comparison method for multiple optimal solutions and weights determination method of DMUs, respectively. At last, a practical application aimed at evaluating environmental treatment efficiency in western area of China is given. Comparative analysis shows that our model could be more moderate, flexible, and general than some available models and methods, which can extend the theoretical research of cross-efficiency evaluation.

Abstract:As an extension to data envelopment analysis (DEA), cross-efficiency evaluation method not only provides a ranking among the decision making units (DMUs), but also eliminates unrealistic DEA weighting schemes without requiring a prior information on weight restrictions. A factor that possibly reduces the usefulness of the cross-efficiency evaluation method is that the cross-efficiency scores may not be unique due to the presence of alternate optima. As a result, it is recommended that secondary goals be introduced in cross-efficiency evaluation. In some cases, pursuing the best ranking is more important than maximizing the individual score. This paper seeks to propose a novel model for optimizing the ranking order for each DMU to determine the final cross-efficiency of all DMUs. Finally, preference voting application is presented to illustrate the differences between the proposed and existed models.

Abstract:Cross-efficiency evaluation in data envelopment analysis is an effective way to rank decision-making units (DMUs). However, different cross-efficiency evaluation models derived from different perspectives generate different cross-efficiency rankings. The information resulting from the various perspectives may be valuable and should not be ignored. In this paper, we propose an innovative composite method for ranking DMUs by calculating the Shannon entropy of the obtained cross-efficiency scores derived from the perspectives of satisfaction and consensus. Also, we adopt grey incidence analysis to compare the rankings of different cross-efficiency models. The calculation procedure using Shannon entropy and grey incidence analysis is illustrated on an example to generate the composite ranking result and compare it to other cross-efficiency model rankings. The cross-efficiency ranking using both satisfaction and consensus information provides a new comprehensive perspective in group evaluation. A practical example is used to show that the cross-efficiency results obtained from the composite perspective of satisfaction and consensus should be widely accepted in practical decision-making.

Abstract:Efficiency rating and ranking are of great importance,and DEA has been accepted as a useful ranking tool,however,almost all original DEA models are based on the best practice frontier so that each DMU chooses the weight system it prefers most.There is no research to consider the best practice frontier and the worst practice frontier at the same time.This paper employs Shannon theory and advances the cross efficiency DEA model based on the complete envelopment frontier.This model integrates not only the best weight system that the DMU prefers most,but also the worst weight system that the DMU dislikes most.The selfevaluation technique and peer-evaluation technique are included in this approach.Finally a numeral example demonstrates our approach.

Abstract:Data envelopment analysis (DEA) is a methodology for measuring best relative efficiencies of a group of peer decision-making units (DMUs) that take multiple inputs to produce multiple outputs. However, the traditional DEA model only aims to maximize the efficiency of the DMU under evaluation. This usually leads to very small weights (even zero weights) being assigned to some inputs or outputs. Correspondingly, these inputs or outputs have little or even no contribution to efficiency, which is unfair and irrational. The purpose of this paper is to address this problem. Two new weight-optimized models are proposed based upon the perspective of cross evaluation. Using the results of an Advanced Manufacturing Technology (AMT) example, it is found that all AMTs are fully sorted. The decision maker can easily choose the best AMT. In addition, unreasonable weights of AMTs are effectively avoided.

Abstract:Cross-efficiency evaluation method is an effective and widespread adopted data envelopment analysis (DEA) method with self-assessment and peer-assessment to evaluate and rank decision making units (DMUs). Extant aggressive, benevolent, and neutral cross-efficiency methods are used to evaluate DMUs with competitive, cooperative, and nontendentious relationships, respectively. In this paper, a symmetric (nonsymmetric) compete-cooperate matrix is introduced into aggressive and benevolent cross-efficiency methods and compete-cooperate cross-efficiency method is proposed to evaluate DMUs with diverse (relative) relationships. Deviation maximization method is applied to determine the final weights of cross-evaluation to enhance the differentiation ability of cross-efficiency evaluation method. Numerical demonstration is provided to illustrate the reasonability and practicability of the proposed method.

Abstract:Data envelopment analysis (DEA) is a frontier analysis procedure for evaluating the relative performance of decision making units (DMUs) with multiple inputs and multiple outputs. To improve its discrimination power, an important extension is proposed as cross-efficiency, which uses peer DMUs' optimal relative weights to evaluate the relative performance. However, the existing cross-efficiency methods show an inconsistent and unbalanced evaluation standard, since each DMU might determine a different total (or mean) efficiency value across all DMUs. The different values imply that the DMUs that have assigned larger cross-efficiency scores will have a larger effect in aggregating the ultimate cross-efficiency scores and different DMUs' effects are unbalanced in cross-efficiency methods. In this paper, we will deal with this unbalanced cross-efficiency evaluation problem. To this end, we first suggest a practical adjustment measure to rectify the traditional cross-efficiency, which will provide a common evaluation standard for all DMUs and make each DMU dispatch an identical total efficiency score across all DMUs. Further, we propose a game-like iterative procedure to obtain the optimal balanced cross-efficiency. Finally, we present both a numerical example and an empirical study derived from the literature and a real-world problem to demonstrate the usefulness and efficacy of the new balanced cross-efficiency evaluation approach. The work presented in this paper can extend the traditional cross-efficiency approaches to situations involving unbalanced evaluation standards, and make the evaluation results more practical significance. Abstract:To give a fair,reasonable and full ranking for all decision making units,the paper advances a super efficiency DEA model based on the complete envelopment frontier.Firstly the paper discusses the relationship between the envelopment frontier and DEA efficiency score,proposes the concept of the complete envelopment frontier,and demonstrates the difference and relationship among the best practice frontier,the worst practice frontier and the complete envelopment frontier in the iso-output chart.Subsequently the paper develops the DEA super efficiency model based on the worst practice frontier.Finally the paper advances the CEF(complete envelopment frontier)-based on super efficiency DEA model,and in the model the goal function consists of the best and worst efficiency scores.The proposed approach can be used in ranking all DMUs,considering the weight system that the DMU prefers most and least simultaneously.The proposed approach can be used in various real world applications since it can obtain reasonable ranking results.

Abstract:Decision making units (DMUs) can be ranked using data envelopment analysis (DEA) technologies. This paper develops a new ranking system under the condition of variable returns to scale (VRS) based on a measure of cross-dependence efficiency (MCDE), where the evaluation for an efficient DMU is dependent of the efficiency changes of all inefficient units due to its absence in the reference set, while the appraisal of inefficient DMUs depends on the influence of the exclusion of each efficient unit from the reference set. The infeasibility problem that arises from the conventional super-efficiency models is eliminated. A new approach to ranking inefficient units is embedded in the proposed ranking system. Through an example, advantages of our proposal are demonstrated. A real application illustrates the effectiveness of the cross-dependence based ranking system.

Abstract:Cross-efficiency evaluation in data envelopment analysis (DEA) is a useful tool in evaluating the performance of decision-making units (DMUs). It is generally assumed that decision makers (DMs) are completely rational in common cross-efficiency evaluation models, which fail to consider the DM's risk attitude that plays an important role in the evaluation process. To fill this gap, we investigate the cross-efficiency evaluation in DEA based on prospect theory. First, we introduce a prospect value of the DMU to capture the non-rational psychological aspects of a DM under risk. Second, based on the prospect value, we propose a new cross-efficiency model termed the prospect cross-efficiency (PCE) model. Particularly, some existing cross-efficiency evaluation models can be deemed as the special cases of the PCE model with suitable adjustments of the parameters. Furthermore, this paper provides an empirical example to evaluate cross-efficiency with several selected universities directly managed by the Ministry of Education of China to illustrate the effectiveness of the PCE model in ranking DMUs.
