Abstract:The traditional political economy account of global climate change governance directs our attention to fundamental collective action problems associated with global public goods provision, resulting from positive or negative externalities as well as freeriding. The governance architecture of the 1997 Kyoto Protocol uses the traditional approaches of international diplomacy for addressing such challenges: legally binding commitments based on principles of reciprocity and (fair) cost/burden sharing via formalized carbon-budgeting. Yet, the 2015 Paris Agreement has essentially abandoned this approach, as it now operates on the basis of internationally coordinated and monitored unilateralism. On the presumption that public opinion matters for government policy, we examine how citizens view this shift in climate policy from reciprocity to unilateralism, after many years of exposure to strong reciprocity rhetoric by governments and stakeholders. To that end, we fielded a survey experiment in China, the world's largest greenhouse gas (GHG) emitter. The results show that there is, perhaps surprisingly, strong and robust public support for unilateral, non-reciprocal climate policy. To the extent China is interested in pushing ahead with ambitious and thus costly GHG reduction policies, our results suggest that China can leverage segments of public support in order to overcome domestic obstacles to GHG mitigation policies.

Abstract:Abstract When considering public support for domestic policies that contribute to a global public good, such as climate change mitigation, the behavior of other countries is commonly regarded as pivotal. Using survey experiments in China and the United States we find that other countries’ behavior matters for public opinion, but in a contingent manner. When citizens learn that other countries decrease their emissions, this leads to support for further domestic action. Yet, support for reciprocal behavior is not a necessary consequence of other countries increasing their emissions. Responding in-kind to emissions increases abroad depends upon the home country’s past behavior and who the other country is. Our results imply that the international context remains important, despite global climate policy now relying more on coordinated unilateral action and polycentric governance. They also show, however, that we need to pay greater attention to contingent effects of countries’ positive and negative behavior in this area.

Abstract:The recent Paris agreement has increased optimism that climate change might be successfully mitigated through international agreement. However, the commitments of countries are unenforceable. Therefore domestic political will, including on the part of citizens to make regular sacrifices, will be required in order for countries to meet these commitments. Understanding prosocial behavior in climate change mitigation is thus more important than ever. Many behavioral studies model the mitigation dilemma using public goods games: But, because wealth creation in a carbon-based economy inevitably leads to the appropriation of the global climate commons, climate change and its mitigation actually constitute a dual, interdependent social dilemma. Acknowledging the interdependence of this dilemma is necessary to capture "common but differentiated responsibilities,'' the equity principle that underlies international climate negotiations. To do so, we introduce the compound climate dilemma: a new behavioral game that expands the public goods approach to the mitigation dilemma by combining it with a preceding common pool dilemma. To explore the implications of the compound climate dilemma for prosocial behavior, we conduct experiments in the United States and China, the world's two largest emitters of carbon. Though the pattern of prosocial behavior is virtually identical across the two countries, the introduction of differentiated responsibilities nonetheless has a deleterious effect on successful mitigation.

Abstract:The importance of individual consumption behavior in a low-carbon economy is gradually recognized. Social norms have a significant effect on individual purchase behavior. However, the influence mechanism of social norms still needs more research. We conducted two behavioral experiments to explore the specific factors: first, the effect of descriptive norms on personal low-carbon consumption behavior through feedback information, and second, a comparison with injunctive norms, focusing on the impact of the normative focus shift brought by punishment represented by the policy implementation. The results show that social norms can effectively promote individual low-carbon consumption through feedback and high policy implementation efficiency. In particular, after effective policy implementation becomes an inherent element of injunctive norms, injunctive norms are activated and become the focus of norms, significantly improving the purchase rate of low-carbon goods.

Abstract:This paper analyses the effects of altruism on the formation of climate coalitions in the standard two-stage game of self-enforcing international environmental agreements with identical countries. Altruism implies that each country values, to some extent, every other country's welfare when deciding on its coalition membership and emissions policy. In the Nash [Stackelberg] game, the fringe [coalition] countries exploit the altruism of the coalition [fringe] countries so that altruism decreases [increases] the coalition size. In any case, global emissions and global welfare are close to the non-cooperative values. However, altruism narrows the gap between the individually optimal emissions and the socially optimal emissions, so altruism increases global welfare. The effects of altruism on the formation of climate coalitions crucially depends on its modelling: If altruism affects the membership decision but not the policy decision, or if each coalition country is more altruistic toward other coalition countries than toward fringe countries, altruism can stabilise large coalitions up to the grand coalition. Finally, altruism can stabilise small coalitions but destabilises large coalitions with asymmetric countries.

Abstract:In this paper, we analyze how carbon emissions affect the selection of transportation modes and social welfare by using a two-stage Stackelberg gaming model. Based on this model, the government's optimal carbon-emission tax scheme and the company's optimal transportation mode and production decisions are explored. We find that: 1) whether or not the transport carbon-emission tax can increase social welfare depends on the relationships among the social cost of carbon (SCC), the transportation mode shifting threshold (TMST), and the biggest carbon-emission tax that a company can afford (BCRA); 2) a greater SCC implies a higher probability of improving social welfare via imposing transportation carbon-emission tax; and 3) a smaller TMST or BCRA yields a higher probability of improving social welfare when a carbon-emission tax is imposed. Further study shows that imposing a carbon-emission tax on the product with a higher production cost, a bigger product volume, or a bigger product density can increase the probability of improving social welfare.

Abstract:Expanding the analysis unit from a single action situation to networks of action situations (NAS) is a theoretical development in response to complex systemic issues. However, the methodology of this emerging field is still in its infancy. This article develops an agent-situation-based model to evaluate the interaction effects of targeted policies by translating a NAS into an agent-based model (ABM). This paper applies this NAS–ABM method to China’s top-down land planning control system to evaluate the performance of two cap-and-trade (CAT) policies, implemented simultaneously, which aim to preserve cultivated land and restrict land expansion for construction. The results show that either CAT policy can improve land allocation efficiency and reduce income gaps in different regions but is not Pareto-improving. Furthermore, if implemented jointly, the two CAT policies expand the income gap between urban and rural areas and are not conducive to protecting soil quality and the environment.

Abstract:Anthropogenic carbon emissions have the potential to trigger changes in climate and ecosystems that would be catastrophic for the well-being of humans and other species. Widespread shifts in production and consumption patterns are urgently needed to address climate change. Although transnational agreements and national policy are necessary for a transition to a fully decarbonized global economy, fluctuating political priorities and lobbying by vested interests have slowed these efforts. Against this backdrop, bottom-up pressure from social movements and shifting social norms may offer a complementary path to a more sustainable economy. Furthermore, norm change may be an important component of decarbonization policies by accelerating or strengthening the impacts of other demand-side measures. Individual actions and policy support are social processes-they are intimately linked to expectations about the actions and beliefs of others. Although prevailing social norms often reinforce the status quo and unsustainable development pathways, social dynamics can also create widespread and rapid shifts in cultural values and practices, including increasing pressure on politicians to enact ambitious policy. We synthesize literature on social-norm influence, measurement, and change from the perspectives of psychology, anthropology, sociology, and economics. We discuss the opportunities and challenges for the use of social-norm and social-tipping interventions to promote climate action. Social-norm interventions aimed at addressing climate change or other social dilemmas are promising but no panacea. They require in-depth contextual knowledge, ethical consideration, and situation-specific tailoring and testing to understand whether they can be effectively implemented at scale. Our review aims to provide practitioners with insights and tools to reflect on the promises and pitfalls of such interventions in diverse contexts.
Socially Appropriate Intervention: A Cross-Country Investigation of Third-Party Norm Enforcement

Abstract:The enforcement of social norms is considered as a main motivation for third-party intervention. We provide direct evidence for this theory in a cross-country experimental trust game with a sender, a receiver, and a third party who can punish or reward the receiver at own cost. As a novelty we share a norm relevant information – the sender’s expectation – with the third party and manipulate the level of norm uncertainty by having the third party to interact with players from the same country versus from a different country. Our results suggest that third parties respond to the norm relevant information when deciding on the intervention, and more so when they intervene players from a different country. These results support the role of social norms in motivating third-party intervention.

Abstract:Ancillary impacts of climate policies on issues other than climate consequences are important for the cost-benefit analysis of optimal policy design, policy-making process, and climate communications. A common perception, relying on scenarios and simulations, suggests substantial co-benefits of air quality and human health im-provements from climate mitigation measures. Based on a quasi-experimental design for causal inference, however, we show at the firm level the existence of adverse side-effects of a regional carbon emissions trading program in China on local air pollution. An average firm in the emissions trading program emitted more local air pollutants compared to its counterpart outside of the program. The adverse side-effects were particularly sig-nificant in the power sector, where pollution control was more progressive. After ruling out possibilities of data manipulation or intended coordination in policy implementation, we reveal that conflict in firms' dual compliance to climate and environmental policies may explain the unintended consequence: when facing a price of carbon from emissions trading, firms have lower incentives in pollution control, which is energy intensive. Our findings suggest that the direction of spillovers from climate policies are context-specific, depending on the stringency and instrument choice of existing environmental policies. Improved policy enforcement and infor-mation provision of mitigation measures can help avoid unintended policy impacts.

Abstract:Social norms interventions (SNIs) are a robust and widely used tool for addressing climate change. SNIs targeting second-order climate beliefs can be used to correct normative misperceptions, close the partisan gap, and increase support for climate policy. They can also be harnessed to reduce greenhouse gas emissions by targeting behaviors such as home energy conservation. A large body of current research supports the effectiveness of the SNI and provides guidance for how to optimize outreach and promote climate-relevant behaviors that are currently performed by only a minority of people.

Abstract:The aim of this paper is to investigate the problem of designing and building International Environmental Agreements (IEAs) taking into account some normative properties. We consider n asymmetric countries of the world, each one generating a quantity of pollutant emissions from the production of goods and services. We assume that individual emissions yield private benefits and negative externalities affecting all countries. To determine its own level of pollution, each state conducts a cost-benefit analysis. The absence of a supranational entity imposing emissions reduction makes IEAs based on voluntary participation. Examining the standard static non-cooperative game-theoretical model of coalition formation, we discover that the resulting emissions allocations might not be equitable à la Foley. It means that there might exist at least one player preferring to implement some other agent's strategic plan instead of to play her own strategy. With the goal of studying whether equity, at least among coalesced countries, may be a criterion leading to social improvement, we introduce a new optimization rule. We require that members of an environmental coalition have to solve the maximization problem subject to the constraint imposing that they do not envy each other. Analyzing the particular case of two-player games, we get that, when countries are, in a sense, not too different from each other, our new mechanism endogenously induces social equity. By imposing a suitable total emission cap, the same results extend to all those games where our and standard solutions coexist and are different.

The consequences of non-participation in the Paris Agreement

Abstract:International cooperation is at the core of multilateral climate policy. How is its effectiveness harmed by individual countries not participating in the global mitigation effort? We use a multi-sector structural trade model with carbon emissions from production and a constant elasticity of fossil fuel supply function to simulate the consequences of unilateral non-participation in the Paris Agreement. Taking into account both direct and leakage effects, we find that non-participation of the US would eliminate more than a third of the world emissions reduction (31.8% direct effect and 6.4% leakage effect), while a potential non-participation of China lowers the world emission reduction by 24.1% (11.9% direct effect and 12.2% leakage effect). The substantial leakage is primarily driven by technique effects induced by falling international fossil fuel prices. In terms of welfare, the overwhelming majority of countries gain from the implementation of the Paris Agreement and most countries have only very little to gain from unilaterally deciding not to participate.

Abstract:Is 'individualism' pure selfishness? The climate change literature often assumes so. However, individualism can be seen as capturing values aligned with self-determination and self-achievement but also universalism. Indeed, cultural psychology recognises individualism as reflecting both personal agency and one's embeddedness, not in narrowly defined in-groups, but in society broadly. Through this lens, individualism can be consistent with adopting pro-social behaviours, including climate-friendly behaviours. But the under-exploration of the concept means empirical evidence is limited. Using cross-country, cross-sectional data we find that individualistic values are associated with an increased willingness to take individual-level actions against climate change. Individualism is also not associated with less support for additional taxes levied to fight climate change, and those willing to take more individual level actions against climate change are also more supportive of additional climate change taxes. Overall, our results confirm that individualism can be associated with taking actions for the greater good.

Abstract:Although climate change is expected to cause significant negative impacts, climate treaties give hope for reducing greenhouse gas (GHG) emissions, potentially leading to less severe climate change. However, climate change is a public bad: If each country aims to maximize its own benefit, some countries might free ride and continue to emit GHGs. Consequently, climate treaties have seen limited success, and a central question is how future treaties can achieve GHG emission reduction and also be "self-enforcing" – where participating countries have no incentive to withdraw or modify their contributions. Here we examine a dynamic negotiation process involving multiple countries, each deciding whether and when to join the agreement and whether to penalize non-participants. In particular, we distinguish between (1) indirect punishment, in which countries invest less in emission reduction in response to non-compliance of other countries, and (2) direct punishment, in which countries impose sanctions, such as punitive tariffs, against countries that do not comply. We analyze the negotiation process using evolutionary game theory. We show that how the two types of punishment are implemented greatly affects the agreement's outcome. In particular, an efficient combination of the punishments could lead to more desirable self-enforcing agreements. These findings indicate that integrating punitive measures with an effective negotiation framework could result in more desirable climate agreements.

Abstract:The influence of social norms on behavior has been a longstanding storyline within social psychology. Our 2007 Psychological Science publication presented a new rendition of this classic telling. The reported field experiment showed that social norms could be leveraged to promote residential energy conservation, but importantly, the descriptive norm was shown to increase consumption for low-consuming households. This potential destructive effect of social norms was eliminated with the addition of an injunctive message of social approval for using less energy. The article is among the 30 most-cited articles across all APS publications, which we attribute to our methodology, which measured real behavior in a large-scale field experiment and to several circumstances associated with the timing of the work. The article coincided with the explosion of social media, the emergence of behavioral economics, and a heightened level of concern about climate change. These contemporaneous activities set the stage for our work and for its high degree of citation.

Abstract:Free-riding is widely perceived as a key obstacle for effective climate policy. In the game-theoretic literature on non-cooperative climate policy and on climate cooperation, the free-rider hypothesis is ubiquitous. Yet, the free-rider hypothesis has not been tested empirically in the climate policy context. With the help of a theoretical model, we demonstrate that if free-riding were the main driver of lax climate policies around the globe, then there should be a pronounced country-size effect: Countries with a larger share of the world's population should, all else equal, internalize more climate damages and thus set higher carbon prices. We use this theoretical prediction for testing the free-rider hypothesis empirically. Drawing on data on emission-weighted carbon prices from 2020, while controlling for a host of other potential explanatory variables of carbon pricing, we find that the free-rider hypothesis cannot be supported empirically, based on the criterion that we propose. Hence, other issues may be more important for explaining climate policy stringency or the lack thereof in many countries.

Abstract:Social interventions are a popular tool to stimulate pro-social (including climate-friendly) behavior. Their use is, however, limited when the descriptive norm is low, i.e. when a desirable behavior is only practiced by a minority within the respective reference group. We tackle this issue by testing new strategies for social interventions, with an especially sophisticated target group. We implement a field experiment at two subsequent conferences in environmental economics, with which we examine the conference participants' proclivity to offset carbon emissions. For the two treatment conditions that we introduce, we document an average null effect. Yet, for one condition, we find that the intervention can be effective when the targeted individuals feel socially close to the referenced peer group. Further, we find suggestive evidence that the effectiveness of such interventions increases as individuals are exposed to repeated treatment, but with decreasing marginal returns.
