Abstract:Significance The US–Mexico Trade Agreement leaves the core NAFTA provisions intact but contains new provisions including on rules of origin for automobiles, intellectual property, digital economy, agriculture and dispute settlement. If the three parties can agree, they will have the opportunity to sign an updated agreement in late-November during the US Congress lame duck session and prior to Mexico’s presidential transition on December 1. Impacts If implemented, higher rules of origin for autos and new provisions for Mexican auto workers will complicate supply chains, raising costs. Section 232 tariffs on steel and aluminum remain unaddressed by the NAFTA negotiations. G20 goods trade fell in April-June 2018 for the first time since 2016 and dollar strength may amplify countries’ protectionist sentiment.

Abstract:This study develops a quantitative analysis of the impact of the Canada-United States-Mexico Agreement (USMCA), as signed on 30 November 2018. The USMCA provides a major overhaul of the North American Free Trade Agreement (NAFTA) based largely on the Trans-Pacific Partnership (TPP) text, introducing only minor changes to market access, while intensifying trade and investment diversion, increasing uncertainty by weakening the institutional framework of the NAFTA, and seeking to change the net benefits of the NAFTA by shifting them towards the United States. The evaluation of the USMCA is developed using simulations on a computable general equilibrium (CGE) model, based on a dynamic specification of the Global Trade Analysis Project (GTAP) model, modified to directly represent goods and services trade conducted through foreign affiliates, as well as on a cross-border basis, and to reflect the impact of liberalization of FDI. The impact of the USMCA is assessed against a baseline that reflects an in-force NAFTA. These results can, however, be compared to the impacts of NAFTA lapsing to infer the difference between the USMCA and a “hard” NAFTA exit scenario.The policy shock generated by the USMCA is unusual in that it has little traditional tariff liberalization and has many features that promise to be restrictive of trade. We evaluate non-tariff measures based on the extent to which the USMCA reduces/increases the parties’ scores on indexes measuring restrictiveness of regimes for goods, services, and investment. For goods, we examine possible improvements upon the WTO Trade Facilitation Agreement (TFA) commitments as measured by the OECD’s Trade Facilitation Indicators (TFI). For services, we consider the liberalization implied by the services commitments evaluated on the basis of changes to the parties’ scores under the OECD’s Services Trade Restrictiveness Index (STRI). For investment, we consider the changes implied against the parties’ scores on the OECD’s Foreign Direct Investment Restrictiveness (FDIR) index. For services and investment, we consider the value of binding market access commitments. Major modelling challenges include quantifying the impact of the changes in the rules of origin for the automotive and textiles and apparel sectors, incorporating the implications of the USMCA regimes for intellectual property and the digital economy, and taking into account the heightened uncertainty about market access to the United States. An over-arching issue is how to treat the policy signals from the various linkages of the USMCA with other features of US trade policy, including the trade war with China, the restrictions on entry of asylum seekers through Mexico, and the implications for North American integration of the Trump Administration’s identification of national security with domestic re-industrialization.

This column uses data on the foreign market entry decisions of Chinese firms to assess the impact that tariff scares and trade policy uncertainty have on trade flows. The evidence suggests that Trump's threats to raise tariffs can reduce US imports even if the administration doesn't follow through with the threatened tax increases.

Abstract:The purpose of the paper focuses on analyzing the relationship between the fluctuations of exchange rates and auto imports and exports with data from 2006 to 2015. We find that short-term changes of RMB exchange rates do not have an evident association with auto foreign trades. However, in the long term, appreciation of RMB has a negative impact on auto exports and is positive related to auto imports, while the positive relation is not evident. Depreciation of RMB improves auto exports and deteriorates the auto imports although the relation is very weak and limited.

Abstract:The article presents and analyzes the dynamics of foreign trade indicators between the US and China for the period 2000–2021 (exports, imports, the share of China and ASEAN countries in US imports, the share of telecommunications equipment in US imports). It is established that in the USA and China, but especially in the USA, it is politics and not economic interests that dominate the development of bilateral relations. It is noted that ASEAN countries are very sensitive to changes in the trade of the Asia-Pacific region, and Southeast Asia has a long the history of trade «shocks». It is established that the trade war has led to significant losses for both economies, the consequences of the US-China bilateral trade dispute take several forms, trade tensions between the US and China persist, and its impact extends beyond the current period. It has been determined that Vietnam is best positioned to benefit from trade and investment. China's new industrial policy is expected to increase the substitution of domestic for imported inputs in the manufacturing supply chain, a move that will hurt ASEAN parts and component exporters such as Thailand and Malaysia. The China-American trade dispute has completely changed the ecology of international trade. Now the threat of tariffs has become a bargaining tool for business and broader goals. Even if China and the United States finally reach a trade deal, at least some of the additional tariff measures imposed by Washington on imports from the mainland are estimated to remain in place for a long time. In fact, even if the United States agrees to remove the tariffs now, and if there are problems in the future with the implementation of the agreements reached by the two sides, there is no guarantee that the same tactics will not be repeated. Since the Belt and Road Initiative is recognized and implemented in more and more countries, China may already to some extent overestimate the importance of economic and trade relations with the United States. In fact, China has not benefited as much as it seems from its economic and trade relations with the United States: the trade deficit has encouraged the emission of dollars, and the United States has gained a large amount of international seigniorage. As for the US foreign trade policy, it will continue to be aimed at supporting, promoting and protecting national producers in world markets.

Abstract:Since 2018, the trade dispute between the People’s Republic of China and the United States of America has become a hot issue in the global economy. The study found that the US-China trade war led to an overall decline in the number of China’s export products, especially in areas such as steel and electronic products, they have been greatly affected, This is mainly due to the increase in tariffs, the intensification of market uncertainty, the increase in trade barriers, and other factors triggered by the trade war, which makes export enterprises face problems such as reduced orders and increased market risks, leading to the impact on the number of export products. In addition, the structure of China’s export industry also has a certain degree of problems, and certain traditional industries are overly dependent on low-cost competition and are facing greater pressure. At the same time, the Chinese government has taken a series of countermeasures, including tax cuts and fee reductions, expanding domestic demand, expanding market diversification, etc., to mitigate the adverse effects of the trade war, aiming at analyzing that the Chinese government can better strengthen the macro-control, to formulate a more reasonable export strategy and market expansion strategy.

Abstract:To understand Sino-U.S. trade relations, this article interprets the trade imbalance between China and the United States from the Trump administration's perspective. The Trump administration claims that the Chinese government's subsidies and high import tariffs cause the Sino-U.S. trade deficit, resulting in job losses in the U.S. The Trump administration therefore argues that imposing high tariffs on Chinese exports can resolve the deficit. The article finds that U.S. statistical accounting overestimates the deficit. Reducing China's imports cannot increase U.S. employment, and China provides the United States with low-price and high-quality products. Chinese investors tend to invest the surplus by purchasing U.S. Treasury bonds. In addition, the United States limits Chinese investments due to 'national security' concerns. China's upgrading to the high end of the global value chain is a consequence of economic development. Therefore, the two countries should rebalance Sino-U.S. trade by seeking economic and trade cooperation via trade negotiations.

Abstract:The unexpected and unprecedented trade war between the United States and China presents an ideal natural experiment to evaluate the impacts of trade protectionist policies on exporters. This study will explore how multi-product firms adjust their exports in response to the U.S. tariff escalations during the US-China trade war by using firm-level customs trade data of Chinese exporters from January 2018 to June 2019. We find strong evidence of a destruction effect on tariffed products and a chilling effect on non-tariffed products in affected firms, both of which are more pronounced for core products. We also observe an increasing product scope and an increasingly even product-mix distribution for affected exporters.

Abstract:During 2000–2019, the autoparts-automobile global value chain (AAGVC) underwent significant structural changes from a number of perspectives: micro, meso, or inter-firm relations, macroeconomic, and territorial shifts. This document will focus on recent trade debates on the “new triangular relationship” between the US–China and Latin America and the Caribbean (LAC), and Mexico, and specifically on trade in the AAGVC during 2000–2019. In addition to the discussion on global value chains (GVCs) and its implications, the document analyses in detail qualitative and quantitative global changes in the AAGVC and specifically in US imports during 2000–2019, highlighting the performance of Mexico and China in trade, tariffs, and transportation costs. Conclusions include a set of future research topics.

Abstract:This study explores empirically how Chinese multi-product firms adjust their exports in response to the U.S. tariff escalations during the US-China trade war, using firm-product-level customs trade data from China. We find strong evidence for a new phenomenon we call the within-firm cross-product chilling effect, whereby an additional tariff targeting some of the firm's products sold in the destination market is associated with reduced sales of its other untargeted products in that market. The comparison between firm-product-level and product-level analysis suggests that ignoring the within-firm chilling effect would result in a severe underestimation of the tariff effects. Moreover, the chilling effect is more prominent for products that are more important for a firm's overall sales to the U.S. and that are highly reliant on the U.S. market. We also observe a 'complete tariff pass-through' phenomenon at firm-product level, which complements the product-level evidence in previous related studies.

Abstract:On 22 March 2018, US President Donald Trump signed a presidential memorandum on the 301- investigation, which will impose 25% tariff on specific Chinese goods. The trade war between China and the US officially started and during this time, several US measures influence China's vehicle industry and vehicle chip industry. This paper selects the China auto industry indexes, China Auto chip indexes and US dollar exchange rates from 6 months before the trade war to 24 January 2020.This paper uses VAR and ARMA-GARCH models to model and analyses the data, to study how the Chinese vehicle industry and vehicle chip industry have been affected by the US-China trade war, and to predict the future development of the Chinese vehicle industry and vehicle chip industry. This paper also suggests that in the current chip war between China and the United States, China can strengthen its technological development, strengthen trade exchanges with technological powers, and enhance exchanges with the United States to gain benefits.

Abstract:In the 1980s, Mexico switched from a policy of import substitution to export-oriented development. From 1994, it participated in a North–South free trade agreement with the United States and Canada (North American Free Trade Agreement – NAFTA). The agreement strongly reflected the asymmetric power of the three participants, although some Mexico's regions served as production platforms in global value chains. Under NAFTA, Mexico's overall growth was insipid, yet a trade surplus with the United States was the excuse for Donald Trump's government to impose a renegotiation that led in 2020 to a new agreement (US, Mexico, Canada Agreement – USMCA) with terms yet more favourable to the United States. In the light of this experience and the political and economic factors that explain it, this paper studies to the need to get Mexico's trade policies right through permanent consideration to the development needs in the country.

Abstract:Growth in trade has slowed since the global financial crisis in 2008. It seemed to recover in 2017 but declined again after the Trump administration in the U.S. imposed protectionist measures in 2018 which led to conflicts with its major trading partners, including Canada, China, Japan, Mexico, Korea and the EU. Among these partners, the U.S. negotiated amendments to its FTAs with Canada, Mexico and Korea. It is still negotiating with Japan. However, the U.S. government took a different, hard line approach to China in terms of trade based on setting high tariffs on Chinese imports to which China responded by placing high tariffs on U.S. imports. The trade conflict began with criticisms directed at each other, with the U.S. putting its national interest first and China touting a global system of free trade as a key issue. The trade conflict has negatively impacted not only the U.S. and Chinese economies but also the global economy, given that the two economies together as the G2 account for nearly 40% of global output. Therefore, one of the most important challenges for global economic growth is how the conflict might further affect the global economy. This paper analyzes why the trade conflict emerged and how to resolve it. It also focuses on the economic impacts of the trade conflict on the global economy in general, and the Chinese economy in particular. Further, it analyzes how the Chinese government strategically deals with trade negotiations with the United States.

Abstract:In the context of global economic integration, Sino-U.S. trade friction has profoundly impacted the global trade pattern. Based on the communication equipment industry trade data released by UN Comtrade, this paper empirically analyzes the impact of Sino-U.S. trade friction on China's communication equipment industry and its future trends. It was found that Sino-U.S. trade friction has significantly slowed down the growth of China's world exports of communication equipment products, and exports to the United States have shown a downward trend. The Sino-U.S. trade friction has impacted China’s telecommunications equipment industry, yet it has also presented certain opportunities. Based on the analysis, the following recommendations are proposed: China and the United States should actively engage in peaceful negotiations to jointly foster a favorable international trade environment. The telecommunications equipment industry should expedite industrial upgrading and restructuring to achieve autonomy in high-end technologies. China should accelerate the development of a digital economy to enhance its international competitiveness.

Abstract:This paper studies the impacts of the 2018 U.S. tariff surges on export prices and adjustments of sales across different markets of Chinese exporters. The finding that U.S. tariffs did not affect the free-on-board price of Chinese exports is robust to controlling for firm-related fixed effects. While firms' exports to the U.S. dropped significantly, exports to the E.U. increased moderately and domestic sales or exports to other foreign markets were barely affected. Finally, by surveying managers of exporting firms, we shed light on potential impediments to firms' adjustments of export prices and sales.

Abstract:The Sino-U.S. trade war created multiple impacts on different fields for both states. Most people would agree with the statement that people's lives became worse, many firms had to close down, the conflict between states increased, and the trend of globalization was reversed. In this research, the paper mainly discusses the impact of the Sino-US trade war, and it is hypothesized that the trade war has negative consequences on both sides. Specifically, both the manufacturing industry in the U.S. and China decreased in size, and China tried to be more innovative to compensate for it; new policies and tariffs that put on the trade between China and the U.S. decreased the exchange of consuming product; the introduction of foreign investment also declined in the manufacturing industries of both sides. The research could enable people to understand the current economic status clearly and allow related companies and the consumers to make plans for future policy.

Abstract:The paper provides an overview of changes in the US policy stance toward China that have resulted in the currently unstable economic and trade relationship between the two countries. It reviews the trade and economic relationship between China and the US during the first year of the Trump Administration, summarizes the systematic changes in trade and external economic policies adopted by the Trump Administration in general, and particularly toward China, and observes the implementation of a hawkish trade policy that ignited dispute between the US and China. The main factors shaping the current situation are examined, including structural difficulties in the US economy, the characteristics of the Chinese institutional setting and policies that have become increasingly unacceptable to the US, the specific personal beliefs and positions of President Trump and his main aides in the economic and trade team, and short‐term factors in the US internal political arena.

Abstract:Against the backdrop of rapid economic development and globalization, the trade environment for Chinas manufacturing industry to integrate into the global value chain has undergone changes. The trade frictions between China and the United States have escalated from time to time, and how to face the challenges has become a major issue. Based on the background of trade frictions between China and the United States, this article first introduces the current development status of Chinas manufacturing industry, and then conducts an in-depth analysis of the changes in international and domestic market demand for Chinas manufacturing industry. Secondly, it analyzes the part of the Entity List of the China-United States trade war that affects the Chinese market, and analyzes the impact of Sino-US trade friction on the integration of Chinas manufacturing industry and the global value chain. Finally, some suggestions are put forward for the Chinese manufacturing industry to cope with trade frictions between China and the United States, providing strategies for industry protection and the path to achieve the transition of the manufacturing industry in the global value chain.

Abstract:Under conditions of financialization, finance capital develops relatively independently from the real economy of the United States. As a result, the United States has to rely heavily on external markets to buy consumer goods. The huge trade deficit of the United States stems from its own economic structure rather than external reasons. The trade deficit does not mean that the United States is in a disadvantageous position. From the perspective of the goods trade, service trade, and finance capital investment, the United States is in a position of absolute dominance with its service sector and profit from foreign investment. The launching of the USA–China trade war was a manifestation of Trump's protectionism. It has failed. It is hoped that the Biden administration will demonstrate learning from this mistake.

Abstract:Over the past six years, the Sino-US trade war has not only reshaped the relationship between the world's two largest economies but also profoundly influenced the global economic and trade patterns. This paper reviews the background, process, and implications of the Sino-US trade war, examining its impact on China, the United States, and the broader global trade landscape across various socioeconomic dimensions. We begin by reviewing the development of Sino-US trade relations in the past 20 years. Next we detail the background and evolution of the trade war. We then discuss the economic consequences of the conflict, including the effect of tariff increases on product prices, employment, investment, consumption, and welfare. Finally, we explore the reshaping of supply chains in the aftermath of the trade conflict, and the interaction between trade policies and industrial policies within the context of the Sino-US trade war.Existing literature indicates that the Sino-US trade war has resulted in significant welfare losses for both countries, with surprisingly little impact on employment. The tariffs have not achieved the intended outcome set by policymakers. Specifically, the additional tariffs imposed by the United States on China have neither effectively addressed trade imbalances nor brought manufacturing jobs back onshore. Our paper offers a new perspective on the complexity of the current international trade conflict.
