Abstract:The year of 2011 is considered the first year of big data market in China. Compared with the global scale, China's big data growth will be faster than the global average growth rate, and China will usher in the rapid expansion of big data market in the next few years. This paper presents the overall big data development in China in terms of market scale and development stages, enterprise development in the industry chain, the technology standards, and industrial applications. The paper points out the issues and challenges facing big data development in China and proposes to make polices and create support approaches for big data transactions and personal privacy protection.

Abstract:Data is the new oil of the 21st century. The growing trend of trading data for greater welfare has led to the emergence of data markets. A data market is any mechanism whereby the exchange of data products including datasets and data derivatives takes place as a result of data buyers and data sellers being in contact with one another, either directly or through mediating agents. It serves as a coordinating mechanism by which several functions, including the pricing and the distribution of data as the most important ones, interact to make the value of data fully exploited and enhanced. In this article, we present a comprehensive survey of this important and emerging direction from the aspects of data search, data productization, data transaction, data pricing, revenue allocation as well as privacy, security, and trust issues. We also investigate the government policies and industry status of data markets across different countries and different domains. Finally, we identify the unresolved challenges and discuss possible future directions for the development of data markets.

Abstract:Despite great progress in data sharing that has been made in China in recent decades, cultural, policy, and technological challenges have prevented Chinese researchers from maximizing the availability of their data to the global change science community. To achieve full and open exchange and sharing of scientific data, Chinese research funding agencies need to recognize that preservation of, and access to, digital data are central to their mission, and must support these tasks accordingly. The Chinese government also needs to develop better mechanisms, incentives, and rewards, while scientists need to change their behavior and culture to recognize the need to maximize the usefulness of their data to society as well as to other researchers. The Chinese research community and individual researchers should think globally and act personally to promote a paradigm of open, free, and timely data sharing, and to increase the effectiveness of knowledge development.

Abstract:Data has been increasingly recognized as a critical factor in the future economy. However, constructing an efficient data trading market faces challenges such as privacy breaches, data monopolies, and misuse. Despite numerous studies proposing algorithms to protect privacy and methods for pricing data, a comprehensive understanding of these issues and systemic solutions remain elusive. This paper provides an extensive review and evaluation of data trading research, aiming to identify existing problems, research gaps, and propose potential solutions. We categorize the challenges into three main areas: Compliance Challenges, Collateral Consequences, and Costly Transactions (the "3C problems"), all stemming from ambiguity in data rights. Through a quantitative analysis of the literature, we observe a paradigm shift from isolated solutions to integrated approaches. Addressing the unresolved issue of right ambiguity, we introduce the novel concept of "data usufruct," which allows individuals to use and benefit from data they do not own. This concept helps reframe data as a more conventional factor of production and aligns it with established economic theories, paving the way for a comprehensive framework of research theories, technical tools, and platforms. We hope this survey provides valuable insights and guidance for researchers, practitioners, and policymakers, thereby contributing to digital economy advancements.

Abstract:Big data has been advocated as a dominant driving force to unleash the great waves of the next-generation industrial revolution. While the ever-increasing proliferation of heterogeneous data contributes to a more sustainable energy system, considerable challenges remain for breaking down the barrier of data sharing across monopolistic sectors and fully exploiting data asset value in a trustworthy environment. Here, we focus on a global aspiration and interest regarding the challenges, techniques, and prospects of data sharing in energy systems. In this paper, a conceptual framework for data sharing is designed, in which we introduce the commodity attribute of data assets and explain the bottlenecks of data trading. Two critical issues, i.e., right confirmation and privacy protection, are then systematically reviewed, which provide a fundamental guarantee for credible data openness. A detailed data market is conceived by elaborating on market bids, data asset valuation and pricing strategy, and game-based clearing. Finally, we conduct a discussion about some low-hanging fruit of data sharing in energy systems.

The study of data trading platform models and characteristics presented reference starting points for the government in the policy formulation of data trading platform cultivation and development. Also, it put forward positive suggestions for cultivating the data trading platform market.

Abstract:Since the beginning of reform and opening up, China's rapid economic development has been at the cost of high energy consumption, high emissions and high pollution. To meet the people's needs for a better life, green development is an inevitable choice for China. However, how to realize the green development has become the primary breakthrough issue. The advent of the big data era pointed out the direction for green development. The article starts with the concept and characteristics of green development and big data, combining with the current situation of China's development in recent years, analyzes the feasibility of green development in China from the economic, environment-friendly viewpoints. On this basis, we take the impact of big data platforms such as Truck Alliance and Didi Chuxing on green development as examples, to test the theory of proposition from the empirical level examination, then to discover the role in the green development. The research results show that the green development is the interaction between the economy, society, and environment. China needs to do somethings, including transformation and upgrading of traditional industries, optimizing demand structure, increasing efficiency and so on, to achieve green development. And the big data plays an important role in resources integration, scientific decision-making, and environmental monitoring to provides important means and guarantee for the green production, green living, and beautiful environment.

Abstract:Big data is considered to be the key to unlocking the next great waves of growth in productivity. The amount of collected data in our world has been exploding due to a number of new applications and technologies that permeate our daily lives, including mobile and social networking applications, and Internet of Thing-based smart-world systems (smart grid, smart transportation, smart cities, and so on). With the exponential growth of data, how to efficiently utilize the data becomes a critical issue. This calls for the development of a big data market that enables efficient data trading. Via pushing data as a kind of commodity into a digital market, the data owners and consumers are able to connect with each other, sharing and further increasing the utility of data. Nonetheless, to enable such an effective market for data trading, several challenges need to be addressed, such as determining proper pricing for the data to be sold or purchased, designing a trading platform and schemes to enable the maximization of social welfare of trading participants with efficiency and privacy preservation, and protecting the traded data from being resold to maintain the value of the data. In this paper, we conduct a comprehensive survey on the lifecycle of data and data trading. To be specific, we first study a variety of data pricing models, categorize them into different groups, and conduct a comprehensive comparison of the pros and cons of these models. Then, we focus on the design of data trading platforms and schemes, supporting efficient, secure, and privacy-preserving data trading. Finally, we review digital copyright protection mechanisms, including digital copyright identifier, digital rights management, digital encryption, watermarking, and others, and outline challenges in data protection in the data trading lifecycle.

Can Data Elements Promote the High-Quality Development of China’s Economy?

Abstract:In recent years, the digital economy, with data as the key production factor, has developed rapidly and become the driving force of China’s high-quality economic development. The relationship between data factors and high-quality economic development has gradually become a key topic of academic research. Based on the panel data of 30 provincial-level regions in China from 2014–2021, this study first constructs the proposed data factors and economic high-quality development evaluation indexes, respectively, by using the entropy weight method, and empirically analyzes whether data factors can promote economic high-quality development by using regression models. The results demonstrate the following: (1) Data elements play an important driving role in high-quality economic growth, and they have become an important engine for sustainable economic growth. (2) The development level of data elements has a stable growth rate and obvious regional differences, showing a pattern of “strong in the east and weak in the west, strong in the south and weak in the north”. (3) The degree of influence of data elements on different dimensions of high-quality economic development is inconsistent, with a greater influence on coordinated development, green development, and innovation development, while the effect on open development is not obvious. The above findings provide a reference and scientific basis for countries to formulate relevant policies to fully release the vitality of data elements and promote high-quality economic development.

Data is a core element in conducting financial business and plays a fundamental role in the fields of marketing and risk control. Data factors have become the most important production factors for financial technology innovation activities, and the application of financial data factors has become the basis for the development of financial technology. This article elaborates on the current development status of China's financial industry data factor market, the significance and necessity of building a financial industry data factor market, and deeply discusses the current low-quality supply of China's financial industry data factor market, weak data security governance, insufficient sharing and circulation mechanisms, Challenges such as difficulty in releasing value from applications. Corresponding countermeasures are proposed from aspects such as strengthening the supply of high-quality data factors, creating a market environment that facilitates the circulation of data factors, promoting the expansion and opening of the public market for data factors, and building a security governance system for the data factor market.

Abstract:<p>China wants to embrace blockchain, the technology has triggered a new round of technological innovation and industrial change and has huge potential to enhance sustainable development capabilities in many areas. The purpose of this paper is to explore the global status of China's blockchain research. This study applies bibliometric analysis to perform statistical and correlation analysis on the blockchain literature from 2013 to 2019 included in the Web of Science (WOS) database and draws the social network with visual analysis technology. The statistical results show that China is the country that publishes the most blockchain papers in the world, leading the global blockchain research. Research institutions and authors from China also dominate global blockchain research. Further, this paper investigates the development process of China's blockchain research and determines the development stage through a comparative analysis with the United States. More specifically, the paper comprehensively analyzes the current status of China's blockchain research from three perspectives: the subject area, high-yield institutions and high-yield authors. The results indicate that China's blockchain research is experiencing rapid growth, and the research scope is constantly expanding, with the research focus gradually shifting to applied research. Finally, this paper summarizes the challenges faced by China's blockchain research and puts forward corresponding policy recommendations for reference by policy makers.</p>

Data-trading Coordination with Government Subsidy

Abstract:Data trading has become increasingly attractive and crucial in the era of the digital economy. Previous studies present insightful but only partial analysis on data-trading coordination which is of great societal value. One particular case in point is government subsidy that has been a common practice in real-life data trading markets among different countries. We propose a differential game with government subsidies that consists of three agents, a data-providing enterprise, a data trading platform, and the government. We analyze and compare the social welfares for both the centralized and decentralized systems, and present a cost-sharing contract and a revenue sharing contract to maximize the system social welfare, in which the quality and the advertising effort are important factors on data products goodwill. Our results reveal that centralization enhances the efficiency of the data trading system, and the government achieves a higher social welfare level with a lower cost subsidy coefficient. Numerical analyses are also carried to provide further managerial insights by comparative statics analysis on system parameters.

Abstract:China's economy began as one of high-speed development and has since advanced into a period of high-quality enhancement as driven by the services trade. Data elements are important for promoting services trade. In this paper, we present a literature review of the digital services trade and its development, as well as the main mechanisms of the data factors influencing the services trade. Second, by adopting methods for the combination of qualitative research with quantitative research, we summarize the main advantages of China's high-quality services trade and identify the key data elements involved. We find data elements play a key role in China's services trade development. Third, we analyze the main path of data affecting services trade development at the micro level. We then examine the specific case of the Meorient digital innovation service through a case analysis method. From this analysis, we conclude that digital internal and external dual wheels drive enterprise development and that the digital platform unlocks a new business model for the exhibition of science and technology investment to build a digital ecological symbiotic group. These findings provide a reference for the digital transformation of other service trade enterprises. Finally, we propose a means by which to strengthen digital infrastructure by consolidating the industrial foundation of the services trade and by improving the tradability of service products, domestic digital supervision, and the governance system.

Abstract:Developing the markets of data as a factor of production is the key in the efficient allocation of data factor.However, the early practices of data markets in China have revealed a series of problems, which urgently calls for a systematic review and analysis on the data market theoretical mechanisms.The circulation process of data products was analyzed from different perspectives, such as transaction cost theory, electronic market framework, and electronic trading mode.And it was further proposed that the effects of the data computability were two-fold.On the one hand, the computability enabled data to be analyzed so as to fit in the specific demand in certain industries.On the other hand, the computability was also likely to remove the data transaction process from the market, also known as platform disintermediation.Based on the classical theoretical framework of electronic market, the offerings of data products were divided into four quadrants and analysis was conducted correspondingly.Finally, suggestions for data product suppliers and data transaction platform providers were put forward.

Abstract:Cross-border data flow legislation is currently absent in several countries, and data ownership remains an issue. Data sovereignty is necessary for cross-border data movement. To preserve national interests in the growing data field, western countries violate the idea of sovereignty and attempt to construct a cross-border data circulation system within the framework of the western discourse system. Developing countries aim to localize data to protect their own data stockpiles and increments to safeguard national security. As a responsible country, China supports the formation of a cross-border data flow rule framework that aligns with development and security, protects data sovereignty, and promotes data integrity.

Abstract:From 2019, countries worldwide have been negatively affected by the corona virus disease 2019 (COVID-19) in all aspects of social life. The high-tech digital industry represented by emerging digital technologies is still vigorous, and correspondingly, the digital economy has become an important force to promote the stable recovery and re-prosperity of the national economy. The digital economy plays a memorable role in preventing and controlling COVID-19, the resumption of work and production, and the creation of new business formats and models. Urban big data (UBD) involves a wide range of dynamic and static data with high dimensions, but there are no mature and clear data classification and grading standards. Currently, it is urgent to strengthen the security protection of high-value datasets. Therefore, a UBD classification and grading method is proposed based on the lightweight (LWT) deep learning (DL) clustering algorithm. It uses a semi-intelligent path based on partial artificial to form data classification (DC) and hierarchical thesaurus, corpus, rule base, and model base. Subsequently, a big data analysis system is built for unstructured and structured data association analysis based on deep learning, spatiotemporal correlation, and big data technology to improve data value and adapt to multiscenario applications. Meanwhile, with the help of data and graphics processing tool Tableau, the present work analyzes the development status and existing problems of digital resources in China. The results show that although China's digital infrastructure is the top in the world, the trading infrastructure is still only 41.65 percentage points. This shows that China's digital economy still has a lot of room for growth in distribution and trading. The analysis of the ownership of data resources indicates that the scores of China's digital economy in accounting, privacy, and security are very low, only 2.4 points, 5.1 points, and 11 points, respectively. This study has solved the problems of distribution and trade in China's digital economy through research and put forward corresponding suggestions for the current development of China's digital economy market. Hence, a preliminary summary and suggestions are made on the development of China's data resources, to promote the open sharing of data, strengthen the management of data quality, activate the data resource market, strengthen data security, and enhance the vitality of the market economy.
