China Seeks Oil Security Through Fleet Expansion

Abstract:China will be building an additional of 70 very large crude carrier (VLCC) tankers as it sees energy security a major player in the country's future. Chinese authorities are ensuring adequate supplies remain, and that fleet expansion will bring most of the additional oil imports. There will be a need for at least 90M tons/year of shipping capacity for even half its imported oil to be transported by its own fleets. Nevertheless, pipelines are under construction to bring oil imports from Russia, Kazakhstan and other neighboring countries. However, most of the oil imports will still have to travel by water. As such, the government is encouraging the sue of domestic shippers. Another strategy involves massive loans to shipyard building supertankers and stimulating long-term transportation contracts between domestic shipping companies and domestic oil companies.
