Abstract:Interregional input-output analysis may depict accurately interregional economic linkage and driving forces of regional development. This paper focuses upon the driving forces of regional industrial development since the 1990s based on analysis of China interregional input-output model. The results show that most of the industries in the coastal areas depend upon external market. The industries with degree of dependence on induced output of external demand exceed 50%, accounting for more than 60% of the total in the coastal areas. On the contrary, in inland areas, most of the industries depend upon the internal market as driving forces of industrial development. The differences in driving forces of industrial development lead to differentiation in potential of industrial development and spatial concentration of industries, and thus many industries gather into the coastal areas. This indicates that development of western areas, revival of northeast industrial bases and growing-up of the midland face many challenges in fostering industrial competitiveness. Hence, the policy of regional development must pay more attention to upgrading of industrial competitiveness in these areas. In view of the external trade, the degree of industrial internationalization in the coastal areas has reached a rather high level. Therefore, the fluctuation of international market will directly influence industrial development, or bring more opportunities to the industrial development in the coastal areas.

Abstract:This paper briefly analyzes the characteristics and evolution of the Science and Technology Parks in developed countries and in China, irrespectively. Compared with the former, China's state-level Science and Technology Parks have more complex context and more problems in development process. China's high-tech industry has grown quantitatively in various aspects. However, the industry as a whole is still at the low-end of the global value chain. With an innovation cluster perspective, the paper proposes the ideal development path of the Science and Technology Parks of China. The implication of innovation cluster, the importance of institution for collaboration and the influence of global driven force are explained. © 2010 Peking University.

Abstract:Since the eleventh five-year plan for National Economic and Social Development, China's high-tech industry has witnessed a sound momentum of growth. However, lack of innovation, improper industry scale and imbalanced distribution issues lag behind sustainable development of high-tech industrial cluster performance in China. In this paper, LQ (location quotient) is used to explain high-tech industrial cluster development of provinces in China. Three-hierarchy analysis is thus proposed to discuss development process performance. Then, specific influencing factors are put forward on the basis of general industrial clustering mechanism, along with the combination of Industrial Competitiveness Theory. Therefore, we build logarithmic model based on transformation of Cobb-Douglas production function, with LQ as explained variable, market demand, R&D capital investment, innovation mechanism, international development, and knowledge spillover and government policy as explanatory variables. Finally, some suggestions are offered respectively to boost our national high-tech industrial cluster.

Abstract:The report of the 20th National Congress of the Communist Party of China clearly points out that we must accelerate the implementation of the innovation-driven development strategy, and technological innovation has become a sustainable internal driving force to maintain China's economic development. Industrial agglomeration is the inevitable outcome of China's rapid economic development, which is not only a necessary process of rapid economic development, but also an inevitable result of China's economic development and adjustment. Raising the level of high-tech industrial agglomeration is conducive to the development of high-quality economy in China. This paper selects provincial panel data from 2003 to 2016 to study the relationship between technological innovation level and high-tech industry agglomeration. The results show that: (1) Technological innovation can promote the agglomeration of high-tech industries. (2) There is significant regional heterogeneity in the promoting effect of technological innovation on high-tech industrial agglomeration, and the promoting effect of technological innovation on high-tech industrial agglomeration in eastern China is greater than that in central and western China. And put forward relevant policy suggestions.

Abstract:To realize self-reliant innovation, competencies and dynamic capabilities must be built at the firm level. The experiences of leading companies show the importance of the combination and organization of present and future sets of technological competencies. As a developing country, the process of competencies accumulation in China is different from those countries that are scientifically and technologically more advanced. The elements of competencies in Chinese firms should be drawn by the practical situation. Thus in this paper, the authors provide a new framework for competencies accumulation for Chinese firms, then, based on the case studies on technology-based firms to verify their findings, several policy suggestions are also provided to those technology-based firms

Abstract:This paper examined the relationships among firms in a rapidly growing specialized industrial cluster—the Chery automotive cluster located in the Wuhu Economic and Technology Development in eastern China. After demonstrating how the Chery automotive cluster contributed to sustainable regional economic development, it focused on defining the roles that major firms play in the localized production network. Based on three attributes of the firm (network linkages, network position, and network power), the study identified a typology of firms’ role, including the dominant core, lead firms, gatekeepers, intermediaries, club of foreigners, peripherals, and loners. By revealing the heterogeneity of the firms and discussing the differing roles they play in the network, the paper made some policy recommendations to promote the sustainable development of the cluster, including providing policy supports to core firms, encouraging inter-firm networking and interaction, and diversifying the cohort of gatekeepers.

Abstract:Beijing has become one of the most important hi-tech industrial agglomeration areas of China now. Beijing's hi-tech industrial agglomeration has its particular developing process and characteristics. Based on the European and American industrial agglomeration theories, using statistics data, and through questionnaire investigation and enterprise interview, this paper summarizes the process and characteristics of Beijing's hi-tech industrial agglomeration, and also analyzes its industrial types, spatial evolvement process, driving power, driving factors of the cluster, supporting system, developing performance and other important influencing factors. Besides, based on the Diamond Theory of Michael Porter, the paper summarizes the factors influencing Beijing's hi-tech industrial agglomeration and analyses the interaction among them. The particular historic background and original status decides the formation of Beijing's hi-tech industrial agglomeration in some way. While, during the development of Beijing's hi-tech industrial agglomeration, policies and foreign investment play key roles. Policies helping build cooperative network among the government, enterprises and research institutes and regional innovation environment accelerate the development of Beijing's hi-tech industrial agglomeration greatly. And MNCs have also been the most important driving power of Beijing's hi-tech industrial agglomeration these years. Finally, the paper puts forward that the formation of Beijing's hi-tech industrial agglomeration must be analyzed with a comprehensive view, and we should analyze the composition and specific functions of the influencing factors combined with Beijing's peculiarities.

Based on the analysis of construction character of these sectors, this paper summarizes the four types of development models with the case study of high-tech sectors:chain, correlation, cluster, fusion. Then we discuss these different models from the perspective of sector innovation and hope to give some good suggestions for the development of leading high-tech sectors.

Firstly, the paper defines the concept of industrial clusters and explains two roads of clusters'development-innovation-based and low-cost-based roads.In the second section,clusters are viewed from several perspectives-globalization,industrial organization,technology innovation,regional development,etc..The third section analyzes the key role of Chinese local clusters in competing in world market through innovation and learning and finding the way into the production systems of global value chains.Finally,regarding to the new path of industrialization of China, several policies suggestions of developing industrial clusters are proposed.

Abstract:The past decade has witnessed a continuous development of the high - tech industries in China,some certain industrial cluster has formed as well,its influence on the performance of technological innovation,however,has yet been further explored.Based on the theory of industrial agglomeration,using provincial panel data from 1998 -2007,this paper conducted a theoretical exploration and an empirical analysis on the factors affecting the performance of China's high - tech industry innovation.The results showed that:industrial agglomeration has a positive effect on innovation performance, and the concentration degree has a positive mediate effect on the positive relationship between innovation input and innovation performance;factors of the internal structure of industrial clusters,including social trust and embedding degree of the global industrial chain have a positive mediate effect on the positive relationship between concentration degree and innovation performance;the external environmental factors of the industrial clusters,such as industrial diversification and the marketization degree of the regional markets also have a positive mediate effect on the positive relationship between agglomeration degree and innovation performance.Based on the above conclusions,some insights and recommendations concerning how to deal with the relationship between government and market in industrial clusters nurturing and how to enhance regional industry cluster innovation performance are given.

Abstract:The index of HHI of regional industrial clusters in China from 2001 to 2007 shows that the agglomeration in manufacture industries in those developed provinces has reached a high level and the further concentration has appeared to slow down in recent years;on the other hand,the less developed provinces have been presenting a more apparent trend of industrial clustering,which is driven by the increasing capacity of carrying on industry transfer.Moreover,it is also shows that the regional manufacturing agglomeration has played a significant role in promoting the regional economic growth.Apart from that,the other factors that contribute to regional economic growth include: the investment in physical capital and human capital;the improvement of the infrastructure in telecommunications;and the rising proportion of Non-state-owned economy,etc.,which suggests that the main mechanism driving the regional economic growth in China is consistent with that captured in the Neo-classical growth theory as well as the New Growth Theory.
New Insights to China's Export-Oriented Clusters

Abstract:In the last two decades,regional development theories based on the Western experience,highly addressed the innovation function of industrial clusters,with Chinese scholars following.However,because it not yet fit the nation's characteristics,it could not provide proper theoretical background for Chinese policy makers.The paper claims that Chinese clusters formed in global-local tension.Paying more attention to concentrated dispersion caused by offshore outsourcing could provide some insights for cluster formation of China.The clusters of China functioned very well for multinational buyers and contract manufactures,but their roles for build competitive advantage of the country and their regions were limited.Therefore,the key task facing China should be to foster innovative clusters instead of building more "low road" ones.From these points of view,Chinese scholars should study industrial linkage continually,analyze the actual evolutions and function in the national institution setting,so that policy-makers could learn the circumstances in which local upgrading strategies could be expected to succeed.

Abstract:A lot of studies have proved that the technology learning plays a key role in the development of industrial clusters. This paper found that external technology learning was the main part of technology learning based on the data of Dongguan and Taizhou clusters. This paper also analyzed the members, channels and outcomes of the external technology learning. At last, this paper analyzed the impediments of the external technology learning and gave some policy advice.

Abstract:Based on the increasing-return theory,this paper explores the internal mechanism and preconditions for the evolution from industrial agglomeration to industrial cluster from the perspective of speed economy and bounded managerial capabilities of firms.It points out a balance between the increasing return and decreasing return effects of investment in knowledge assets of the leading and complementary firms of clusters.Firms are in pursuit of the increasing return but on the other hand are restrained by the limited managerial capabilities,which has an impact on the speed economy of relevant clustering firms and their directionality of development.Meanwhile,the collective learning and the coordinative governance over relevant firms are fundamental to underpinning the clusters' sustainable speed economy.On the basis of an empirical study of some classical industrial clusters in China,this paper takes the role of government in the development of industrial clusters into the centre of concerns and presents some advice for policy making.

Abstract:With the advent of the digital age and the development of artificial intelligence, digital economy has become the main economic form of today's society. In this context, the conditions for the development of digital industrial clusters have been formed, and industrial clusters have become an important support for the high-quality development of national and regional economies and an important factor affecting the international competitiveness of industries. The digital industrial cluster in Wenzhou area is also developing rapidly in recent years. Based on the analysis of the digital industrial cluster in Wenzhou area, this paper puts forward five key mechanisms for the development of the digital industrial cluster in Wenzhou, namely, the market mechanism and enterprise autonomy, the innovation-driven mechanism. Policy guidance and support, network and synergistic effect and talent attraction and training. The specific strategies to promote the development of Wenzhou digital industry cluster include strengthening infrastructure construction, optimizing innovation ecology, introducing and cultivating high-end talents, etc., hoping to provide reference for relevant workers.

Abstract:External technology sourcing and industrial agglomerations are important development factors and location characteristics of high-tech industries in the context of open innovation. Based on interprovincial panel data on China's high-tech industries from 2009 to 2014, this paper explores the effects of external technology sourcing and industrial agglomeration on innovation performance from the perspective of development trends and regional heterogeneity. The results show significant spatial heterogeneities in the external technology sourcing and industrial agglomeration of high-tech industries. Both external technology sourcing and industrial agglomeration have significant and positive influences on innovation performance. However, the synergistic effect of external technology sourcing and industrial agglomeration on innovation performance is significantly negative, and the positive synergistic effect is not fully reflected. This paper concludes with a discussion of the implications of these insights for innovation management and policy.
