The 'springboard' Strategy of Chinese Cluster's Leaping Upgrading

Abstract:Currently,one of the core issues of theory and practice of Chinese regional economy is how to realize industrial clusters’ upgrading.In this regard,there is no definite conclusion wihtin theory circle.This paper distinguishes two upgrading models which can be called ‘gradual’ and ‘leaping’ pattern.Based on the comparison of both performance and efficiency,it suggests that China should take the ‘leaping’ pattern.To realize this kind of upgrading model,we can select and implement the ‘springboard’ strategy.That is,relying on the ‘action springboard’ of leading enterprise’s strategic entrepreneurship to build ‘structural springboard’ of transnational hybrid network.Based on this two springboard,clusters can embed directly into global value chain from high-end.By this way,clusters’ enterprises can break away knowledge blockade and isolation from developed countries’ enterprises,and also solve the malignant competition in our clusters,which will ultimately speed up the process of industrial clusters’ upgrading.At the end,the author put forward some suggestions for local government to promote industrial clusters’ upgrading.
