On Independent Innovation Policy's Evolution, Effects and Optimization in China

Abstract:Since the reform and opening up,China has developed and implemented a series of incentive policies for independent innovation.The evolution of these policies reflected the reform process of China's construction of innovative country.It started from the reform of the system for science and technology,the building of research and development investment,and the transformation of scientific achievements,to the building of a national innovation system.The implement of China's independent innovation policy produces an extensive policy effect,especially for the innovation-input,innovation-output,the development of high technology industry and the improvement of regional innovation ability.Therefore,in order to optimize the independent innovation policy system comprehensively,the construction of effective national innovation system and innovative country will certainly act from four courses: policy formulation,policy implementation,policy evaluation and policy summary,and will make a comprehensive optimization of independent innovation policy system.The innovation-friendly and global-open innovation policy framework can be built then.
