Abstract:This article examines cross national evidence of economic growth and poverty alleviation policy,highlights the diversity of the two dimensions regional differences and national experience to the development of common development.The definition of Propoverty growth suggests that there may be a trade-off between economic growth and poverty reduction strategy.Cross country evidence shows that the huge difference between the average income growth rate and the income growth rate of low income people,makes the policy of poverty alleviation based on profitable growth controversial.Continued rapid growth is clearly beneficial to the poor,but if the rapid overall economic growth is accompanied by a slow deterioration in the income distribution,which is more than the impact on the welfare of the poor than economic growth.If a country is in a low growth environment,the economic growth will be difficult to obtain the support of the poor population.A mix of strategies for economic growth and the benefits of economic growth are proven to be the most successful in achieving sustainable poverty reduction.Research shows that based on China's long term economic growth,income improvement and substantial reduction of the poor population in minority areas have made remarkable achievements,provide practical support for poverty alleviation and advocate support intervention to promote economic growth.However,general economic growth is conducive to the poor,but not in the same degree occurred in the minority areas.Obviously,a public policy focus on economic growth is necessary,but also must pay attention to whether the benefits of economic growth will be reflected in the income of the poor population and the well-being which could not be easily given up by a poor population.For policy development in ethnic minority areas the most effective one is to advocate the common development and use public policy to create a strategy for growth,which is also conducive to the participation of the poor population,so as to ensure that they become participants and beneficiaries of the positive growth.Revenue management of natural resources,the development of the original ecological agricultural products and the construction of the regional economic zone are classified as the three most promising areas to promote the implementation of this growth strategy.
