Why is Public Goods Underprovided in Rural China?

Abstract:It is an undeniable fact that public goods are under-provided in rural China.This paper studies the cause of the under-provision of public goods in rural China by comparing the provision mechanism of dominative local government with the demand mechanism of sectors on public goods.The results show that,urban-biased distribution on public goods is endogenized from the tradeoff of local officials between pursuing for political promotion and maintaining for social stability;while the sectorial demand for public goods is determined by each sector's profit maximization in the dual economy.Thus,the mismatch and the under-provision of rural public goods result from the conflict between the political mechanism of public goods supply and the economic efficient rule of public goods demand.
