Abstract:This paper makes a detailed exploration and examination of the observations and thoughts about the Western education which the diplomats in the late Qing Dynasty wrote down on their first trip abroad. Chronologically, the paper begins from the late 1860s when the Qing government dispatched diplomats to Europe and America for investigation and special mission. The first such trip can be traced back to 1866, in which Sir Robert Hart (1835—1911), the Inspector General of the Chinese Imperial Maritime Customs from 1863 to 1908, led a delegation on an investigation tour with Bin Chun and his son. At the end of the Qing Dynasty, a large number of diplomats went abroad in succession, the most representative among whom being Guo Song-tao, the first envoy to the UK and Xue Fu-cheng, a great political reformer after the Westernization Movement. Being participants in and supporters of the modernization movement in the late Qing Dynasty, however, they were really shocked and impressed and influenced by Western values, thoughts and culture, despite their discrepancies in terms of political inclination, experience and background, and world outlook and personal purpose. Not only did they observe Western material civilization and strong weapons, and political systems and social etiquette behind them, but understood the new Western education being the principle of strong and prosperous Western countries. Moreover, they kept a record of the western education in different areas and aspects, while expressing their own views and opinions, which offered valuable ideological resources and practical models for Chinese modern education that must catch up with that of Western countries. The review and assessment of this particular part of history provide useful references and guidance for the educational reform in China.
