Abstract:To establish the power structure and operation mechanism,in which decision-making,enforcement and oversight powers restrict and coordinate one another,the internal logic of the separation of decision-making,enforcement and oversight should be recognized.This article considered that the division of decision-making,enforcement and oversight activities was the logical outset,the set of decision-making,enforcement and oversight functions was the key link,the split of decision-making,enforcement and oversight responsibilities was the core element,and the separation of decision-making,enforcement and oversight powers was the logical result.In short,the internal logic of the separation of decision-making,enforcement and oversight is that:the division of three activities→the set of three functions→the split of three responsibilities→the separation of three powers.This logic reveals that the separation of decision-making,enforcement and oversight is a method which has universal significance to analyze the power structure and operation mechanism.
