Abstract:This paper establishes mixed duopoly game-theoretical models to investigate the economic impacts exerted by privatization in the presence of the environmental pollution. When the residents' environmental preference is introduced to the public firm's objective function, we mainly find that privatization may increase the public firm's output, decrease the private firms' outputs, and exert no impacts on social welfare. These findings run contrast to the common findings of the studies on privatization. Moreover, Cournot competition and Stackelberg competition are separately analyzed to show that our findings are robust and irrelevant with the firms' moves. This paper highlights the role the environmental pollution and residents' environmental preference play in determining the economic impacts exerted by privatization.
Vehicles Assignment with Over-Emission Intensity Considerations: A Perspective on Integrating the Market Mechanism with Government Control.

Abstract:In this paper, we consider the effect of carbon emission regulations on the vehicles assignment optimization problem. We propose a mathematical model, in which the choice of vehicles (between the traditional and new environmental-friendly ones) and the proper assignments to customers are the decision variables. We introduce a new measure, called the over-emission intensity (OEI) factor, with which the government can control the amount of carbon emission of companies. Based on this proposal, we establish a new mechanism, known as the cap-and-trade program with OEI, and incorporate it into the optimization model. This novel model is then validated and used to study the impacts of OEI, carbon emission quota, emission price, and budget, on the operational performance and optimal decision of the company. We demonstrate the usefulness of the model by illustrating the effect of market regulation and government's macrocontrol on the reduction of carbon emission. We also show how the OEI affects the company's total cost, total amount of carbon emission, and the optimal vehicles assignment scheme. Finally, we argue that integrating the government macrocontrol scheme with the market mechanism is an effective measure.
Effects of carbon tax on environment under duopoly

Abstract:Environment protection and green development is of great importance. Therefore, this paper attempts to propose an environmentally friendly and sustainable development model that depends on environmental economics and game theory. This paper employs an analytical approach to show that the effects of carbon tax on environment regulation in case of the duopoly market structure. Some interesting conclusions are obtained. Firstly, factors affecting carbon tax, such as the importance of environment to the government, are captured. Secondly, this paper shows that low efficiency firm has more stimulation to reduce product substitutability and more motivation to practice product efficiency improving innovations. Thirdly, optimal carbon tax is compared between tax on energy input and unit carbon tax. The results show that unit tax is lower than energy input tax under optimal condition. More importantly, the numeric results of the paper clearly demonstrate that those countries committed to environment prefer input tax since it is more efficient in reducing energy consumption, while a profit maximization approach leads to the unit carbon tax. The findings of this paper can be helpful to those who are responsible for the environment and sustainable progress.

Abstract:Regulation model selection is the core issue of electric market-oriented reform. Based on evaluating two typical regulation models (ROR and RPI-X), the paper proposed the PCM regulation for China electricity market. Using the PCM regulation, the paper emphasizes research on the quantitative relation between price level and uplift, and forecasts the uplift with Static Statistic Method and Random Production Simulation. Under the PCM regulation, a comprehensive regulation to power plant life cycle can be realized. As an innovative regulation model, the PCM is expected to provide a package solution to China electricity market. =Regulating average price is a key component of electricity market regulation. The paper "Transition from Price Capping to Profit Capping Based on Profit Space in Electricity Market" (shortened as "profit capping paper" in the following) proposes a new price ceiling model, and discusses its idea, structure, characteristic and feasibility. This paper writes on the topic of price level regulation, and pays more attention to regulation model design, investment regulation, price level control, uplift space evaluation, incentive comparative, etc. In short, this paper attempts to give an effective solution to regulate the electricity market in China. © 2008 DRPT.

Abstract:Abstract This paper studied a tripartite evolutionary game of stakeholders in environmental pollution control. Most previous studies on this issue are limited to a focus on system dynamics with two-party game problems and lack a spatial analysis of strategy evolution. The parameters adopted are too few, and the influencing factors considered are too simple. The purpose of the paper is to introduce more parameters to study, which will have an important impact on the strategy choices of participants and the evolution path of the strategy over time. We construct a tripartite evolutionary game model of sewage enterprises, governments and the public. We establish a payment matrix and replicator equations as our method, and we also implement parameter simulations in MATLAB. In summary, we found that the reward and punishment mechanism plays an important role in environmental pollution control. Specifically: intensifying rewards and penalties will help encourage sewage enterprises to meet the discharge standard and the public to participate in pollution control action. However, increased rewards will reduce government's willingness to adopt incentive strategies; Government's reward for public's participation in the action must be greater than the increased cost of participation; Reducing the cost of sewage enterprise can also encourage them to implement standard emissions. The research presented in this paper further improves standard emissions and designs reasonable reward and punishment mechanism.

Abstract:We discuss the government's reward and penalty mechanism in the presence of asymmetric information and carbon emission constraint when downstream retailers compete in a reverse supply chain network. Considering five game models which are different in terms of the coordination structure of the reverse supply chain network and power structure of the reward-penalty mechanism: (1) the reverse supply chain network centralized decision-making model; (2) the reverse supply chain network centralized decision-making model with carbon emission constraint; (3) the retailers' competition reverse supply chain network decentralized decision-making model; (4) the retailers' competition reverse supply chain network decentralized decision-making model with carbon emission constraint; (5) the retailers' competition reverse supply chain network decentralized decision-making model with carbon emission constraint and the government's reward-penalty mechanism. Building the participation-incentive contract under each model use the principal-agent theory, and solving the model use the Lagrange multiplier method. We can get the following conclusion: 1) when the government implements the reward-penalty mechanism for carbon emission and recycling simultaneously, the recycling rate as well as the buy-back price offered by the manufacturer are higher than those when the government conducts reward-penalty mechanism exclusively for carbon emission; 2) when the government implements carbon emission constraint, both retailers' selling prices of the new product are higher than those when no carbon emission constraint is forced; 3) there is no certain relationship between the two retailers' selling prices of the new product when the government implements the reward-penalty mechanism only for carbon emission and when it implements the mechanism for carbon emission as well as recycling.

Abstract:With the emergence of a large number of waste electronic products and the enhancement of social awareness of environmental protection, the recycling of waste electronic products has become one of the pressing issues of social concern. Government environmental regulation is an important policy to promote the development of the remanufacturing industry. In this paper, we study the government levies recycling and disposal fees on original products for environmental governance and establish two game models based on the perspective of maximizing social welfare with no government regulation and a tripartite liability system. The optimal decisions on wholesale, retail prices and quantity of original and remanufactured products, as well as the recycling and disposal fee are analyzed under both models. Based on the numerical results, the impact of the main parameter (such as the responsibility sharing ratio) on the decisions and profits of the parties is discussed. The results show that (1) the wholesale and retail prices of remanufactured products are not affected by government regulation; (2) the tripartite liability system can increase the output of remanufactured products and reduce the output of original products while cutting the profits of remanufacturing supply chain members, and increasing social welfare; (3) government's optimal recycling and disposal fee is not related to the sharing ratio. The study can provide practitioners with suggestions for ways to develop environmental regulation.

Abstract:In compliance with environmental and emerging international imperatives, promoting sustainable consumption and production is far due and pivotal for greening supply chains. Rampant demand for environmentally-friendly products and regulatory changes have pressured manufacturing companies to reassess their products and processes. Yet, the cost of greening and its allocation remain challenging tasks. This study investigates government subsidy strategies to encourage firms to transition to green production strategies and improve environmental quality when heterogeneous consumers are sensitive to sustainability. We consider a leader-follower Stackelberg game between two profit-maximizing firms with different green technologies (the followers) and a government (the leader). Those two competing firms sell two differentiated products to a price- and pollution-sensitive market. We first discuss the target level of greenness that can improve the environmental quality and then design the appropriate subsidy rate. We show that the government subsidy can decrease the selling price, increase the market share and the profit from greener products, and positively affect EQ. Contrary to some findings in the literature, we find that a higher subsidy rate may not always simultaneously benefit the environment, social welfare, and social surplus. Finally, we validate our structural results with various numerical examples and sensitivity analyses.

Abstract:Game theory contributes to the quantitative study of online ride-hailing regulations; however, prior game models of the online ride-hailing market fail to comprehensively consider government regulation strategies as well as multiple stakeholders in various regulation contexts. This study constructs two system dynamic models of evolutionary games among online ride-hailing platforms, drivers, and passengers. One is the basic model not subject to government regulations, while the other considers government regulations systematically regarding penalty policy, incentive policy, policy adaptability, and public participation. By solving and simulating the model, we study evolutionary stable strategies to control fluctuations in the game process. The results show that an unregulated online ride-hailing system is volatile, and government regulations help stabilize the system. The effect of government regulations can be optimized by adopting a dynamic penalty with a greater initial force, considering platforms as agents in incentive policy, improving policy adaptability, and rewarding public participation.

Abstract:To analyze the effect of government reward-penalty policies (RPPs) on the decisions of a dual-channel closed-loop supply chain (CLSC), this paper endogenizes government decision variables to maximize social welfare and builds four decision-making models (without RPP, with carbon emission RPP, with recycling amount RPP, and with double RPP) by using a Stackelberg dynamic game between the government and supply chain members. The research results show that, (1) in the four models, there exist optimal prices and reward-penalty coefficients to maximize the supply chain members’ profits and social welfare. (2) Comparing with model W , under most conditions, three government RPPs decrease the demand for new products and increase the demand for remanufactured products. Comparing the case without RPP, R ’s profit decreases, and when the carbon emission cap is very big and the lowest recycling amount is very small, M ’s profit increases. (3) In most cases, the three government RPPs can effectively control the total carbon emission and increase the social welfare, but they damage the benefits of retailers and consumers. With the increase of the carbon emission intensity of remanufactured products, the government can implement the double RPP, the carbon emission RPP, and the recycling amount RPP in turn.

Abstract:To clarify the relationship between environmental regulatory competition and carbon emissions and provide a theoretical basis for carbon emission reduction governance, this paper explores the strategic interaction behavior of environmental regulatory competition by constructing a three-way evolutionary game model based on the perspective of the fusion of environmental federalism and local government competition theory. On this basis, the specific forms of carbon emission reduction competition are tested using the spatial Durbin model, and the mechanism of the effect of environmental regulation competition on carbon emissions is analyzed. The evolutionary game model shows that local governments make strategic choices based on the costs and benefits of environmental regulation, and there are strategic equilibria of "race to the bottom", "race to the top", and "differentiation of competition". The empirical results show that the competition for environmental regulations as a whole after the 18th National Congress of the Communist Party of China is a "race to the top", and the increase in the intensity of environmental regulations has an inhibitory effect on carbon emissions, which remains valid after a series of robustness tests. There is heterogeneity in environmental regulatory competition, and the effect of emissions reduction is most obvious in the central region. Mechanism analysis shows that environmental regulatory competition affects carbon emissions mainly through the effect of political performance assessment, the effect of industrial structure optimization, and the effect of low-carbon technology capability improvement. Therefore, the central government should follow the local government interest function and balance the interests of all parties, appropriately increase the proportion of environmental performance assessment and optimize the performance assessment system, and consider regional development differences to find the right carbon emissions reduction path.
Differential Game Analysis of Carbon Emission Reduction Effect and Price Strategy Considering Government Intervention and Manufacturer Competition

Abstract:Governments and enterprises are paying more and more attention to carbon emissions. Considering the dynamic of carbon emissions reduction (CER) and the government intervention, this study discusses the optimal CER effort level, price, and government intervention intensity in a two‐echelon supply chain consisting of a government and two manufacturers. The two manufacturers have two competitive behaviors: Cournot and Stackelberg. Two differential game models are constructed for the two different behaviors, and the optimal decisions under the two models are obtained. The comparisons of these optimal solutions are analyzed, and the influence of some parameters on the optimal solution in the two models is investigated under two scenarios. Furthermore, the optimal government intervention intensity is obtained with the goal of maximizing government utility. The results show that the Stackelberg game allows manufacturers to achieve higher profits and CER but is disadvantageous to consumers, and the manufacturer as the leader has a first‐mover advantage. Fierce market competition leads to greater CER and profits, but higher prices reduce consumer surplus. Larger penalties can promote enterprises to reduce carbon emissions when carbon emissions are large. Compared with the Cournot behavior game, the Stackelberg allows manufacturers to obtain higher profits and CER, but the prices are higher that are detrimental for consumers. The fierce market competition is good for manufacturers, the environment, and the society, but it reduces the consumer surplus. The low CER efficiency causes high costs and reduces the manufacturer's motivation to CER, which harm the environment and reduce profits. The government intervention is negatively correlated with the intensity of market competition and the sensitivity of manufacturers to policies.

Abstract:Low carbon and clean generation are major trend of power industry in China. In new round of deregulation in power industry, large-scale renewable generation and carbon emission cost will impose great impacts on power market operation equilibrium. Therefore, based on classic Cournot competition model, this paper proposes a bi-level optimization model considering electricity market and carbon emission trade. Technological constraints of coal-and gas-fired power plants, hydropower and renewable (including wind and solar energies) generating units, energy storage systems and market clearing conditions are taken into considerations in the model. Then, corresponding solution procedures and methods are also investigated. Finally, impacts of carbon emission trade on market equilibrium are studied based on real data.

Abstract:Green product development and innovation play a crucial role in addressing environmental issues. Governments often promote innovation by motivating manufacturers to enhance their products' environmental qualities (i.e., greenness, energy efficiency, recyclability). This paper investigates the implications of cost subsidy and environmental regulation for manufacturers' pricing and environmental quality decisions, and triple-bottom-line (3BL) performance. We develop theoretical models involving one social welfare-maximizing government and one or two manufacturers. In the monopoly model, environmental regulation can achieve the same level of social welfare and environmental performance as cost subsidy when consumers have low environmental awareness. In the competitive model, market scale asymmetry between manufacturers drives differences in product price and environmental quality. Specifically, the manufacturer with a larger market share is also the leader in environmental quality and profit. Furthermore, cost subsidy and environmental regulation have distinct effects on environmental quality competition. A higher subsidy rate widens the gap between environmental qualities, helping competing manufacturers better differentiate their products. Conversely, a stricter regulatory standard narrows the gap between environmental qualities, hindering product differentiation. Moreover, numerical analysis shows that the dominating policy in the competitive model depends on environmental and market characteristics. Finally, we check the robustness of the results by considering two extensions of our models and find that the main insights remain valid.

Abstract:Comprehensive behavioral research on environmental regulation is scarcer and critical in the presence of uncontrolled environmental degradation. Thus, this paper establishes a three-party evolution game from the perspective of enterprise’s dynamic cost, which is used to explore the environmental regulation behaviors among local government, enterprises, and consumers. Then we explain how the new model differs from the traditional model. Subsequently, the stability of equilibrium points is analyzed based on the Lyapunov stability theory. Taking snowflake brewery in China as a simulation case, the evolutionary behaviors are simulated and analyzed under different constraints. The results reveal that the local government plays an indispensable role in environmental regulation. Moreover, when the local government implements the environmental regulation policy with a certain probability, the behavioral strategy of game players in the dynamic system still cannot reach a stable state. Finally, we find that reasonable behavioral incentives for local governments help to build an effective mechanism that the ideal stable strategy can be achieved.

Abstract:An excellent ecological environment is conducive for improving economic benefits and social benefits. The environmental pollution control requires the cooperation of governments at all levels and a large amount of capital investment. However, under the system with Chinese characteristics, the intergovernmental relations present complex and dynamic characteristics: the central government is authoritative, the local governments are obedient and self-interested, and the environmental pollution control usually involves multiple government departments, while it has strong externality, which makes it easy to breed “free rider” behavior in the process of environmental pollution control. Therefore, the cross-regional environmental pollution control cooperation model of governments at all levels is a complex and worthwhile research problem. Based on this, the paper studies a tripartite game problem of environmental pollution control from both horizontal and vertical intergovernmental relations. The Hamilton–Jacobi–Bellman equation was used to obtain the optimal effort strategy, environmental pollution control level, and environmental pollution losses under the Nash game model, the Stackelberg game model, and the Cooperative game model. The results show the following: firstly, the governments’ environmental pollution control efforts are positively related to their own execution ability and influence ability and negatively related to the cost coefficient; secondly, from the perspectives of environmental pollution control level and environmental pollution losses, the Cooperative game model is superior to the Nash game model and the Stackelberg game; thirdly, this paper analyzes the relationship between the loss-bearing ratio, the special financial funds, the effort level of government, and the environmental pollution control level; finally, the conclusions are verified by numerical analysis, which proves the validity of the models.

Research on the carbon emission regulation and optimal state of market structure: Based on the perspective of evolutionary game of different stages

Abstract:In the background of green and low-carbon development, many enterprises still have illegal emission behaviors to obtain excess revenue. Therefore, it is an urgent problem to restrain the illegal emission behaviors of enterprises through external supervision. This paper mainly studies the regulatory system composed of government and enterprises. We divide the regulation into two phases: loose regulation and strict regulation, analyzed the impact of government regulatory intensity on carbon emission behavior enterprises and industry market structure through the evolutionary game model. The results show that with the increase of the intensity of government supervision, leading enterprises will gradually complete the transformation and upgrading from low carbon to compliant production. The leading enterprises with low carbon technology have strengthened their dominant position in the market, while the enterprises without low carbon technology are constrained by carbon emissions and can only continue to stay in the industry market by buying carbon emission rights or exiting the market. The industry market structure gradually changed from a decentralized competition structure to a centralized oligopoly structure.

Abstract:This paper deals with issues concerning green subsidies of government and optimal decisions of a manufacture and dual-channel retailers in a two-echelon dual-channel supply chain. Both a decentralized supply chain and a centralized supply chain are considered. Sufficient and necessary conditions for guaranteeing that the two supply chains run normally under government subsidies are proposed. For the decentralized supply chain, a three-layer model is constructed according to different priorities of the four participants. Both Bertrand game and Stackelberg game are involved. For the centralized supply chain, a two-layer model is given. Decision models of the government under a financial budget are developed for maximizing the green degree of each case. It is shown that the green degree of the product of the centralized supply chain is always higher than that of the decentralized supply chain. Meanwhile, the total profit of the centralized supply is also higher. Finally, a numerical illustration is presented to visualize the discussed models and make some supplements.

Abstract:Promoting corporate carbon reduction is key to achieving sustainable development, and carbon trading policies are important institutional choices for governments of various countries to promote green development and actively respond to climate change. This paper constructs a tripartite evolutionary game model involving the government, high-carbon emission manufacturers and carbon quota suppliers, and subsequent simulation analyses were conducted. The main results of the study are as follows: (1) The evolutionarily stable strategy (ESS) of the three stakeholders is as follows: loose regulation by the government, active emission reduction by manufacturers, and in-chain trading by suppliers. (2) The increase of excess carbon emissions inhibits manufacturers' choice of active emission reduction and suppliers' choice of in-chain trading and promotes the government's choice of strict regulation. Strict government regulation can improve the degree of cooperation between manufacturers and suppliers to achieve carbon reduction targets at a faster speed. (3) There is a critical value for the probability of manufacturers actively reducing emissions. Above this critical value, suppliers tend to choose off-chain transactions, otherwise, suppliers tend to choose in-chain transactions. The results of this study can serve as a reference for the decarbonization path of supply chain member enterprises and offer valuable suggestions for the government to achieve a low-carbon society.

Abstract:We develop a model of oligopolistic firms that produce partially differentiated products and generate pollution as a byproduct. We analyze and compare two types of pollution regulation: Cap-and-Trade and Taxes. Firms can respond to regulation by any combination of pollution abatement, output reduction, emissions trading (under Cap-and-Trade), or payment of pollution taxes (under Taxes). We prove that well-chosen regulation can, besides reducing pollution, actually improve firms’ profits relative to laissez-faire (unregulated markets), and simultaneously improve consumer surplus and welfare. Thus, regulation Pareto-dominates laissez-faire under a wide range of plausible conditions. These results are driven by an unintended consequence of pollution regulation: Competing firms can use the regulation to tacitly (and credibly) collude to reduce production and improve their profits. We show that the degree of competition plays a critical role in determining the economic consequences of pollution regulation.
