Abstract:Low-carbon economy is an economic model for the sustainable development.Main factors of low-carbon economy such as: ①global warming;②carbon tariff system;③energy crisis;④people's awareness of and demand for low-carbon economy;⑤low-carbon products;⑥low-carbon services;⑦low-carbon consumption.The application of group technology in low-carbon products,low-carbon services,and low-carbon consumption are discussed.It is showed that group technology is an important technology for low carbon economy,which provides a system optimization method to make more rational use of energy.

Abstract:Based on a hypothesis of increasing returns of scale and non-perfect competitive market,spatial economics is concerned with the power,forms,and effects of agglomeration,and explains how spatial factors work in resource allocation.China's present domestic researches on spatial economics focus on diversified agglomeration,which consists of industry agglomeration,urban cities and urban crowding as well as integrated regions.Through a study on the spatial distribution of industry agglomeration,researchers analyze the causes of agglomeration formation,especially the roles the opening-up and local protectionism(two special factors in China) play in the said formation,and then the effects the various agglomeration forms bring about.After presenting diversities of the agglomeration's effects,they acknowledge that China's regional differences are inevitable in a certain period of time.Therefore,factor floating and market integration play a decisive role in regional coordination and growth.These conclusions provide a fresh perspective for the further development of the theory concerning China's development and reform,and a new theoretical basis for the formulation of industrial policies and regional policies,while making more space for the development of spatial economics itself.Finally,it is pointed out that the domestic main research orientation in the future will be focused on the theoretic innovation of spatial economics,the development of micro-level mechanism of agglomeration,and the relationships between agglomeration and regional development.
Exploring the Endogenous Links and Exogenous Shocks Based on Efficiency Improvement:A Case Study of Zhejiang Province

Abstract:Technical progress and paths of technical efficiency evolution may be interconnected between different industries.As the result of technology conduction between different industries and its spillover,the technical progress in one industry may bring a shock to the technologies in other industries.As the transformation and upgrading of China's economy has gradually become an important goal and trend of future development,there is an increasing need for research into the relationship between the different paths that industries take in their technical and efficiency evolution.Given the importance of technical progress and the impact channels of technical progress and technical efficiency evolution,a feasible policy option is to select appropriate leading industries to drive forward the development of other industries and the technical progress of the entire economy.The aim of this research is to provide evidence to support such a policy option. Taking into account the typicality of the industrial system and the urgency of industry upgrading in Zhejiang Province,we selected its top ten industries as a sample.Applying the DEA method,we break down the quarter changes in their productivity into progress at the technical frontier and technical efficiency evolution.Then the Global Vector Auto Regression(GVAR) model is used to observe the conducting trends of technical progress and of efficiency evolution as endogenous variables among different industries and to analyze the impact of different exogenous shocks on the technical progress and efficiency evolution in different industries. First of all,we have found that although on one hand the technical efficiency changes of most industries have a role to play in promoting technical progress,on the other hand,the progress at the technical frontier has resulted in a decreasing trend of average technical efficiency in the same industry.This reflects a complex relationship between technology and efficiency. Secondly,there is no clear evidence of reciprocal technology-conduction existing between different industries.On the contrary,we have found that the technical progress in one industry has brought down the speed of technical progress in other industries on average.This may reflect the defects of our market mechanism. Thirdly,trade openness has positive impacts on improving technical efficiency in some industries,but have an overall negative impact on the technical progress in all industries.The flow of information and technology brought by opening up has made possible the better use of existing technology,but it has also brought fierce competition,which makes the technology spillover theory become unrealistic. Fourthly,we have found that the exchange rate,interest rate,fluctuations in world oil prices,and other exogenous shocks not only have a direct impact on industrial output,but also on the technology and efficiency of the industry to some extent.This reflects the cost of opening up from another angle:more risks and volatility from the outside world.

Abstract:The growth rate of an economy in the open economy depends on not only its growth rate of technology but also the growth rate of other economies. So it’ s necessary to study the investment on research and its effect on techno-logical advances and economic growth. This inter product expanding endogenous model can help explore the effect of basic research, applied research and technological spillover on the economic growth. Through analyzing the model in balanced market, the paper concludes that more research investment, more applied research investment and more de-gree of openness can promote the growth rate of economy. An empirical study, using the data of China from 1990 to 2012, affirms the effect of the research investment, the percentage of applied research investment and the degree of openness on the economic growth. Proposals in terms of economic policy are provided based on the theoretical model and the result of the study.
Agglomerative Economies’Effects on Resources Allocation in Zhejiang Province

Abstract:As a hot issue in the economic field, the phenomenon of agglomerative economy has always been paid much attention. At present, the correlation studies on resources allocation at home and abroad are characterized by multi-factor and multi-scale. In summary, they are mainly the micro study with one factor as the core and the macro study with regional space as the core. Studies on resources allocation from the perspective of agglomerative economies are of significant meanings, but this kind of researches are still limited Since aggregation appears a high degree of scale sensitivity, the agglomerative economies’ effect on resources allocation not only has remarkable spatial dependence, but also has obvious time characteristics. Therefore, combined with the spatial-temporal property of agglomerative economies, the research has adopted the quantitative analysis software Geoda 9.5 and Sam 4.0 to make multi-scale spatial autocorrelation analysis on the levels of agglomerative economies in 70 cities and counties of Zhejiang Province from 2001 to 2010. In the analysis, the commonly-used Queen adjacent matrix in Geoda software and the multi-scale value of distance transformation in Sam 4.0 software were used. Starting with the urbanization agglomeration economies and the localization agglomeration economies, the paper has made comparisons on the aggregation scale and scope of the factor flow of regional resources respectively. Meanwhile, the paper has made an inspection on the analysis results from different perspectives through Sam 4.0 Software, and the conclusions are as follows： 1） The agglomerative economies have remarkable effect on the allocation of resources; 2） The agglomeration intensity and scope of different resource factors are also different; 3） The urbanization agglomeration economies and localization agglomeration economies have significant differentiation on resources allocation, and the urbanization’s economic effect on resources allocation is significantly higher than that of localization economies; 4） The composite agglomerative economy type which is formed by the interaction of urbanization and localization agglomeration economies can maximally realize the optimum distribution of resources. Finally, the paper put forward the significance of controlling the types and scale of agglomerative economies and the relevant policy proposals.

Abstract:With the vigorous development of science and technology, emerging technologies such as big data, cloud computing, internet of things, and artificial intelligence have emerged. Driven by all these, the social economy in China is in the key stage of transformation into the new economic era. The international situation is also transforming, gradually changing from the economic system dominated by the traditional economy to the new economic system. Therefore, there is a need to conduct an in-depth analysis and research on the concept of “new economy”; that is, an economic form that integrates new technologies, industries, and models based on information technology or internet platforms. In combination of socialism with Chinese characteristics, it can be appreciated that with the arrival of the new economic era, there are great challenges to the productivity theory, labor value theory, and wealth theory under the traditional economic system. In order to effectively deal with the above challenges and adapt to the new economic development trend, there is a need to explore effective countermeasures from the perspective of the socialist political economy with Chinese characteristics in order to provide effective reference in predicting the trend of domestic economic development and docking with the new economic era.

Abstract:Based on the related theories of international vertical labor division,the paper first gives some definitions and contents such as the optimum scale of economy of single firm and firm groups,then sets a theory model and presents a method to measure the optimum economy of scale of firm groups on the view of technical economy based on the concepts of economy of scope and agglomeration economy,and reveals that there is an inverted U bell-shaped relationship between the enterprise group in geographical extent of a reasonable size and the agglomeration benefits at the suit concentration,and finally,we talk about such questions as the optimum choices of optimum scale of firm groups,especially the strategy choice of small and medium-sized medical and equipment enterprises to be substituted for giant firm groups under the condition of international vertical division driven by multinational companies.

Abstract:Development is the eternal theme of the times. However, the transformation of the development mode is imminent, and we should abandon the extensive economic development mode and turn to the efficient development of an intensive mode. The high-tech industry will be the decisive force in future industrial development. The agglomeration of the industry will help form economies of scale, thereby improving the effective allocation of resources and promoting productivity. The increase in green economy efficiency is a key factor in achieving green development and an important indicator of achieving the coordinated development of economic development and environmental protection. Therefore, in this study, we try to improve the efficiency of the green economy through industrial agglomeration to achieve green development. In order to solve this problem, we took the Yangtze River Economic Belt as the research object, used Super Slacks-based Measure (SBM) data envelopment analysis (DEA) and general algebraic modeling system (GAMS) to study the green economy efficiency, and then used the system generalized moment method (SGMM) to study the impact of high-tech industry agglomeration on green economy efficiency. According to the empirical test, we found that (1) the green economy efficiency of the Yangtze River Economic Belt shows a volatile upward trend, (2) the green economy efficiency of the Yangtze River Economic Belt differs with time and by region, (3) the agglomeration of the high-tech industry has a lagging effect on the improvement of green economy efficiency, and (4) the regression coefficients of economic development and foreign direct investment are positive and those of environmental regulation and urbanization are negative. Finally, in this paper, we provide corresponding policy recommendations to promote the agglomeration of high-tech industries, thereby improving the efficiency of the green economy.

Abstract:In this paper the “scale effect” of technooogy and human capital in the flow and agglomeration of agricultural factor is defined.Based on it,the cause,process,effect and result of the crowding-out of technology and human capital is studied.The “scale effect” means not only the flow and agglomeration of agricultural resource but also the accumulation and diffusion of intangible factor,technology and human resource.It is indicated that the development of education in rural areas and the enhancement of ppulation quality is the fundamental material condition of the development of agriculture and the system and regulation is the essential reason.

Abstract:This paper uses the data of 16 developed countries and 12 developing countries from 1992 to 2011 to make the grouping test for the impact of complex technology product expert on economic growth by the regression method.The results show as follows:the growth of export of simple technology product and complex technology products all promote economic grow,but there is an inflection point in the positive effect of the former;there exists an inverted-U shape relationship between the growth of simple technology product export and economic growth;the export of all types of products have significant impacts on economic growth as well,and such impacts are also not linear.Finally,it proposes that China should pay attention to the adjustment of export structure and develop complex technology products in order to ensure the sustained promotion role of product export.

The other is business oriented, is exactly the enterprise actual operation level. These two aspects we have done is not enough, exist more and more divorced from the actual tendency.
