Abstract:Administration-dominated management of institutions of higher learning epitomizes all kinds of problems with the present educational system.It results from the history and has exerted negative influence on the school running,production of talents,academic research,teacher-student relationship and environmental construction of the university.And as a stubborn disease with the system,it has become an obstacle to the reform and development of the school.It takes the form of administrative ranking,organizational structure corresponding to that of higher authorities,hierarchical management,and marginalization of the teachers in academic management.It is deeply rooted in the official-oriented culture,and the administrative control over the educational resources and the decision making.De-administration does not simply mean abolishing administrative ranks in universities and instead it calls for awareness of the overall situation,global planning,progressive implementation,and working along both lines.The key point is to clarify the government-university relationship,expand the university's school-running autonomy and its power to allocate educational resources,and perfect the corporate governance structure in universities.
