Abstract:The concept behind the Belt and Road Initiative (BRI; formerly 'One Belt, One Road') began to take shape in 2013. Since then, this Chinese-led project has become a major plank in China's foreign relations. The BRI has grown from its basis as a vision of interregional connectivity into a truly global system, encompassing places-including many island states, territories, and cities-from the South Pacific to the Arctic, from East Africa to the Caribbean, from the Indian Ocean to the Mediterranean. Islands and archipelagos are particularly prominent in the BRI's constituent 21st-Century Maritime Silk Road (MSR) and Polar Silk Road or Ice Silk Road projects, but little scholarly attention has been paid to how the BRI relates to islands per se. This special section of Island Studies Journal includes nine papers on islands and the BRI, concerning such diverse topics as geopolitics, international law and territorial disputes, sustainability and climate change adaptation, international relations of autonomous island territories, development of outer island communities, tourism and trade, and relational understandings of archipelagic networks. Taken together, these papers present both opportunities and risks, challenges and ways forward for the BRI and how this project may impact both China and island and archipelago states and territories.
Locating The Interstitial Island: Integration Of Zhoushan Archipelago Into The Yangtze River Delta Urban Agglomeration

Abstract:Amidst the debate concerning how to interpret the emergence of new forms of urbanism in today's world, little attention has been given to urban interstices - the inter-urban boundary areas and interface zones that facilitate exchange between and within vast urban systems. The present paper considers how place is made and developed at these interstices, which frequently provide essential urban functions but are also frequently regarded as rural. We explore this topic through the case of Zhoushan Archipelago (Zhejiang Province, China), an interface zone both between cities within the Yangtze River Delta urban agglomeration and between the Yangtze River Delta urban agglomeration and other megaregions. Like many islands, Zhoushan Archipelago has long been conceptualised as peripheral to the urban yet has simultaneously performed vital urban functions. The paper uses this case to shed light on what interstitiality (in-betweenness) means in today's urbanism, both for the people living 'in-between' and for the wider urban system.
Complementarity of Island Cross-Sea Transport Links: Bridges, Ferries, and Mobility in Zhoushan Archipelago, China

Abstract:Islands and archipelagos are exceptionally dependent on the nature of their transport infrastructure, with cross-sea transport links being of fundamental importance for mobility. Traditionally, the island geography research literature has engaged in a binary and oppositional understanding of the relationship between fixed links such as bridges and tunnels on the one hand and waterborne transport such as ferries on the other. The present paper uses the case of Zhoushan Archipelago (Zhejiang Province, China) to challenge this perception of fixed links and waterborne transport as inherently conflictual by showing how these distinct modes of cross-sea transport have complemented one another and fundamentally altered archipelagic mobilities. We show that even transformative transport infrastructures do not necessarily simply replace existing infrastructures but may instead add to the complexity of the local transport network. In Zhoushan Archipelago, a vast network of new and future inter-island and island-mainland road and rail bridges and tunnels are altering local industry and society as well as the relationship between the archipelago and the mainland, yet ferries remain important for transport between islands and between certain islands and the mainland. We argue that it is fruitful to consider the potential complementarity of different kinds of cross-sea transport links.

Abstract:Abstract Island studies play an important role in the development of anthropology. It is of academic value and practical significance to understand the island world as the field where multiple modernization forces and globalization interwine. This paper explores the intricate and diverse connections between continental and marine culture from a perspective of “viewing the world through the island”. In terms of overall diversity and exoteric mobility, this paper reviews the various aspects of island studies, examines the internal and external transformation of islands within land-sea interaction, and analyzes the dynamic historical process of the island world’s involvement in the global network, which blends and integrates various cultural elements of the external world. In the context of globalization, the island world is undergoing dramatic changes and in coping with them generating its new features.
Planning Island Sustainable Development Policy Based on the Theory of Ecosystem Services: A Case Study of Zhoushan Archipelago, East China

Abstract:Island ecosystems and living conditions are undergoing rapid change as human populations are increasingly concentrated in coastal regions. Many island economies have transitioned from an emphasis on primary sector production to reliance on tourism, port, and shipping industries. This has driven processes of large-scale construction and urbanization, occasioning drastic changes in island ecosystems and enhancing the importance of understanding ecosystem service mechanisms on islands. This paper explores the spatial distribution and interactions of ecosystem services in East China's Zhoushan Archipelago and how these should affect the island's sustainable development policy. The results show that the archipelago's total ecosystem services hold great potential but that there are significant trade-offs and synergy relations, which vary on different islands in the archipelago. Cultural services are mainly distributed across the northeastern and southeastern regions, with plentiful natural scenery and Buddhist cultural heritage, which are attractive to tourists. Provisioning services show a negative correlation between cultural services and regulating services, indicating strong trade-offs between them. However, the synergy areas between cultural and regulating services might become priorities for future policies. These are mostly situated in the rural eastern part of the archipelago. The island planning policy proposed in this paper, based on the ecosystem services theory and sensitive to intra-archipelagic differences, contributes to efforts at island sustainable development by seeking to resolve tensions between economic development and environmental protection.
Utopian and insular spaces in Chinese literature: An island approach

Abstract:In response to the relative lack of scholarly attention paid to the relationship between island utopia and Chinese literature, this paper studies the imagination of both island and insular geographies in Chinese ‘utopian’ literature using an island-sensitive approach. Employing an expanded and constructive conception of the island, the paper examines the heterogeneity of Chinese island and insular imaginaries in literary works from diverse historical periods, especially in relation to the dominant western model of the remote tropical oceanic island. Based on the finding that the alterity of Chinese island and insular imagination lies as much in its depiction of spatial ambiguities as in its mixing of diverse figures, I reflect further on the benefits and perils of adopting a west-inflected island approach in examining the imaginary landscapes of utopianism and insularity in Chinese literature. It is argued that Chinese island literature is more a reading effect enabled by an imported theoretical approach than any inherent tradition in itself. In the end, two paths for innovating island aesthetics and epistemologies in cross-cultural contexts are proposed.

Abstract:The "Surrounding China seas" as a maritime cultural rim refers to the cross border East Asian sea-region surrounding China,in which developed one of the most prosperous maritime civilization in ancient world.The perspective of this "Surrounding China seas" refrains from wrong knowledge of maritime culture in the view of traditional "Chinese History" centralized on "Official Standard History" of ancient Chinese dynasties.The traditional "Chinese History" refers to Huaxia & Han centrism,advocating that ancient China had created its civilization on the base of inland agriculture culture of central plain,ignoring the key role of prehistoric indigenous maritime culture centralized in the southeast shoreline.The archaeological and ethnological investigation discovered that indigenous Baiyue had created a developed prehistoric maritime culture along the southeast shoreline of China and kept the maritime cultural interacted with Austronesian in Southeast Asia and pacific archipelogoes.This native cultural community of Baiyue and proto-Austronesian generated the earliest maritime civilization during the prehistory and early history of China.After then the Huaxia & Han ethnicity succeeded and developed "Sea Silk Road," "Maritime Ceramic Road" in "Surrounding China seas" after the Tang and Song dynasties.According to multidisciplinary investigation of history of ancient maritime ethnicities,seaports and local maritime cultures,the so called "Great Navigation Age" led by Han ethnicity had been inherited from indigenous maritime culture of Baiyue & Austronesian.

Abstract:To build a maritime power, the implementation of the strategy of sustainable marine development and revitalization of islands is one of the major issues in China. Now, the advancement of China’s "The Belt and Road initiative" construction and the strategic deployment of the Guangdong-Hong Kong-Macao Greater Bay Area and Hainan Free Trade Port have brought great opportunities for the development of large-scale island regions. Zhoushan archipelago is the largest archipelago in China, located in the Yangtze River Estuary. It is the intersection of the national strategy for the integrated development of the Yangtze River Delta and the international archipelago new area, which has great space for development and significance of exploration to construct a global marine center city. This paper was aiming at the national strategic positioning, discussing its existing problems, and putting forward countermeasures and suggestions to promote the comprehensive development of Zhoushan Islands in combination with the successful development experience of foreign islands, based on the analysis of Zhoushan Islands' geographical location, resources and environment, ecosystem, cultural and historical status. And suggestions on the research direction of priority attention to marine ecological civilization, integrated development of watersheds with sea and land, and smart green port construction from the perspective of interdisciplinary were also put forward, so as to enrich the scientific and technical connotation of important windows and to provide reference for the implementation of the plan during the fourteenth five-year plan for Zhoushan Islands.

Abstract:The globalization of island studies has resulted in a greater recognition by island studies scholars of the need for more regional-based island research to encompass the diversity of island knowledge and experiences. Island research in East Asia provides examples of both English and native language perspectives across four distinct socio-cultural contexts: Japan, South Korea, the Chinese mainland, and Taiwan. Historical literature and contemporary scholarly research provide a context for understanding: (1) how East Asian researchers engaged with island studies and islandness; and (2) how East Asian socio-economic development policies reflect understandings of islandness locally and across the region. We found similarities among the four East Asian regions, but also variations based on different domestic political perspectives. Given the late start of island research in East Asia, many topics await more detailed future examination.

Abstract:The trope of the utopian island occurs in a variety of cultural traditions. For example, in the West, the literary imagination of ideal islandness made manifest an imperialist rhetoric and contributed to European exploration and colonization. The tension between utopia and dystopia is an intrinsic feature of Western utopian island imaginations, which were complicit in colonial exploitation and oppression. Western models of island utopias and dystopias have been imposed on non-Western cultures, whose scholars have engaged in decolonial practices by adapting, reshaping, and transforming these conceptualizations. This special section, demonstrating the inherent intercultural qualities of utopian and dystopian island visions from diverse cultural traditions, contributes to decolonization efforts in island studies.

Abstract:China’s rapid urbanization has not only resulted in significant economic development but has also introduced various social problems and encouraged human migration. Chinese islands are not immune to these changes. Aspects of island geography and environment mean that island migration has some unique characteristics and underlying drivers. Most recent studies have focused on mainland migration, but few attempts have been made to examine island migration. This paper bridges this gap by focusing on the Zhoushan Archipelago and combines qualitative and quantitative methods to explore the characteristics and causes of migration. The results show that (i) Zhoushan’s population is more concentrated in developed towns and larger islands, (ii) inter-island and island-mainland migrations are the two dominant migration types, and (iii) the main drivers for migration are exhaustion of fishery resources and policy implementation by multi-level governments.

Abstract:In one sense, islands are easy to characterise, the working definition being that they are areas of land wholly surrounded by water. But the edges of that definition are blurred. Complexities arise when we consider areas of sand, rock or coral that are covered at high tide, or that are connected to other land areas at low tide (by sand spits etc.), or that are connected to other land areas by bridges or causeways. Areas submerged at high tide are generally not regarded as islands. Areas linked to others at low tide are an awkward, intermediate category. And areas that have been bridged or linked by causeways are often regarded as having been significantly ‘de-islanded’ by human engineering. Island Studies has operated with these complexities during its first two decades of operation (taking the establishment of the International Small Islands Studies Association [ISISA] in 1992 as a disciplinary starting point) and has sought to clarify some of its parameters (see, for instance, Baldacchino [ed] [2007] on the issue of bridged islands). But the blurred edges of the definition have been one element that has allowed various critics of Island Studies as a coherent (or, even, worthwhile) field of endeavour to identify that islands share many important characteristics with coastal locations such as ports, estuaries and peninsulas (reflected in the inclusivity of the title and project of the Journal of Marine and Island Cultures, for instance) and/or remote communities in general. These observations are all the more pertinent given that many (especially, but not exclusively) larger islands possess interiors which have highly land-orientated ecosystems, agricultural systems, livelihood networks, infrastructures, social structures and socio-cultural identities.

Abstract:Islands are known to be vulnerable to many natural and anthropogenic hazards, especially estuarine islands, which are affected at rates and intensities above those found elsewhere around the globe. The sustainable development of estuarine islands has been a part of their evolution, which has been a continuous integration of human impact and response to natural processes. This study reviews the complex dynamics of Chongming Island, an estuarine island in Shanghai, with an emphasis on the nature of human intervention. We conclude that the island is an example of a coupled human-environment system, as it has been throughout its formation and evolution, which is integrated at the local (intracoupled), regional (pericoupled), and global (telecoupled) scale. This conceptual framework reveals Chongming Island to be an exemplar of-and indeed a test-case for-China's vision of eco-civilization development, in which it is reimagined as an 'eco-island'. Accordingly, we argue that islands are benchmarks for building sustainability in the Anthropocene, and a more complete understanding of their dynamics, and the factors that influence them in a metacoupled world, is critical for future development.

Abstract:The broad zone between old oceanic lithosphere of the NW Pacific and Eastern Eurasian continental lithosphere is home to a chain of marginal basins. Different from oceans, marginal basins are more influenced by the underlying subduction zone both geophysically and geochemically and are more likely to be blanketed by sediments from the nearby continent. This special issue collects 19 papers that explore the tectonic, magmatic, sedimentary and fluid activity features of marginal basins during rifting, spreading and post-spreading stages. Most papers in this special issue focus on South China Sea marginal basins, where abundant research provides interesting insights into how marginal sea basins evolve. Because South China Sea basins are fully evolved and their key features have not been overprinted by younger deformation, the results of this special issue are very useful for understanding the evolution of other marginal basins.

Abstract:Abstract The arrival of postcolonial theory in China and the country’s global rise came with the realization that its self-image is often distorted by Western ideological discourse, conveyed through Western Sinology. Drawing from Edward Said’s Orientalism , some Chinese scholars have classified the ideological dimensions of Western Sinology as Sinologism, and have pointed out its implications for China’s capacity to think of itself on its own terms. The concept has sparked debate mainly inside Chinese academia about the objective quality of Western Sinology. This article will attempt a critical overview of two major formulations of Sinologism, underlining its major presuppositions and placing the notion in the broader context of China’s anxieties of “academic colonization” by Western intellectual practices. It will conclude by arguing that attempts to discredit Western Sinology rely on some problematic assumptions and suggests East-West comparative studies as an alternative way of dialectically constructing Chinese identity.
Critical toponymies beyond the power-resistance nexus: multiple toponymies and everyday life in the (re-)naming of South China Sea Islands

Abstract:This paper advances theoretical developments in critical toponymies through focusing on the renaming of South China Sea Islands and everyday use of names by fishermen in Hainan, China. Undergoing a series of historical renamings associated with European colonial influences and claims of sovereignty by the Chinese state, multiple official and vernacular toponymic systems co-exist and operate in complex ways in everyday life. By focusing on complexities in the everyday usage of these co-existing toponymic systems, this paper develops calls in the literature to engage with a more complex understanding of the operation of power in naming beyond a focus on a power/resistance dichotomy. Whilst acknowledging the role of political power, it develops this by analysing how renaming is also influenced by social and demographic change, developments in other areas such as heritage, and technological changes, which have received scant attention in the critical toponymies literature. The paper explores the naming of oceanic features to shift the focus of analysis away from the literature's concentration on cities and street names. Overall, the paper argues for a more nuanced and diversified approach to analyzing critical toponymies.
