Abstract:No-one can deny that China is rapidly changing. The economic and social transitions have affected social life and structures at every level. For more than two decades the Chinese economy has grown very fast and the living standards of the population have improved. Millions of rural inhabitants have been lifted out of poverty, as it is internationally recognized (Chen and Ravallion 2010). While China was previously classified by the World Bank as a low-income country, it now belongs to the category of ‘upper middleincome countries’. However, China is a country more unequal than many others and income inequality is on the rise (Li, Sato, and Sicular 2013). A central dimension is the inequality between urban and rural residents. The hukou system, which is more than 50 years old, had kept the population with rural hukou living in rural areas separated from the urban population having urban hukou. The gap in living standards between the poorer rural and the better off urban residents is large, from an international perspective (Knight and Song 1999; Sicular et al. 2007; Whyte 2010). Differences in welfare arrangements have also contributed to the gap. Almost all urban workers were, during the planning époque, employed by the state or collectively owned enterprises and were, as such, eligible to receive compensation when sick and in old age. Although receiving only meagre wages, they benefited from having access to very low-cost housing and social services, such as health care, provided by the work units (danwei). In contrast, very few welfare services were available to the rural population. However, much of this description is now history. Compared to the past, today only a slight majority of China’s population is living in urban areas. Increasing numbers of people who have rural hukou are now living in the cities, either temporarily or permanently. In many aspects they have fewer rights than the urban residents and internal migration has become a huge challenge for Chinese policymakers at different levels of administration (Chan 2012). The urban residents have also seen immense changes in their lives. At the end of the last millennium, state-owned enterprises and collectively owned enterprises laid off tens of millions of workers and unemployment surfaced as a social problem. Housing was privatized and urban China currently has a rather high rate of home ownership, by international standards. Unlike in the past, many workers are now employed by privately owned firms, while others are self-employed. Labour mobility is rising, from a very low base. This provides the background for the high priority of social insurance reform in present-day China. Other challenges are demographic and emanate from, for example, the rapidly aging population, which is partly caused by the one child policy. It is against such a background that one can view the Chinese government’s policy of recreating the professional group of social workers with university education. Within the next 10 years this group is expected to comprise over 1.4 million professionals. Social work education has been initiated at hundreds of universities.
