Paradigm Shifts and Choice of Mid-and Small-Scale Enterprise,Finance and Taxation Policy in the New Era

Abstract:Fiscal and taxation policies to support SMEs in China is the most obvious targeted policy. It not only the policy tool that is the most market-oriented characteristics of the relevant measures,but also the core policy in the entire SME policy system. So it is necessary to collate and summarize how the policy changed. Fiscal and taxation policies to support SMEs in China from the beginning of reform and opening up to the present distinction of scientific development,has gone through four distinct stages paradigm. When the old policy paradigm is being challenged,policy-makers will inevitably seek new policy paradigm,the original paradigm improve and upgrade. These policies reflect the new era for the development of SMEs in government change of attitude on the support SME development has played an important role in promoting. But there are still some problems in current policy,for example,policy instruments are single,policy supply is insufficient,policy implementation is lack of intensity,and so on. The new policy paradigm should implement a "triparite driven"mechanism,which should be the government-led,market intervention and social participation.
