Abstract:The security of modern university system is the most profound foundation of building top-ranking universities.Modern university system includes two essential aspects.One is about the university administrative structure and legal provisions,whose basic elements are the freedom to run a school,the high efficiency of inside organization,and as well as the fair and transparent regulations and procedure in handling affairs.The other one is the university academic system,whose core element is the academic freedom and independence,which is the realization of university legal provisions,and moreover the basic rule of issuing academic activities inside university,and as well as the yardstick for dealing with the economic relationship between university and society.As the foundation of university academic research and ideological innovation,it has a more profound and direct relation with building top-ranking universities and rebuilding modern academic system,and is the groundwork of present research-oriented universities' course to be worldwide top-ranking universities.A practical way to rebuild modern academic system is to think from current actual situation and practical strategy,and to joint the efforts of university administrators and professors in order to overcome and correct the problems existing in the academic activities and academic behavior itself,and in particular,to estimate and test this system in terms of quality,and as well as to adopt an appropriate attitude between university's own mission and pursuit of material gain,which is the knowledge presupposition of achieving this rebuilding.
