Abstract:All countries face a number of daunting balancing acts with regard to their education systems.These challenges are intensified by the convergent forces of globalization and are remarkably dramatic in the case of China.Among the principal challenges are these: balancing the competing demands of equity,quality and efficiency;coordinating the contributions of the private sector with public resources and oversight;balancing institutional autonomy and academic freedom with public accountability;achieving a harmony between the instrumental and intrinsic goals and purposes of an education system;drawing upon the best practices of other countries while building on the historic strengths of indigenous educational institutions and traditions.In examining these fundamental policy issues it is necessary to keep in mind these questions:to what ends are reforms in education undertaken;who initiates change efforts and who benefits from them;and particularly appropriate to this 15th Annual Conference of CCES,what role can comparative educators play in contributing to more informed policy and enlightened practice.

Abstract:In accordance with the goal of buiding a well-off society in an all-round way, a goal set forth at the 16 th National PartyCongress,and in view of the new situation after China's accession into WTO, the author puts forward and states, from a strategic stand the aim of China's higher education in 21 st the century and as well proposes that the current higher education should perfect the structural reforms, deepen teaching reforms, strengthen the educational idelolgical reforms from the following five aspects. They are school-running system, management system, recruitment and employment system, structure of funds investment and inner administration of schools.

Abstract:This paper analyzes the main features of higher education quality policy and the future direction by the method of education policy analysis through four aspects:process,value,content and system.The article maintains that China’s current policy of higher education quality have the main characteristics of elite decision-making and goal-oriented,focusing on the development and giving priority to efficiency,increasing investment and focusing on construction projects,focusing on programs and the phased implementation.In order to response to the profound change of China’s current higher education system,China’s policy of higher education quality needs to be adjusted,including:paying more attention to difference of the problems,the value of fair,assurance requirements and innovation of system.

Abstract:This paper discusses the importance of sticking to the creativity in education form the following three aspects: first, threats and challenges posed by the heated world competition; second,requirements of building a well-off society in an all-rounl way and national rejuvenafion; third, the need for developing higher education in the country. It points out that sticking to educational innovation should take the Party's policy for its guiding ideology, aim at realizing the well-balanced development among scope, structure,quality and efficiency.Moreover,not only should we adhere to the ideological line of emancipating the mind, seeking truth from facts and advancing with the times,but also handle the relationship among inheritance, study,reform and stability in a correct way.What's more, we should keep to the mass line to make education innovation come into effect and,in a scientific and democratic manner.

Abstract:The indicators evaluating the industry of higher education include the scale,the quality,inputs,and performance. By 2020,the gross enrollment rate of higher education could reach or surpass 40%. The proportion of population receiving higher education in the main working population could reach 20%. Three to five universities could rank among the world's top universities. The higher education would develop in various ways based on the cooperation between the East and the West,among different colleges. We would build well-developed higher education system. The financial input of higher education would increase greatly,the ratio of fiscal funding for higher education to GDP would reach 1.1% -1.2%. The quality of personnel training,the level of scientific research and the ability of social services would be improved significantly. The contributions of higher education to social and economic development would be strengthened. China will build a nation of powerful higher education by then.

Abstract:The crux of this thesis is the interaction between tradition and modernity in respect of Chinese higher education as it is being pushed to the forefront of development in the most rapidly growing economy in the world. The earlier chapters illustrate certain fundamental traits and contexts that provide enduring features of the story. These include a necessary understanding of the temporal and spatial parameters which are both of massive scale, itself both a problem and an asset. Through such contextual discussion it is possible to illustrate the longstanding relationship between Chinese higher education and sustainable development. For example the Mandarin civil service examination may appear elitist and archaic but in fact was meritocratic and thereby created a network of local schooling to sustain itself. The main research design is an embedded case study of the Chinese higher education system with multiple regional and institutional cases. The design employs both historical research and field research, both of which involve documentary and empirical data. The bulk of the thesis explores the four interconnected themes of: higher education expansion; aspiration to world-class university status; university entrepreneurialism; and university-region engagement, and their interaction with China's social and economic development. This part is concerned with the way in which in the contemporary China of creative tension between the contribution of strong central authority and the release of market forces, the universities of China have become engines of development. This has been achieved through dynamic ecological relationships with local, regional and national scales of political economy. Both the nation and its universities have succeeded to date in absorbing the best of the Western academic and technological advances into a form of political and spatial hierarchies that provide systematic structures for sustainable development. It may remain an open question as to how long this creative tension can be maintained. Chinese universities are under increasing pressure to advance with the global market place as well. But so far the bedrock of an enduring meritocracy operating within a coherent social tradition and stable political situation appears to be enabling higher education to play a key role in the social and economic development of the nation.
