Heighten the Development and Transformation of China's Higher Education

Abstract:Hereafter, the basic long-term policy for China's higher education should be to "step up development and speed up transformation." By stepping up development, we mean expanding the aggregate scale of higher education, increasing the number of in-school students in institutions of higher learning from the average yearly rate of 6.3 percent from 1990 to 1997 to 8 or 9 percent, or even beyond 10 percent, and expanding the number of in-school students by at least 60 percent or more in the next five years so as to meet the tremendous needs of higher education in society as a whole. By speeding up transformation, we mean conducting structural adjustments of a strategic nature, optimizing the deployment of resources for public education, sharply increasing the amount of investments by private individuals and society, improving the quality of higher education, increasing the efficiency of educational investments, raising the labor productivity of educational personnel, and having the higher educational market adapt to the changes needed in the labor market.
