Reforming Higher Education Governance Policy in Japan:The Perspective of New Manageralism

Abstract:Recently,major countries across the global have adjusted their higher education governance polices. New Managerailism(NM)have increasingly become a powerful voice in the contemporary governance reform. The core values of the NM include the emphasis of supervision mechanism,the adoption of remote control,the use of evaluation system and accountability measures,the introduction of market competition,and the improvement of efficiency and effectiveness. Entering the 21 st century,Japan began to deregulate bureaucratic control over higher education institutions and devolve more autonomy to them. Based NM Perspective,The paper analyzes the reform of Higher Educational Policy in Japan and puts forward some advices about the government's duties in the process of the reforms of governance policy in China's higher education system.
