Abstract:Due to the resources constraints, it is hardly for firms to acquire all the technologies they need just depending on their in-house research and development in today's highly competitive environment. Therefore, acquiring technologies by effective means becomes an important issue for firms as to technological management. Based on a sample of 213 private enterprises of Zhejiang province, which are divided into hi-tech private enterprises and traditional private enterprises according to technical abilities, this paper studies the characteristics deeply in choosing technical sources of the two groups respectively, as well as reveals the significant differences between them. The paper also proposes some suggestions to private enterprises, especially to traditional private enterprises, and to government in order to promote technological innovation of private enterprises

Abstract:The level of endogenous innovation capability is one of the key factors to determine the fate of a country's future. This paper analyzes the endogenous innovation efficiency of high-tech enterprises in Zhejiang Province considering the type of industry and ownership, using C-D production function model and regression analysis. It reveals that the overall output efficiency of R&D expenditure is higher than production efficiency of scientific research personnel in the high-tech enterprises in Zhejiang. At the end, the paper puts forward some proposals to solve the existing problems.

Abstract:This paper examines the regional science and technology innovation level, analyzes its macro influencing fac-tors, and empirically discusses the mechanism of government supports and high-tech industry’s own development in improving technology innovation efficiency. After controlling such factors as regional economic development level, trade openness, finan-cial development level and the industrial structure, the paper finds that government supports have significant negative effects on the regional technological innovation efficiency, while the development of the industry itself plays a significantly positive role.

Abstract:By a comparative analysis on the software industries in US, India, Japan, Israel, Ireland, and China, in combination with an empirical study on software industry in Hangzhou area, this paper discusses some essential issues in the development of China software industry. It is pointed out that China software industry are facing the problems of relative small scale and low productivity, therefore an important policy direction is promoting the clustering growth and economies of scale in China software industry. At the same time, China software industry should adopt the dual industry policy, i.e., focus in local market while export oriented. In this process, governmental authorities should not directly apply the experiences from manufacturing industry development to software industry. These experiences should be adjusted to suit the characteristics and requirements of software industry.

Abstract:High technology industry is a complicated, multiple information feedback and non-linear system. Its developing process includes the interaction of many factors from the interior and exterior of the system. The dynamics of high technology industry development (HTID) in the field is influenced by a series of factors. An investigation according to 20 experts and professors in America indicates that the most relevant factors in turn are: entrepreneurs; innovation culture; research-oriented university; favorable habitation and environment of working; venture capital; visionary venture capitalist; mobile labor; and well-done service agencies, etc. In China, however, these 8 factors are influenced by the behavior patterns of government that have a strong impact on institutional environment of HTID. Meanwhile, corporate R&D intensity makes a great impact on HTID because of low technological innovation capabilities of Chinese firms. It's necessary to think fully of the complicacy, non-linearity and dynamic of this system during the research on the policies of HTID. The motivation that drove the effort to study the dynamics of HTID is to analyze two issues: (1) How corporate R&D intensity, and the proportion between corporate internal R&D fee and technology import one have effect on HTID; (2) How the behavior patterns of government have influence on HTID. To analyze these issues, a formal model ---- HTID SD model was built. This paper presents the policy analysis of the model as follow: (1) How corporate R&D intensity has effect on HTID;(2) How the proportion between corporate internal R&D fee and technology import one has effect on HTID; (3) How the behavior patterns of government have influence on HTID.

Abstract:The Taiwanese government supports R&D activities for the advancement of domestic industrial technology. Every year, the government R&D budget subsidizes approximately a quarter of the R&D expenditure for industrial technology. In order to enhance technological competitiveness, the Ministry of Economic Affairs (MOEA), which is responsible for promoting the competitiveness of domestic industry, evaluates and provides strategies in its efforts to anticipate the current and future needs of the industry. In the past, the method of government support has been to entrust non-profit research institutes to perform R&D projects, and then distribute the results to industry for commercialization. Since 1996, as domestic industrial technology has advanced, MOEA has induced the private sector to participate more in R&D projects, both in terms of performance and funding. Because of this, industrial technology development has since shifted to the private sector. The government now only takes a supporting role.This paper has three main areas of interest; (1) a description of major industrial technology development mechanisms over the past two decades, (2) an examination of primary industrial technology development strategy, (3) a discussion of the direction of industrial technology development in Taiwan and the role of the government in policy formation.

Abstract:Tax incentives have positive effects on promoting high-tech industries.Since mid 1980s,China has formulated a series of tax preferential policies to encourage and promote the development of relevant high-tech industries in China.About one hundred China's tax preferential policy documents on high-tech industries ranging from 1987 to 2008 are selected first time and then frequency analysis and quantitative analysis on them are conducted from four dimensions,which are annual policy promulgation,subjects of preferential policies,categories of preferential taxes,and measures of tax preferential policies.These analyses reveal the general situation of China's tax preferential policies for high-tech industries and the development process,but at the same time,it is also found that China's tax preferential policies for high-tech industries have four-category problems in enhancing China's independent innovation capability.First,these policies display an obvious time-phase characteristic and an imbalance in annual frequency and density,and consequentially their continuity and stability need to be further improved;second,benefits of tax incentives are more focused on regions and are lack of industry orientation;third,categories of preferential taxes are primarily related to income tax and VAT tax in order to support the production inputs and the transformation of research findings by innovation enterprises,and therefore these preferential polices are lack of effective incentives towards the R&D process of enterprises;fourth,measures of tax incentives are mainly in the form of direct reduction of tax rate or amount,and less resort to indirect means,such as investment credits,accelerated depreciation,R&D costs deduction or tax credit,technology development fund extraction,etc.Comments and suggestions are proposed in here to address these problems.

Abstract:Based on DEA approach, this paper estimates R&D efficiency, technical efficiency and scale efficiency of Chinese high-tech industry. After that, this paper, using econometric approach, reviews the influence of market competition, R&D inputs,industrial development and government-oriented policy on all the above efficiencies. The empirical results show that most of the provinces run short of R&D efficiency in the high-tech industry, while there exist distinct differences among them. From the point of return of scale, most of the DMUs are degressive. Further, the main reasons for the non-efficiency of technique and scale are the redundance of R&D inputs and the disharmony with human capital, organization management and so on.

Abstract:Although the development of the high-tech industry is part of the national agenda of many countries, particularly transition economies, few studies have analysed innovation efficiency in countries with environments unfavourable to high-tech industry development. This study explores the relationships of government grants, private R&D funding and innovation efficiencies of the high-tech industry in China. We use a stochastic frontier analysis model to study the roles of government and market mechanisms in high-tech industry innovation from 1995 to 2008. Findings show that government grants do not crowd out private funding, but stimulate private R&D expenditure. Private R&D funding has positively influenced innovation in the Chinese high-tech industry, and efficiency potentials are widely under-exploited. Additionally, government grants are observed to negatively impact innovation by large firms in the Chinese high-tech industry. Furthermore, we reveal that human capital can promote the innovation performance of high-tech firms, excepting those of medium scale. The findings provide insightful perspectives on China's high-tech industry.

Abstract:The high-tech industry belongs to the core strategic national development category and is essential in promoting social future economic growth and scientific and technological progress. This paper constructs a theoretical framework for high-tech industry land misallocation based on the four-level institutional analysis method. The study selects Zhejiang Province of China as the research area. It uses the literature research method and multiple regression analysis methods to analyze the root causes and influence mechanism of land misallocation for the high-tech industry. The research shows that the land-use support policies for the high-tech industry can effectively alleviate the misallocation of land factors. In contrast, the government’s improper financial support measures and tax incentives increase the degree of land misallocation in the high-tech industry. The higher the R&D expenditure-to-income ratio and profitability, the lesser the land misallocation in the high-tech industry. Government behavior and enterprise behavior impact land misallocation in the high-tech industry, but government behavior has a major impact. Therefore, the government, enterprises, and the market should adopt an integrated strategy to reduce excessive government intervention in land resource allocation, allowing the market to play a decisive role in resource allocation, and stimulate the vitality of enterprise R&D and innovation. This study helps to reveal the deep motivation of land misallocation for high-tech industry and provides practical guidance for optimizing the high-tech industrial land allocation and promoting high-quality industrial development.
