Abstract:The author traces the policy vicissitude of foreign trade of agricultural products in China before and after WTO entry. The exterior environment for foreign trade of agricultural products in China is interpreted in terms of Hub and Spoke: various high subsidy policies supporting agriculture continue to be used by developed countries; various trade barrier measures supporting agriculture are adopted by them. Interior conditions for foreign trade of agricultural products in China are interpreted in terms of adverse selection: the phenomenon that agricultural products are in vicious competition of low prices is increasingly obvious; there exist limitations of a safeguard system of quality and safety for agricultural products. The international organizations which unscramble and elude government behaviors of unfair trade,and their detailed functions include: WTO and its fair competition principles,WTO decision-making mechanism and its justice; Fairtrade Labeling Organizations International (FLO) and its major mission,fairtrade labeling and its applicability towards agricultural products,and potential benefit of fair trade labeling and its obtaining qualifications.

Abstract:To increase agricultural production and secure the food supply for its 1.2 billion people, China selected a policy of far-reaching state intervention and the introduction of some market economic principles. For joining the WTO, China is committed to open its domestic markets, cautiously, to international competition. An initial step in doing this has been the reduction of import tariffs on primary agricultural products. This paper reports the results of cost analysis for six important commodities to test the international competitiveness of Chinese agriculture. The results suggest that opening markets reducing protection by joining the WTO will have multi-layered effects on the development in Chinese agriculture. In particular, China's WTO accession will have a braking effect on the production growth at least in the short term. To improve the competitiveness of Chinese agriculture, the government should eliminate the present system-induced disadvantages such as the delivery quota system and the farm structure through a further land reform. This could encourage regionalisation of Chinese agricultural production based on comparative cost advantages. Adoption of new agricultural technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity and improving the competitiveness of Chinese agriculture.

By establishing the tariff rate quota system for several sensitive commodities and reducing their import tariffs, China is prepared for joining the WTO to open its domestic agricultural market to international competition. This paper reports the results of cost and price analyses for six main commodities to test the international competitiveness of Chinese agriculture. It showed that Chinese crop production at present is not international competitive as a whole. The results suggest that opening markets by joining the WTO will have multi-layered impacts on the development in Chinese agriculture. Especially in the short term, China's WTO accession will have a braking effect on the crop production. To improve the competitiveness of agriculture, the study recommends that the Chinese government should eliminate the present system-induced disadvantages such as the delivery quota system and the farmland system. Moreover, a widespread use of new technologies through strengthening "green box"-measures is of critical importance for increasing agricultural productivity in China.
International Food Safety Standards: Catalysts for Increased Chinese Food Quality?

Abstract:During the last 10-15 years the question about food safety has increasingly been a topic of great concern nationally and internationally. Traditionally there has been a conflict of interest between the developed countries with higher food safety standards and the developing countries with lower food safety rules. As long as adequate international rules persist the view of standards as barriers should be replaced by the view of standards as catalysts for increased food quality. This article looks at the food safety issue in China, the largest developing country. The Chinese exports of food products have been confronted with trade restrictions because the products did not comply with the high food standards in the USA, the EU and Japan. These difficulties have contributed to a greater concern in China about the quality of the food products. In the last ten years a series of changes in the rules and in the administration have taken place. It is a complicated task because it touches the whole food chain. The article tries to cast light on these important questions. What have been the consequences of inadequate food safety regulations in China? What have been done until now to improve the food quality standards in China? What further initiatives should be taken to improve the situation in the future?

Abstract:Abstract. The main goal of the paper is to address the policy changes that accompany China's accession to the World Trade Organization (WTO) and evaluate the various impacts of the agreement. To do so, we review the contours of past policies and describe the nature of the promises it has made to the WTO. We show that China's WTO commitments are very much an extension of past policies. Second, we show that most impacts will be relatively minor and in most cases the positive effects will outweigh the negative ones. Various institutions will buffer producers from suffering too much.

Abstract:Since the mid-1990s,in international pork trade,the function of price has become increasingly weak while the quality and safety of the product have become the key elements influencing its competitiveness.Product quality and safety depend on the establishment of a sound control system and its operation efficiency.This article analyzes the safety system for Chinese pork and its deficiency in 4 aspects,i.e.the standard and regulation system,administrative system,disease-prevention and control system and pork inspection and security system.The paper points out that the gap between China and the developed countries exists in 3 major aspects: the authentication of disease-free districts from OIE,HACCP management and traceability system.The paper proceeds to analyze the underlying causes for the defects in China's management system and proposes some measures to improve the pork safety control system in China.

It is increasingly recognized that the import of goods and services entails an implicit transfer of environmental effects to the exporting country. Abstract:According to China’s recent experiences in agricultural trade disputes with the developed countries, China’s exports might be constrained by nontariff barriers. The significance of these barriers is assessed in regression analyses by using a gravity model of agricultural product trade to test the effect of the residue standards on China’s export of vegetables (Chlorpyrifos MRL) and aquatic products (Oxytetracycline MRL). The results show that food safety standards imposed by importing countries have a negative and statistically significant effect on China’s export of agricultural products. The trade effect of food safety standards is much larger than that of the import tariff.
Measuring the Effect of Food Safety Incidents on China's Food Export: A Case Study on Aquatic Products

Abstract:In 2007 there were a number of food safety incidents with Chinese exports that drew media attention worldwide. There were widespread calls for tightening of regulatory barriers or outright bans on imports of Chinese foods including aquatic products. On June 28, 2007, America FDA announced a broader import detain of all farm-raised catfish, basa, shrimp, dace, and eel from China for residues from drugs such as the antimicrobials nitrofuran, malachite green, gentian violet, and flouroquinolones that are not approved in the United States. The EU, Japan, and Korea immediately followed to take action accordingly. As a result, consumer's confidence in Chinese foods suffered a serious decline and subsequently exports fell. The paper takes aquatic products as an example to analyze and comment on the effect of food incidents on China's food export from three respects including the exporting growths, the exporting markets structure and the exported species of aquatic products. The main problems on the China's aquatic product safety will also be discussed in this paper. Fortunately, China reacted quickly to the aquatic products safety incidents in order to minimize financial losses and to restore its reputation. The Chinese government has endeavoured to improve aquatic product quality and safety, issuing a series of new regulations on controlling aquatic product quality and safety. The conclusion is that incentives to invest in aquatic products safety in the private sector and safety training of workers all along supply chains and in the inspection service remain the major public health challenges. No food safety system can be completely effective. Food safety incidents will inevitably occur for both products of domestic origin and for imports. The key to maintaining trust in the safety of food is a quick and transparent response. The efficient solution to correcting it requires cooperation between the Chinese government and importing country governments.

Abstract:Robust empirical assessments of the long-term cumulative global effects of free trade and economic globalization on the environment are limited. This account fills this gap by constructing a dynamic computable general equilibrium model to estimate the environmental effects of a milestone in the recent history of trade liberalization: China's 20-year World Trade Organization (WTO) accession. The modeling shows that China's accession could have resulted in an increase in the global cumulative greenhouse gases (GHGs), sulfur dioxide (SO2), and nitrogen oxide (NOx) emissions by roughly 14,000 Mt CO2-eq, 64 Mt, and 46 Mt, respectively. The global production scale effect contributed to most of these estimated increases. The regional total output composition effect also caused higher emissions. Meanwhile, the sectoral output composition effect helped reduce total emissions to a limited extent. Fortunately, a package of emission abatement measures led to a decrease in emission factors and a drop in the global cumulative emissions of GHGs, SO2, and NOx. The findings suggest that to enjoy the free trade and economic globalization benefits and minimize the induced emission increases, it is vitally important to systemically reduce emissions across the entire economy and nurture a low-carbon trade regime.

Abstract:China's accession to the WTO in 2001 completed the country's entry into the global economy. We investigate environmental implications of WTO-accession. There are several hypotheses in this area: The scale hypothesis says that production is scaled up and in turn, pollution increases. The technique hypothesis says that production methods become cleaner and pollution decreases. The composition hypothesis says that composition of industries changes and pollution reflects the new composition. We analyse the relative strength of the hypotheses by means of an environmental CGE-model, and in the case of air pollution find support for a composition effect in favour of clean industries. Thanks to the composition effect, emissions to air of greenhouse gases fall. Emissions of particles and SO2 also fall, but emissions of NOx and VOC rise. Since particle and SO2-emissions fall we estimate that public health improves.
China's Foreign Trade and Environmental Efficiency Since Its Entering the WTO:A Statistical Analysis of Panel Data from Chinese Provinces

Abstract:Since China joining the World Trade Organization(WTO),foreign trade has undergone a significant change in volume and structure.This facilitates the rapid development of national economy.Meanwhile,the environment efficiency also has a negligible impact.In this paper,we first utilize Super-SBM models to measure the environmental protection efficiency of various provinces of China mainland during the period 2001 to 2010.Then,it uses a quantile regression to analyze the influencing factor before and after accession to the WTO.At last,we adopts variable coefficients model with provinces panel data to test the spatial characteristic of foreign trade import and export's influence on environmental protection efficiency.The results show that since accession to the WTO,China's foreign trade in the provinces contributes to relatively low environmental protection efficiency at a certain extent,and the efficiency tend to descend slightly.The influence of foreign trade on environmental protection efficiency presents remarkable spatial heterogeneity in aspect of significance,direction,power and etc.,and some eastern provinces with a comparatively large amount of total trade are advanced at environmental protection.Finally,some policy proposals are given according to empirical results.

Abstract:With the continuous development of China's economy, foreign trade in the national economy has been increasing. In foreign trade, export trade accounted for a large proportion, but due to technical level, export product structure, trade surplus and other reasons, in recent years China’s export products frequently encountered technical barriers to trade (TBT) in developed countries. In the development of contemporary international economic and trade, TBT are playing an increasingly important role, its influence and role has been far beyond the general trade measures. In the world, especially the developed countries, on their own technical advantages, apply more and more targeted, flexible, extensive, covert and mandatory TBT as an important means of protecting their industries. TBT has become the main means and advanced forms of national trade protectionism. China's accession to the WTO faced dual challenges in breakthroughs in foreign technical barriers and the protection of the domestic market. Due to the concentration of China's export market, the weakness of export products and the fact that China has not yet established its own TBT system, early warning mechanism and other reasons, TBT impact on China is significant. According to statistics, nearly five years, 71% of China's export enterprises, 39% of the export products are foreign TBT restricted, and thus cost and risk losses of Chinese enterprises are increasing year by year. In 2005 and 2006, about 25.1% and 31.4% of China's export enterprises were aﬀected by foreign TBT, with total losses of US $ 28.8 billion and US $ 35.92 billion respectively. Agricultural products, electrical and mechanical, energy, mining, textile and other products are the main target products that developed countries implement TBT towards China. Therefore, our government and enterprises must take corresponding measures to resolve these unfavorable factors to ensure China's position and interests in international trade.

Trade and Water Pollution: Evidence from China

Abstract:China's economy has achieved significant success by integrating itself into the globalized production system over an extended period. However, it is crucial to address the environmental consequences that accompany rapid economic progress. The correlation between trade and environmental pollution is still controversial in the existing literature, with a lack of research specifically investigating this relationship using detailed data at the firm level. Based on the quasi-natural experiment of China's accession to the WTO, this study uses the DID method to evaluate the causal relationship between trade and the environment experimentally. It is found that trade liberalization significantly increases firms' industrial wastewater emissions, and the empirical results remain robust after parallel trend tests, placebo tests, and replacement variables. The mechanism of action suggests that trade expansion enhances corporate pollution emissions through two channels: attracting foreign investment into the country and intensifying energy consumption. A heterogeneity analysis reveals that the pollution-enhancing effect of trade expansion on enterprises is mainly concentrated in export-oriented enterprises, labor-intensive industries, and coastal regions. Additionally, further analysis shows that trade liberalization not only has local impacts but also spatial spillover effects on enterprise pollution. It is found that enhancing environmental governance and reducing corruption can effectively mitigate the adverse environmental consequences caused by trade liberalization.

Abstract:The main goal of the paper is to address the impact of the WTO on China's agricultural sector. To accomplish this goal we address two sets of issues. First, we seek to provide measures of the distortions in China's agricultural sector at a time prior to the nation's accession to WTO. This is accomplished by estimating the nominal rates of protection (NPRs) of the agricultural sector's major commodities using a new methodology to account for grain quality differences within China and between China and the world market. Second, we seek to assess how well integrated China's markets are in order to understand which areas of the country and which segments of the farming population will likely be isolated from, or affected by, the changes that WTO will bring. We find that NPRs differ among commodities. Some of China's agricultural commodities are well above and others are well below world market prices. We also find that if increased imports or exports affect China's domestic price at the border, its own domestic markets are mostly integrated so that price shifts in one area will affect prices in most of the rest of China. Our analysis finds, however, that a number of policy and structural factors limit the overall size of the shock.

Abstract:Based on systematic literature study and policy document analysis, this paper investigates the environmental pollution-induced food safety problem in China, including the impact of environmental pollution on food safety and the policy response of Chinese government since 1970's. The results show that, to different degrees, food safety of China is affected by large but inefficient chemical fertilizer and pesticides residue (although the consumption began to decline after around 2015), cropland heavy metal pollution (especially cadmium), water pollution, and high ozone concentration. The evolution of pollution-induced food safety policies of China can be divided into four stages, i.e., preparation stage (1974–1994), construction stage (1995–2005), elaboration stage (2006–2013), and intensification stage (2014–). Through the four stages, the increasingly stringent policy system has been featured by “from supply-safety balance to safety first,” “from multi-agency management to integrated management,” and “from ex post supervision to ex ante risk control.” To further prevent pollution and control food quality, more collaborations between the agricultural and environmental agencies and more specific policies should be anticipated.
