Abstract:From the viewpoint of economics, this paper analysed the benefit and behavior of office-bearer in the transition process from traditional government to e-government in China. The effective incentive mechanism for office-bearer should be designed in order to promote the e-government development. The game model for the problem was founded. The incentive mechanism under information symmetry, the fixed encouragement provided by government and information asymmetry was analyzed.

Abstract:ABSTRACTDrawing from conceptualizations of organizational learning and institutional complexity, we advance the understanding of how the coexistence of multiple institutional logics in a community influences firms’ learning. Viewing communities where firms and local governments coexist as clusters, our analysis of 354 firms in 39 township clusters in China shows that government logic negatively moderates the positive effect of community logic on organizational learning; however, social connections between the community and local governments mitigate this negative effect. Modeling the relationship between the two logics in this manner extends prior conceptualizations of interfirm learning as a process of isomorphic diffusion of social norms and advances understanding of the role of institutions in organizational learning. This study also offers new insights for theoretical conversations on the compatibility and incompatibility of multiple institutional logics by demonstrating when logic multiplicity leads to conflicts and when it maintains harmony.

Abstract:Our non-governmental institutions of higher learning are an organizational form that develops in the specific social background and in the social transitional period.The standardized administrative form of nongovernmental institutions of higher learning is basically characterized by decision-making by the board of directors and execution by the president.But behind the relatively harmonious and standardized administrative form,there emerge various kinds of combinations in interests because of the interest mechanism,reflecting the nature that non-governmental institutions of higher learning are controlled by interest groups.Their exterior manifestation is weak in public interests but strong in seeking for profits.Based on the analysis of legal texts and data collected in investigation,the paper proves a proposition,i.e.the characteristics that the behavioral administrative structure of Chinese non-governmental institutions of higher learning is controlled by interest is decided by the standardization of exterior systems(The organizational attribute of non-governmental institutions of higher learning is ambiguously defined by the law.) and unitary acquisition of resources(Depend mainly on tuitions).To reveal the administrative features of Chinese non-governmental institutions of higher learning and the general relationship of the influence of systems,environment and expenses over the administrative form of non-governmental institutions of higher learning,the paper,by employing the ideal comparative method,analyses and induces the form of controlling by exterior personnel in the administration of US private institutions of higher learning,the form of controlling by interior personnel in the administration of Japanese private institutions of higher learning and the form of controlling by interest groups in the administration of Chinese non-governmental institutions of higher learning.

Abstract:Using the model of concentric zones, the paper, to begin with, presents a comparative review on rural governance in China in different times, arguing that varied styles of governance can be distinguished in terms of the Second Layer in the State-Society structure. Furthmore, employing the Governance Flowchart, it analyzes the contemporary rural governance characterized by Governance Cahoots. On the basis of Rational Action Theory, an analysis framework of Purpose-Action is proposed to explain the cause of Governance Cahoots. Finally, the theory of Hierarchy-Corporation is developed in a deductive way and used to explore some phenomena of rural governance in China.

Abstract:There are a lot of factors effecting on space planning for public libraries. However, the most significant factors are the people amount to be served and the social economic development. For the service population, it could be divided into population registered and resident population from the view point of demography, and direct-serviced population and indirect-serviced population from the aspect of libraries. Among them, the last two factors effect directly on the library space planning. The traffic status and industrial economic structure are regarded as main social economic development factors. Different strategies should be adopted for the different social factors while library space planning.

Abstract:On the basis of causes,purposes as well as methods,mass disturbances can be classified into issue of social rights protection, issue of people's venting their anger upon society and issue of network public opinion,with varied characteristics.There are many deep factors accounting for mass disturbances,for example:people's interest losses,dissatisfaction with the government,a popular climate famous for bureaucracy,reduction of public trust,lack of public negotiating ability;the unfair jurisdiction,resulting in the disrepute of laws;the awareness of public democracy and the consciousness of right.When the government replies to mass disturbances,first of all,it should correctly understand them,then actively cope with it.
