Abstract:In the context of post-modern philosophy,there appeared different forms of predicament in the traditional administrative mode that was based on the bureaucracy theory and the later substitution modes of institutionalism,constitutionalism and communitarianism.In the 1990s',based on the perspective of post modern society,some scholars suggested the traditional administration mode should be replaced with words language theories in public policy.There exist internal logical relationship between the words language democracy in the context of post-modern philosophy and the public administrative spirit.From the perspective of the words language democracy,we see the great significance of citizen consciousness,public benefits and virtue in reshaping public administrative spirit.Introducing the words language democracy theories and thus initiating dialogue positive citizen participative consciousness and public spirit can promote reciprocal interaction of our government and citizen,political country and civil society in the process of public management,also will promote the universal formation of public administrative spirit and the realization of good governance in our country.
