Abstract:This paper expounds several viewpoints on public management theory innovation from different perspectives.Chen Zhengmin proposed to put emphasis on innovation of government administration and reform.He pointed out that foreign administration theory and practice have been changed deeply and different administration and reform theoretic modes have formed.However,many problems in our country's government administration and reform are urgent to be solved.Especially,with the graduate maturity of our country's economy and market mechanism,the social stratum,structure,running ways and concepts have changed deeply,which ask for establishing a new public management system in adapt to needs of the economy development and society reform.Zhang Chengfu presented that the academic research on the public administration and management should focus on big problems or core question.The big problems in public administration are: the roles of citizens;the public benefit orientation;the public actions;the interaction among multi-roles;the public responsibility,etc.In public administration academic research and theory innovation,researches can be carried out by comparing different country's characteristics under the background of our country's system and practical status.Zhou Zhiren pointed several key points on public research methods and theory form: orientation of research problems;writing of research review;confirmation of research scope;and observing and combining practice to prevent the academic research from going to extremes.
