Abstract:The purpose of this paper is to optimize the regional allocation of construction land quotas in general land use planning.Methods employed include comparative analysis,multi-factor comprehensive analysis and principal component analysis.It is concluded:(1) the paper brings forward the way of how to achieve the dynamic regional allocation of construction land quotas in general land use planning;(2) based on timely monitoring and evaluating the comprehensive benefit of land use and dynamically adjusting construction land quotas,rationality of regional allocation of construction land quotas can be enhanced,which is further helpful to four aspects,i.e.,comparative advantage exertion of land use,efficiency increase of regional allocation for land resources,encouragement of local governments for high-efficient utilization of land resources,and realization of welfare maximization of regional land use.

Abstract:Land resource is one of the irreplaceable resources that human beings rely on. It is not only the main component of our environment, but also the carrier of other natural and social resources. Based on an overview of the worldwide research background for optimization of land use structure, the authors analyze the logistic framework of the optimal procedure and compare various kinds of relevant models. As a result, advantages and limitations in applications of the models are revealed. Meanwhile,significance of multi-objective optimal model in land use structure optimization application and scarce of land use spatial structure optimization are indicated.

Abstract:Based on the principle of nonlinear multi-objective programming,a model for optimal allocation of regional water resources with multi-sources and multi-consumers was developed.A new nonlinear integrated objective function was introduced in the model,which synthetically takes economic benefit,cost of water usage and water resource's equilibrium distribution into account.With the restriction of water demand and supply,the objective function optimal value was calculated by sequential quadratic programming.The model was applied to water resource allocation in Cixi City,and the optimal schemes for the distribution of high quality water resources under three assurance rates of water supply in three plan years were obtained.The results indicate that the schemes can increase obviously the economic benefit and provide a scientific decision for future water allocation. This model can flexibly set parameters and is available for the allocation of water resource in regions with short supply of water.

As far as concerned, with the continuous progress of society, the extensive form of land use not only caused massive waste of land resource, but also resulted in overexpansion of urban and further induced some other problems, such as serve land loss, ecological destruction and so on. Thus, it is feasible to make optimal allocation of land use planning by multiagent mode and pay more attention to the application point, which are aim to save the land resource maximally and realize the beneficial cyclic use of land.

Abstract:The traditional land use optimizing allocation model can't flexibly response to the changing optimizing requirements under the realities ,and can't achieve the optimization of land use in spatial layout .This paper abstracts modeling based on the common optimizing targets ,and establishes an extensible multi-objective system combining with the ant colony algorithm .Finally ,a land use optimizing allocation model based on extensible multi-objective ant colony algorithm is constructed ,making the land use optimizing allocation more flexible under the direction of different multi-objective systems ,realizing the unification of land use optimizing allocation in structure and spatial layout ,and providing a more practical reference for land use planning .The Xiaoshan district of Hangzhou is an area of good economic ,social and ecological environment ,which makes it a good choice of our study area to verify the model .The experimental results show that the model can reasonably allocate the land use layout of the study area under the guidance of multi-objective system ,promote the sustainable development of regional land use ,and give different optimization schemes for different multi-objective systems .
A Critical Review On Land-Use Annual Planning Policy In China Based On Behavior Psychology

Abstract:With the development of socio-economy and growth of population, the contradiction between people and land becomes more and more prominent. In order to ease the tense man-land relationship and achieve the permanently sustainable use of land resources, the governments put forward the policy of general land-use planning. General land-use planning is a long-term strategic plan, through implementing the land-use annual planning to achieve an intended planning objective. However, in practice, it didn't achieve the objective as expected. This paper analyzes the reasons of policy failure, based on the perspective of behavior psychology. And the result shows that: in the process of quota allocation, GDP takes high weight, this results in the "Matthew Effect" in regional development; according to the quota management rules, that unused annual quota would be invalid after the time of expiration, this became a drive for the local governments to apply for new projects near the deadline all together, as a result, many projects were launched in hurry and even some of them were fake projects; in the process of the assessment of land supply rate, the high standard led to the land supply inefficient in common. It was discovered that under the current institution of land-use annual planning, it is rational and effective for the local governments to react in such a way described above. Finally, the paper will propose some suggestions to improve the management of land-use annual planning, including: abolish the land-use annual planning, and instead, establish project repositories by the Department of Land Resources at provincial level, and the locals' priorities for quotas are determined by projects' emergency and importance; as the land-use annual planning quotas is strictly reserved, quotas allocation can be issued for 5 years as a cycle which is equal to government official's tenure, in this system, quotas would be allowed to be carried back or used in advance during the cycle, and the quotas used in advance should be in a certain ratio range and quotas land within the urban growth boundary. Meanwhile, allow quota transaction market to take comparative advantage of different regions. Moreover, in cultivated land protection, the government should intensify the assessment on the quality of replenished cultivated land, and guide the local government to occupy cultivated land in low quality, instead of high quality.

Abstract:Based on the optimum distribution principle of economics,this paper proposed the concept of regional allocation efficiency of construction land and its evaluative model according to the feature of construction land use.Then,a positive evaluation on regional allocation efficiency of construction land in mainland China,from 1997 to 2006,was carried out.The results showed that regional allocation efficiency of construction land refers to the overall efficiency of each construction land used in different areas,and it can be measured by the difference of marginal output of construction land used in different areas.The positive results of mainland China also showed that the regional allocation efficiency of construction land fluctuated in the past 10 years.It is highly effective to increase the marginal output of areas with lower land use efficiency,and allocate more construction land to the areas with higher efficiency.

Abstract:As one of the core research aspect in Land use and land cover change, the optimal allocation of land use is soon becoming the key measure for sustainable land utilization. In this paper, we designed a method that could implement the multiobjective optimization model for sustainable land use in space automatically, thus we could obtain spatial optimal allocation. Yangshan Town was taken as the research district. First of all, analyzed land use structure which used to build a Digital Elevation Model in GIS technique, extracted land use pattern, aspect, slope from it, land suitability evaluation was calculated by altitude, soil quality and other eco-factors. Subsequently the research area was divided into four parts namely optimizing development zone, major development zone, limited development zone, and prohibited development zone based on their suitability. Thirdly, in accordance with the base map, adopted the depth-first search strategy to implement the structure optimal allocation in graphs with land suitability evaluation as threshold. The result showed that: (1) this method proposed a simple way that used quantity optimal outcomes to allocate in space, it could reduce the complexity in building a land use spatial optimization model, if dynamic elements such as timing, human behavior, etc. were less important risk factors while we took into account. (2) For considering the connection of graph, it could efficiently solve fragmentation compared with nothing but land suitability evaluation. (3) It could provide a convenient and precise approach for government land use planning.

Abstract:The purpose of this paper is to measure the performance of urban land use and its coordination degree in Zhejiang Province,and discuss the mechanism of formation of its spatial pattern.Methods of AHP and spatial correlation analysis were employed.The results indicate that,(1)a4Eappraisal framework regards urban land use performance,i.e.,Economic,Effectiveness,Efficiency and Equity was established;(2) the performances of economy and efficiency show strong spatial agglomeration characteristics,and spatial distribution performances of effectiveness and equity are relatively dispersed;(3)spatial clustering of land use performance can be classified into four kinds of club convergence.The clubs converged in terms of the highest or the lowest performances are distributed broadly and showing the significant stableness;(4)interior coordination degree of performance shows a trend that the level of the overall region is driven by the region of the highest value,however,the coordination degree does not have pure positive relation with the economic level.It is concluded that the performances of economy and efficiency are mainly influenced by scale effect,industrialization process and regional innovation ability of the city.Efficiency performance is mainly corresponding to the phase of the urban development.The main mechanisms that lead to theclub convergenceare due to the spillover effects,such as industrial structure reallocation and readjustment,demand driving,and learning from surroundings.The spatial re-distribution and optimization of urban land that is attributed to the industrial structure adjustment can strikingly improve the coordination of performances.

Abstract:The patterns of territorial spatial development determine the dynamic carbon balance in regional terrestrial ecosystems. In the context of global "carbon neutrality" and China's new urbanization transformation, it is urgent to establish development patterns that enhance terrestrial ecosystems' carbon sink capacity. To this end, the study establishes a systematic cognitive framework for the carbon balance effects of land use under urbanization. It proposes a "direct-indirect-potential" typology for the impact of urbanization-induced land use changes on terrestrial ecosystems' carbon cycling. To achieve the goal of carbon sequestration and increase in terrestrial ecosystems, the study explores the inherent logic of low-carbon optimization in territorial spatial layout. It also deconstructs the governance dimensions of low-carbon optimization in territorial spatial layout concerning "quantity, spatial layout, and spatial utilization". Finally, the study proposes policy instruments and improvement suggestions for supporting low-carbon adjustments in territorial spatial layout. In conclusion, the study's first contribution is the enhancement of low-carbon thinking in territorial spatial development and utilization. Secondly, it broadens the research path for low-carbon optimization in territorial space. The study highlights the positive role of territorial spatial layout optimization and governance in achieving regional "carbon neutrality" goals.

Abstract:Aiming at the existing issues of the shortage,unreasonable utilization and incomplete allocation theories of water resources,an intelligent method of regional water resources allocation is investigated on the basis of datadriven approach in order to improve the rationality of utilizing regional water resources and provide technical support for the planning and management of the regional water resources. Firstly,a framework,made up of the decisionmaking model,scheme evaluation model and plan base of the water resources allocation,is presented. The evaluation model is structured with the evaluation index system of the water resources allocation based on analytic hierarchy process and the fuzzy evaluation method. On one hand,it preliminarily examines the allocation scheme from the decision-making model or after adjustment; on the other hand,it provides allocation plans to the base as the decision-making modelu0027s training samples. The decision-making model is built on the basis of artificial neural network being trained according to the plan base,which is used to provide an initial allocation scheme. The effectiveness of the framework is verified using the relevant data of 2010 from Jiaxing city. The results indicate that the intelligent allocation framework of the regional water resources based on data-driven approach can generate the appropriate allocation schemes of the water resources based on two strategies of using water in Jiaxing city,i. e.harmoniously developing and considering both regional and overall water development with a constant amount of water resources. And as an effective support tool for the planning and management of the regional water resources,the scheme is of self-adaptation,fault-tolerance and intelligence.

Abstract:Properly managing the relationship between food security, ecological protection, and urbanization, and coordinating the trade-offs among these three factors for land demand are extremely important for environmental management and sustainable development. In this study, we attempt to analyze the state of land use trade-offs from a dynamic perspective in terms of both potential and efficiency. We have innovatively proposed a new land use trade-off analysis framework integrating the Estimation System for Land Productivity (ESLP) model, machine learning algorithms, ecosystem service value assessment, and spatial analysis method. By applying the framework, the potential and efficiency of the three land use functions of urban development, ecological protection, and agricultural production on the Huang-Huai-Hai (HHH) Plain were comprehensively estimated, and the trade-off relationship between the three land use functions was identified. The results showed a prominent conflict between urban development and agricultural production (around 8%) on the HHH Plain, especially in the Beijing–Tianjin–Hebei urban agglomeration and the southern Jiangsu urban agglomeration. In the mountainous areas, such as northern Hebei and central Shandong, there was an obvious trade-off between ecological land and agriculture land. Most cities had a trade-off between ecological land and urban land (approximately 6% of the study area), but it was relatively more relaxed in comparison. Finally, we found that on the HHH Plain, where land resources are fiercely competitive, spatial planning and land resource control depend not only on the suitability or potential of the land unit, but also on whether the efficiency of land use has reached an appropriate range. The smart way to use land resources is to scientifically trade-off different land use functions and improve the efficiency of land use to achieve maximum benefit.

Abstract:There maybe exists inner relation mechanism between regional integration and land use structure .In order to coordinate the multiple goal conflict of regional integration and improve the effi‐ciency of land resources allocation ,land use structure optimization of regional integration with multi‐ple constraints based on grey majorized model was proposed in this paper ,which considered four goals including city development ,city system and city social demand and city ecological environment re‐quirements .Then the optimal scheme of land use structure optimization was selected by gray relation model in this paper .Finally ,the proposed optimal land use structure model with multiple constrain was applied to optimizing land use structure of Guangxi Beibu Gulf Economic Zone .The results showed that a preference for economic benefit or ecological benefits can't maximize the overall benefits of land use structure optimization .However ,Scheme 3 of social scenario ,which has reasonable land utilization efficiency ,and which can balance the interests of all parties in handling the interests of the development of regional integration ,has realized the maximization of economic benefit .The proposed model in this paper could provide powerful basis for general planning of land use or regional ecological planning .

Abstract:Effective allocation of transportation resources is considered essential for achieving sustainable development. However, there is a notable lack of comprehensive approaches for optimally allocating transportation land at the regional level. This study builds upon resource allocation theory, incorporating concepts of regional integration and sustainable development, to develop a comprehensive framework for this purpose. Selecting the Yangtze River Economic Belt (YREB) as a case study, the study examines transportation land allocation by comprehensively assessing the degree of dependence, dominant type, network connectivity and coordination of urban transportation, and maps the transportation land allocation decisions in the YREB. The main findings of this study indicate that there are significant variations in transportation land allocation strategies across different stages of development. Cities with less developed transportation systems tend to prioritize land supply, but often require a single type of transportation land with lesser area. In contrast, cities with well-developed transportation systems show a lower priority in land supply but diversified need in transportation land types and larger areas. This study offers both theoretical and empirical foundations to assist policymakers in formulating more sustainable strategies to regional transportation land allocation.

Abstract:Smart growth concepts are useful for addressing problems related to China's rapid urbanization.One important component of implementing smart growth is the optimization of land use.This paper analyzes regional land use structure based on principles of smart growth,and identifies ways to accelerate the optimal use of land resources.First,this study defines optimal regional land use structure and proposes a system for evaluating land use in terms of smart growth.We built a model using gray multi-objective and dynamic programming to optimize regional land use structure,which identifies several options for optimization programs.We then used a combination of gray correlation analysis and principal components projection to select a final plan for land use optimization.Yixing in Jiangsu Province is used as a case study to demonstrate the optimal regional land use structure.The results show the usefulness of our model and analysis for addressing regional land use based on principles of smart growth.Policymakers can select an appropriate plan and control land use structure in time and space,and the use of gray correlation analysis and principal components projection to compare programs ensures that the plan is scientific and rational.Yixing's land use structure optimization program for 2010 is compared with the existing plan from 2004.The final plan incorporates considerations of smart growth,food security,demand for residential and industrial land,and transportation needs,as well as a balance between water conservation and regional economic development.

Abstract:People explosion and fast economic growth are bringing a more serious land resource shortage crisis. Rational land-use allocation can effectively reduce this burden. Existing land-use allocation models may deal with a lot of challenges of land-use planning. This study proposed a hybrid quantitative and spatial optimization land-use allocation model that could enrich the land-use allocation method system. This model has three advantages compared to former methods: (1) this model can simultaneously solve the quantitative land area optimization problem and spatial allocation problem, which are the two core aspects of land-use allocation; (2) the land suitability assessment method considers various geographical, economic and environmental factors which are essential to land-use allocation; (3) this model used an interval stochastic fuzzy programming land-use allocation model to solve the quantitative land area optimization problem. This model not only considers three uncertainties in the natural system but also involves various economic, social, ecological and environmental constraints—most of which are specifically put into the optimization process. The proposed model has been applied to a real case study in Liannan county, Guangdong province, China. The results could help land managers and decision makers to conduct sound land-use planning/policy and could help scientists understand the inner contradiction among economic development, environmental protection, and land use.
