Abstract:Public possession of fully symmetrical information is only a relative and ideal state, and asymmetry of information is widespread. This is truer with a public that has experienced the sufferings of SARS. The public ability of discrimination and the mutual response between government and the public seem extremely important. Moreover, only with more rationality can both government and the public avoid reverse choices and ethic risks under asymmetrical information situations.
