Abstract:In the process of urbanization construction,the insurance rate of migrant workers’ social security is low in Heilongjiang Province,and it is so difficult to construct the social security of migrant workers. From the national policy level,structural system exclusion is the bottleneck of migrant workers urbanization construction. From the concrete construction level,the current social security lacks of continuity in Heilongjiang province,and it is difficult to transfer and continue the social insurance; It exists contradiction between the low income of migrant workers and the high investment of social security; There is poor execution of our current social security system,and it is difficult to maintain social security rights and interests of migrant workers. Thus,social security construction of migrant workers in Heilongjiang province should fit with the migrant workers’ urbanization. Government departments should make a reasonable position for migrant workers’ social security,choose an optimization mode and projects,establish transferring cohesion of social security,and create the favorable running environment. All of these are the effective ways to get rid of the social security barriers of migrant workers in the process of urbanization of Heilongjiang province.
