Abstract:Hype over novel quantum technologies has prompted discussion on the likely societal impacts of the sector. Calls to ensure the responsible development of quantum technologies are complicated by a lack of concrete case studies or real-world examples of irresponsible quantum. At this stage, responsible quantum faces a situation reminiscent of the Collingridge dilemma. In this dilemma, the moment in which discussion on societal risks and benefits can be most impactful is also the time where the least information is available. The flipside of this challenge is an opportunity to build processes for examining the public good of quantum before the trajectory (and potential problems) of the sector become locked in. Recent work in this space has argued that quantum researchers and innovators must work with society to address uncertainties and concerns. By engaging quantum stakeholders and understanding their perspectives on responsibility, this paper seeks to support this proposition and enable further dialogue on responsible development and use of quantum technologies.

Is everything quantum spooky and weird? An exploration of popular communication about quantum science and technology in TEDx talks

Abstract:Researchers point to four potential issues related to the popularisation of quantum science and technology. These include a lack of explaining underlying quantum concepts of quantum 2.0 technology, framing quantum science and technology as spooky and enigmatic, framing quantum technology narrowly in terms of public good and having a strong focus on quantum computing. To date, no research has yet assessed whether these potential issues are actually present in popular communication about quantum science. In this content analysis, we have examined the presence of these potential issues in 501 TEDx talks with quantum science and technology content. Results show that while most experts (70%) explained at least one underlying quantum concept (superposition, entanglement or contextuality) of quantum 2.0 technology, only 28% of the non-experts did so. Secondly, the spooky/enigmatic frame was present in about a quarter of the talks. Thirdly, a narrow public good frame was found, predominantly by highlighting the benefits of quantum science and technology (found in over 6 times more talks than risks). Finally, the main focus was on quantum computing at the expense of other quantum technologies. In conclusion, the proposed frames are indeed found in TEDx talks, there is indeed a focus on quantum computing, but at least experts explain underlying quantum concepts often.

Abstract:Quantum technology is expected to have an impact on society. Scientists warn against the use of certain frames because they may create barriers to effective science communication. We studied 385 Dutch newspaper articles for the use of these frames. Newspapers commonly explained quantum concepts when mentioning quantum technology. They also regularly framed quantum technology as beneficial and enigmatic, often in prominent positions of the articles. The economic development/competitiveness frame, the social progress frame and the risk frame were less common. Although these frames are only potential barriers, we encourage journalists to weigh them when communicating about quantum technology.

The effect of frames on engagement with quantum technology

Abstract:Quantum technology is predicted to have a significant impact on society once it matures. This study (n = 637 adults representative of the Dutch population) examined the effect of different frames on engagement - specifically, information seeking, internal efficacy, general interest and perceived knowledge - with quantum technology. The different frames were: enigmatic, explaining quantum physics, benefit, risk and balanced. Results indicated that framing quantum as enigmatic does not affect engagement, while explaining quantum physics positively influences general interest. Furthermore, emphasising a benefit of quantum technology increases participants' internal efficacy, whereas highlighting both a benefit and a risk of quantum technology decreases perceived knowledge. Based on these findings, we offer practical advice for science communicators in the field and suggest further research.

Abstract:Quantum communication technologies are on the verge of a technological development that will change humanity. This paper aims to show the need for quantum technology knowledge outreach among the general public and the necessity of quantum science reaching people in an understandable language. Drawing on global scholarly sources, we explore the differences between classical and quantum physics, classical and quantum computing, and the conventional Internet versus the quantum Internet. Examples from different fields show the need for education and the popularization of quantum technologies. A number of effective methods for teaching youngsters are described, such as infographics, comics, interactive events, storytelling, and personal experiences. This research is based on worldwide scientific sources and an experimental approach, aiming to contribute to a wider understanding of quantum communication technologies based on the contemporary need for their outreach.

Abstract:Quantum computing promises to help humanity solve problems that would otherwise be intractable on classical computers. Unlike today's machines, quantum computers use a novel computing process that leverages the foundational quantum mechanical laws of nature. This unlocks unparalleled compute power for certain applications and promises to help solve some of our generation's gravest challenges, including the climate crisis, food insecurity, and widespread disease. No one entity will be able to realize this end state alone. Developing a fault-tolerant quantum supercomputer and a vibrant ecosystem around it will require deep partnerships between industry, governments, and academia. It will also require collective action to enable and promote positive applications of quantum computing and ensure that the safe and responsible use of the technology is at the center of its development and deployment. Achieving these objectives will require focusing on three priorities:

Abstract:Quantum communication is built on a set of disruptive concepts and technologies. It is driven by fascinating physics and by promising applications. It requires a new mix of competencies, from telecom engineering to theoretical physics, from theoretical computer science to mechanical and electronic engineering. First applications have already found their way to niche markets and university labs are working on futuristic quantum networks, but most of the surprises are still ahead of us. Quantum communication, and more generally quantum information science and technologies, are here to stay and will have a profound impact on the XXI century.

An integrated view of Quantum Technology? Mapping Media, Business, and Policy Narratives

Abstract:Narratives play a vital role in shaping public perceptions and policy on emerging technologies like quantum technology (QT). However, little is known about the construction and variation of QT narratives across societal domains. This study examines how QT is presented in business, media, and government texts using thematic narrative analysis. Our research design utilizes an extensive dataset of 36 government documents, 165 business reports, and 2,331 media articles published over 20 years. We employ a computational social science approach, combining BERTopic modeling with qualitative assessment to extract themes and narratives. The findings show that public discourse on QT reflects prevailing social and political agendas, focusing on technical and commercial potential, global conflicts, national strategies, and social issues. Media articles provide the most balanced coverage, while business and government discourses often overlook societal implications. We discuss the ramifications for integrating QT into society and the need for wellinformed public discourse.

Abstract:Quantum technologies can be presented to the public with or without introducing a strange trait of quantum theory responsible for their non-classical efficiency. Traditionally the message was centered on the superposition principle, while entanglement and properties such as contextuality have been gaining ground recently. A less theoretical approach is focused on simple protocols that enable technological applications. It results in a pragmatic narrative built with the help of the resource paradigm and principle-based reconstructions. I discuss the advantages and weaknesses of these methods. To illustrate the importance of new metaphors beyond the Schrödinger cat, I briefly describe a non-mathematical narrative about entanglement that conveys an idea of some of its unusual properties. If quantum technologists are to succeed in building trust in their work, they ought to provoke an aesthetic perception in the public commensurable with the mathematical beauty of quantum theory experienced by the physicist. The power of the narrative method lies in its capacity to do so.

Abstract:Atomic, molecular, and optical (AMO) physics has been at the forefront of the development of quantum science while laying the foundation for modern technology. With the growing capabilities of quantum control of many atoms for engineered many-body states and quantum entanglement, a key question emerges: what critical impact will the second quantum revolution with ubiquitous applications of entanglement bring to bear on fundamental physics? In this Essay, we argue that a compelling long-term vision for fundamental physics and novel applications is to harness the rapid development of quantum information science to define and advance the frontiers of measurement physics, with strong potential for fundamental discoveries. As quantum technologies, such as fault-tolerant quantum computing and entangled quantum sensor networks, become much more advanced than today's realization, we wonder what doors of basic science can these tools unlock. We anticipate that some of the most intriguing and challenging problems, such as quantum aspects of gravity, fundamental symmetries, or new physics beyond the minimal standard model, will be tackled at the emerging quantum measurement frontier. "Keep the fight unfair": Military rhetoric in quantum technology

Abstract:Doing quantum ethics properly will require detailed socio-political analysis of the technologies and the organizations trying to build them. In this paper, I contribute to this task by analysing the public rhetoric of American military stakeholders in the quantum industry. I look at Air Force Research Laboratory involvement in the 2020 Quantum 2 Business conference, where they were the main sponsor. A critical thematic analysis shows a focus on enacting the violence of war, maintaining narratives that the Air Force provides a secure future for Americans, and marrying quantum technology with the aesthetics of war. I contextualize this with anti-imperialist theory, arguing that this rhetoric and the desire for quantum arms aligns with the reproduction of existing violent power structures. Insights about this example of military involvement in quantum spaces should help orient nascent critical quantum ethics interventions.

Abstract:The expected societal impact of quantum technologies (QT) urges us to proceed and innovate responsibly. This article proposes a conceptual framework for Responsible QT that seeks to integrate considerations about ethical, legal, social, and policy implications (ELSPI) into quantum R&D, while responding to the Responsible Research and Innovation dimensions of anticipation, inclusion, reflection and responsiveness. After examining what makes QT unique, we argue that quantum innovation should be guided by a methodological framework for Responsible QT, aimed at jointly safeguarding against risks by proactively addressing them, engaging stakeholders in the innovation process, and continue advancing QT (SEA). We further suggest operationalizing the SEA-framework by establishing quantum-specific guiding principles. The impact of quantum computing on information security is used as a case study to illustrate (1) the need for a framework that guides Responsible QT, and (2) the usefulness of the SEA-framework for QT generally. Additionally, we examine how our proposed SEA-framework for responsible innovation can inform the emergent regulatory landscape affecting QT, and provide an outlook of how regulatory interventions for QT as base-layer technology could be designed, contextualized, and tailored to their exceptional nature in order to reduce the risk of unintended counterproductive effects of policy interventions. Laying the groundwork for a responsible quantum ecosystem, the research community and other stakeholders are called upon to further develop the recommended guiding principles, and discuss their operationalization into best practices and real-world applications. Our proposed framework should be considered a starting point for these much needed, highly interdisciplinary efforts.

Abstract:We are in the midst of quantum hype with some excessive claims of quantum computing potential, many vendors' and even some research organizations' exaggerations, and a funding frenzy for very low technology readiness level startups. Governments are contributing to this hype with their large quantum initiatives and their technology sovereignty aspirations. Technology hypes are not bad per se since they create emulation, drive innovations and also contribute to attracting new talents. It works as scientists and vendors deliver progress and innovation on a continuous basis after a so-called peak of expectations. It fails with exaggerated overpromises and underdeliveries that last too long. It could cut short research and innovation funding, creating some sort of quantum winter. After looking at the shape and form of technology and science hypes and driving some lessons from past hypes, we investigate the current quantum hype and its specifics. We find that, although there is some significant uncertainty on the potential to create real scalable quantum computers, the scientific and vendor fields are relatively sane and solid compared to other technology hypes. The vendors hype has some profound and disruptive impact on the organization of fundamental research. Also, quantum technologies comprise other fields like quantum telecommunications and quantum sensing with a higher technology readiness level, which are less prone to hype. We then make some proposals to mitigate the potential negative effects of the current quantum hype including recommendations on scientific communication to strengthen the trust in quantum science, vendor behavior improvements, benchmarking methodologies, public education and putting in place a responsible research and innovation approach.

Abstract:In this paper we provide an intuitive-level discussion of the challenges and opportunities offered by quantum-based methods for supporting secure communications, e.g., over a network. The goal is to distill down to the most fundamental issues and concepts in order to provide a clear foundation for assessing the potential value of quantum-based technologies relative to classical alternatives. It is hoped that this form of exposition can provide greater clarity of perspective than is typically offered by mathematically-focused treatments of the topic. It is also hoped that this clarity extends to more general applications of quantum information science such as quantum computing and quantum sensing.

Abstract:Quantum information is a rapidly-growing interdisciplinary field at the intersection of information science, computer science, mathematics, philosophy, and quantum science, working at the core of our quantum technologies. Regardless of its scientific success, quantum information is not exempt from the intrinsic features that come from the fact that scientists are humans and members of society: both the good and the bad of our social practices leak into the scientific activity. In our scientific community, diversity and equal opportunity problems are particularly difficult to observe due to social, economic, or cultural barriers, often remaining invisible. How can our lack of awareness negatively influence the progress of science in the long term? How can our community grow into a better version of itself? This article reflects on how research events - such as conferences - can contribute to a shift in our culture. This reflection draws on what we learn from Q-Turn: an initiative triggered by postdoctoral researchers to discuss these questions. One of Q-turn's main missions is to foster an inclusive community and highlight outstanding research that may be under-appreciated in other high-impact venues due to systemic biases. As well as a scientific program, Q-turn features talks and discussions on issues that affect the quantum information community, ranging from diversity and inclusion, health and mental health, to workers' rights. In this perspective article, we will consider Q-Turn as an example of how a research community can work to tackle systematic biases, review the successes, and identify further points for development.

Abstract:While its applications have made quantum theory arguably the most successful theory in physics, its interpretation continues to be the subject of lively debate within the community of physicists and philosophers concerned with conceptual foundations. This situation poses a problem for a pragmatist for whom meaning derives from use. While disputes about how to use quantum theory have arisen from time to time, they have typically been quickly resolved, and consensus reached, within the relevant scientific sub-community. Yet rival accounts of the meaning of quantum theory continue to proliferate . In this article I offer a diagnosis of this situation and outline a pragmatist solution to the problem it poses, leaving further details for subsequent articles.

Abstract:As quantum technologies (QT) advance, their potential impact on and relation with society has been developing into an important issue for exploration. In this paper, we investigate the topic of democratization in the context of QT, particularly quantum computing. The paper contains three main sections. First, we briefly introduce different theories of democracy (participatory, representative, and deliberative) and how the concept of democratization can be formulated with respect to whether democracy is taken as an intrinsic or instrumental value. Second, we give an overview of how the concept of democratization is used in the QT field. Democratization is mainly adopted by companies working on quantum computing and used in a very narrow understanding of the concept. Third, we explore various narratives and counter-narratives concerning democratization in QT. Finally, we explore the general efforts of democratization in QT such as different forms of access, formation of grassroot communities and special interest groups, the emerging culture of manifesto writing, and how these can be located within the different theories of democracy. In conclusion, we argue that although the ongoing efforts in the democratization of QT are necessary steps towards the democratization of this set of emerging technologies, they should not be accepted as sufficient to argue that QT is a democratized field. We argue that more reflexivity and responsiveness regarding the narratives and actions adopted by the actors in the QT field, and making the underlying assumptions of ongoing efforts on democratization of QT explicit, can result in a better technology for society.
