Abstract:This article reviews and assesses the outcome of the 21st Conference of the Parties (COP‐21) to the United Nations Framework Convention on Climate Change (UNFCCC), held in Paris in December 2015. It argues that the Paris Agreement breaks new ground in international climate policy, by acknowledging the primacy of domestic politics in climate change and allowing countries to set their own level of ambition for climate change mitigation. It creates a framework for making voluntary pledges that can be compared and reviewed internationally, in the hope that global ambition can be increased through a process of ‘naming and shaming’. By sidestepping distributional conflicts, the Paris Agreement manages to remove one of the biggest barriers to international climate cooperation. It recognizes that none of the major powers can be forced into drastic emissions cuts. However, instead of leaving mitigation efforts to an entirely bottom‐up logic, it embeds country pledges in an international system of climate accountability and a ‘ratchet mechanism’, thus offering the chance of more durable international cooperation. At the same time, it is far from clear whether the treaty can actually deliver on the urgent need to de‐carbonize the global economy. The past record of climate policies suggests that governments have a tendency to express lofty aspirations but avoid tough decisions. For the Paris Agreement to make a difference, the new logic of ‘pledge and review’ will need to mobilize international and domestic pressure and generate political momentum behind more substantial climate policies worldwide. It matters, therefore, whether the Paris Agreement's new approach can be made to work.

Abstract:Anthropogenic climate change has emerged as the most disruptive socio-political issue in the last few decades. The Kyoto Protocol’s failure to curb the rising greenhouse gases emissions pushed the UNFCCC-led negotiations towards a more flexible, non-binding agreement at the Paris COP21 meeting in 2015. The Paris Agreement’s hybrid approach to climate change governance, where flexible measures like the nationally determined commitments are balanced against the ambition of limiting the global temperature within the two-degree range, ensured the emergence of an increasingly complex and multi-stakeholder climate change regime. The article outlines the roadmap of the transition from the top-down approach of Kyoto Protocol to the legally non-binding, bottom-up approaches adopted for the post-Paris phase. The article outlines the post-Paris developments in international climate politics, which hold long-term geopolitical and geoeconomic implications. The article focuses on the fundamental shifts and balances within the UNFCCC architecture and examines the four fundamental features of this transition—the interpretation of differentiation and common but differentiated responsibilities, the evolving role of emerging economies in the negotiations, the rising profile of non-party stakeholders in shaping the climate action strategies and the emergence of climate justice movements as an alternate site of climate action.

Abstract:Abstract The Paris Agreement has emerged as one of the world's most important international treaties. Many believe that it offers a new approach to the problem of climate change, can contribute significantly to the goal of reducing emissions, and may hold lessons for how to govern other cross‐border issues. As a result, it has been the focus of considerable debate among scholars and policy makers. But how precisely does Paris seek to govern global warming and is it likely to work in practice? We address this question by contrasting the Paris ‘model’ of climate governance with earlier ones associated with the Kyoto Protocol and Copenhagen Accord. These models have taken different approaches to the problem of governing climate change, each with attendant advantages and limitations. The Paris model advances upon earlier efforts in certain respects, but also blends elements from earlier models. We then lay out the central axes of the debate that has emerged about the future of the Paris model, and discuss research illuminating how it may operate in practice. The agreement's success will depend on how the agreement is implemented, and on how the UNFCCC process interacts with the complementary approaches to climate governance appearing beyond it. In many countries across the world, political leaders are now promising that by putting their nation first and ending intrusive international agreements and regimes, they can establish a new era of national greatness. Such forces may, in the future, constitute one of the most significant threats to the success of the Paris model, as well as other areas of international cooperation.

Abstract:Is the 2015 Paris Agreement on climate change destined to succeed or doomed to fail? If all the pledges embedded in the intended nationally determined contributions (INDCs) are implemented fully, temperatures at the Earth’s surface are predicted to rise by 3–4 °C, far above the agreement’s goal of limiting increases to 1.5 °C. This means that the fate of the agreement will be determined by the success of efforts to strengthen or ratchet up the commitments contained in the national pledges over time. The first substantive section of this essay provides a general account of mechanisms for ratcheting up commitments and conditions determining the use of these mechanisms in international environmental agreements. The second section applies this analysis to the specific case of the Paris Agreement. The conclusion is mixed. There are plenty of reasons to doubt whether the Paris Agreement will succeed in moving from strength to strength in a fashion resembling experience with the Montreal Protocol on ozone depleting substances. Nevertheless, there is more room for hope in this regard than those who see the climate problem as unusually malign, wicked, or even diabolical are willing to acknowledge.

Abstract:The entry into force of the Paris Agreement on climate change brings expectations that states will be held to account for their commitments. The article elaborates on why this is not a realistic assumption unless a broader multilevel perspective is taken on the nature of accountability regimes for international (legal) agreements. The formal accountability mechanisms of such agreements tend to be weak, and there are no indications that they will be stronger for the recent global goals adopted in the Paris Agreement. Looking beyond only peer review among states, national institutions, direct civil society engagement and internal government processes - while each coming with their own strengths and weaknesses - provide additional accountability pathways that together may do a better job. Scientific enquiry is, however, required to better understand, support and find improved mixtures of, and perhaps to move beyond, these accountability pathways.Policy relevanceThis perspective provides something of a clarion call for a variety of different types of actors at both global and national levels to engage in ensuring that states keep the promises they made in the Paris Agreement. It particularly highlights the importance of national institutions and civil society to step up to the task in the present world order, where states are reluctant to build strong accountability regimes at the global level.

Abstract:International climate change politics turned 30 in 2009. At its hour of birth at the first World Climate Conference in 1979, an already large constituency of 400 scientists from 50 countries appealed to ‘the nations of the world … to foresee and to prevent potential man-made changes in climate’ (Gupta 2001, 12). Some 30 years later, anthropogenic greenhouse gas (GHG) emissions continue to rise unabatedly; no country has yet managed to reverse its upward emissions trend, except through fortunes of history. The collapse of the former Soviet bloc and the outcome of the United Kingdom’s ‘dash for gas’ policy under Thatcher just before the United Nations Frameworks Convention on Climate Change (UNFCCC) emissions baseline year of 1990 are the exceptions, and the current economic crisis may come to have a similar effect. The climate regime is at a crucial juncture now; will it continue at a slow pace, following the ‘law of the least ambitious program’ (Underdal 1980, 36), or will it take scientific emissions scenarios to heart and recreate itself in a way to achieve deep cuts in emissions in the order of 50%–85% by 2050 (IPCC 2007, 20)? This chapter takes stock of this 30-year history, identifying four distinct phases. The first phase covers the process of politicization of the issue and the creation of the Intergovernmental Panel on Climate Change (IPCC). The second phase spans the regime formation process and the adoption of the UNFCCC. Third, the negotiation and implementation of the Kyoto Protocol are examined. Lastly, the fourth phase covers the negotiations toward a post-2012 deal. The chapter provides the chronology and a critical assessment of key features shaping the four phases in terms of the effectiveness and broader consequences of the climate regime.

Abstract:e Paris Agreement is considered a groundbreaking international framework. It is the rst international treaty to agree to “holding the increase in the global average temperature to well below 2°C above pre-industrial levels.” It includes “pursuing e orts to limit the temperature increase to 1.5°C above pre-industrial levels” and sets a goal “to achieve a balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases in the second half of this century.” In addition, this agreement is applicable to all parties. Each party shall communicate or update its Nationally Determined Contributions (NDCs) every ve years, and engage in adaptation planning processes and the implementation of actions, as appropriate. And as Japan had insisted, the new international framework is a fair and e ective one applicable to all parties. At the opening ceremony of the COP21 leaders’ segment, Prime Minister Shinzo Abe reasserted this policy, indicated that the new international framework should include the setting of a long-term goal as well as the establishment of a common process for the review of NDCs (Photo below) and also announced “Actions for Cool Earth 2.0 (ACE 2.0)”. Representing the Japanese government at the high-level segment, Minister of the Environment Tamayo Marukawa stated that the legal agreement should include a global long term goal, a cycle whereby all Parties communicate and update their NDCs, and a report and review system. Japan strongly welcomes and highly appreciates the adoption of the Paris Agreement, which is a fair and e ective international framework applicable to all parties.

Abstract:The Sustainable Development Goals (SDGs) and the Paris Agreement on climate are the key international agreements to deliver a sustainable future. They are a compromise between the scientifically necessary and politically possible to achieve global sustainability. Agreed in 2015, they constitute a radical departure for international policy with no precedents and are beginning to shape national policy, civil society and business decisions. We argue that these new frameworks represent the most important institutional innovation to emerge in recent years. They mark a shift away from international rule-making towards a system based on goal setting. This reflects a theory of societal steering or what we commonly think of as governance that differs sharply from mainstream regulatory systems by Pauwelyn et al. (Eur J Int Law 24:733–763, 2014). Given that achieving the Paris Agreement and the SDGs will require transformation of societies at all levels, it remains unclear how existing instruments, policies, and even institutions will adapt to this new global governance strategy. The key to success, we argue, will be “action coherence”, whereby actions initiated to fulfill individual SDGs are coherent across efforts to achieve the full set of SDGs over the long run.

Abstract:The Paris Agreement calls for emissions reductions to limit climate change, but how will the carbon cycle change if it is successful? The land and oceans currently absorb roughly half of anthropogenic emissions, but this fraction will decline in the future. The amount of carbon that can be released before climate is mitigated depends on the amount of carbon the ocean and terrestrial ecosystems can absorb. Policy is based on model projections, but observations and theory suggest that climate effects emerging in today's climate will increase and carbon cycle tipping points may be crossed. Warming temperatures, drought, and a slowing growth rate of CO 2 itself will reduce land and ocean sinks and create new sources, making carbon sequestration in forests, soils, and other land and aquatic vegetation more difficult. Observations, data-assimilative models, and prediction systems are needed for managing ongoing long-term changes to land and ocean systems after achieving net-zero emissions. ▪ International agreements call for stabilizing climate at 1.5° above preindustrial, while the world is already seeing damaging extremes below that. ▪ If climate is stabilized near the 1.5° target, the driving force for most sinks will slow, while feedbacks from the warmer climate will continue to cause sources. ▪ Once emissions are reduced to net zero, carbon cycle-climate feedbacks will require observations to support ongoing active management to maintain storage. Although the development and signing of the Paris Agreement was an international effort, the charge was led by one woman—Christiana Figueres. She took to the helm of the UN Framework Convention on Climate Change (UNFCCC)—the mechanism underpinning international action on climate change—as its Executive Secretary in 2009, and was challenged with securing a safe path forward for the Convention and the world's climate. Building a cross-sectoral and international coalition, she helped shepherd the Paris Agreement to its signing in Paris in December, 2015. The international ratification of the most ambitious climate treaty in history has set the momentum for tackling climate change. Even with the departure of the USA from the Agreement, 196 other countries are united in their commitment to prevent a global climate catastrophe. One country dropping out will not change the course of action. The medical community has three crucial parts to play in addressing climate change and acting on the momentum created by the Paris Agreement. First, we need bold leadership and a strong voice, communicating to patients and advocating to governments that climate change is fundamentally a public health issue. Second, the health benefits of responding to climate change must be realised and maximised globally. Third, we must benchmark and monitor efforts to meet and overcome these challenges. Only then can the true impact of climate change on health be understood, and the health benefits of responding to climate change be realised. Abstract:Paris Agreement's taking into effect in 2016 is an important milestone in the global environment governance and an important step in the difficult process of responding to climate change for the international society,which marks that the global environmental governance has entered the stage of implementation.Based on the 2015 Global Go to Think Tank Index Report issued by Think Tanks and Civil Societies Program (TTCSP) of University of Pennsylvania,this paper selects the reports of top 10 international environmental think-tanks and related papers of representative scholars in this field,gives a systematic introduction of performance analysis of the prospects for the Paris Agreement by foreign academic circles and makes a brief comment about this topic.At the same time of confirming the Paris Agreement's role of promoting international climate govemance,this paper also points out that under the new international situation,especially the official start of Brexit and Trump as the new US president.There are many challenges and uncertainty in the implementation process inside and outside the agreement.The basic conclusion is as follows:First,it faces challenges inside the agreement,including domestic approval process challenges for the parties of the agreement,realization of INDCs and the capacity building in developing countries,prospect of 2℃ temperature rise goal,effectiveness of review and assessment,and whether the carbon market can run effectively.Second,it faces uncertainty outside the agreement,potential climate policy change and influence of Brexit,and potential change of US climate policy and its impact.Based on the analysis of think-tank reports and related papers above,the authors conclude some thinking on the performance of Paris Agreement:① Face the opportunities and challenges of international climate cooperation.②Have confidence in the specific issues.③View the potential change of Britain and US climate policy rationally.④ Encourage the cooperation of non-government actors besides the international environmental organizations.Therefore,we should face up to the opportunities and challenges in the implementation process and make full preparation so as to ensure the smooth completion of the implementation process.In all,the performance prospect of Paris Agreement is not optimistic and the international community still has a long way to go.

Abstract:The Bali Roadmap, as the breakthrough on intergovernmental negotiation of climate change mitigation, having brought United States on track, is still a result of compromises. The major compromises of the Bali Roadmap are centered around three issues of quantifying emission reduction targets, developing countries' obligations as well as quantifying developed countries' financial assistance in developing countries' capacity building on climate change. It is found that the rationalities behind these compromises are the national interests. Due to the fact, achieving cohesion among all nations in climate change actions is very difficult. Therefore, the Bali Roadmap may lead to a tough way with distant hope. However, technology innovation and well-designed economic instruments would be helpful and supportive for further international negotiation and cooperation.
