Abstract:This study offers a comparative analysis of innovation strategies employed in East-Asia, with a specific focus on Japan, South-Korea, Taiwan, and China. By examining these models, we explore the factors contributing to Japan’s recent challenges, while acknowledging the substantial efforts South-Korea, Taiwan, and China have produced. It uncovers key similarities and differences among these countries, laying the foundation for a nuanced understanding of regional dynamics. Additionally, this article proposes a definition of innovation tailored to the East-Asian setting to capture the intricate interplay of cultural, societal, and economic factors, and introduces a personalized index of innovation, which considers the recent efforts introduced by each state, offering a comprehensive evaluation framework that allows for a holistic assessment of their innovation performance. In conclusion, we offer insights for Japan's revival prospects. Drawing upon the successful strategies of these neighboring countries directed towards re-boosting Japan’s position as a Global Innovation Leader.

Abstract:Latecomer firms from emerging economies such as China are catching up quickly in recent years, and there is a burgeoning body of literature discussing which capabilities are required for these firms to compete in the global market. In this paper, we maintain that in order to catch up in the fast-changing high-technology industries, a deeper understanding is needed about whether and how the firms’ recombinant capabilities – the ability to alter the technological repertoire by recombining existing knowledge elements – can affect the technological catch-up process under the context of open innovation. Using a sample of publicly listed companies in the Chinese telecommunication industry from 2009 to 2015, our results suggest that both the ability of recombinant reuse and recombinant creation represent an opportunity for firms in the emerging economies to catch up; meanwhile, the technological returns from recombinant reuse are enhanced with a higher degree of R&D collaboration. This paper contributes to the literature of catch-up in high-technology industries by examining the dynamic capabilities required for competition in the open innovation context.

Abstract:Over the past century and a half, global technological leadership has shifted from Europe to the United States, while scholars argue that the world has seen that it is now shifting from the United States to China due to China's extraordinary catch-up in the past four decades, in which the public policy-oriented national innovation system development plays a critical role that might provide an alternative way for innovation-driven development especially for emerging markets. Even though encountering many challenges ahead, China is positioning itself to take over the global innovation leadership in the next few decades. Here in this article, we introduce a serious yet underexplored question: could China go beyond catch-up and become the global innovation powerhouse? Specifically, drawing from the holistic innovation perspective, which is an original theoretical paradigm for the mission-oriented innovation policy change, this article critically reviews, both qualitatively and quantitatively, China's remarkable innovation progress and main drivers in comparison with G7 countries plus South Korea and India, trying to provide a comprehensive and critical view of state-of-the-art research on China's innovation catch-up. We further explore the five major challenges that China must take seriously when marching toward the global innovation powerhouse. Finally, we propose a mission-oriented holistic STI policy design framework for both China and other emerging economies to go beyond catch-up in a competitive dynamic world. This article provides a new and holistic perspective to access China's innovation progress and challenges, also generates novel insights for scholars and public agencies to contribute to global innovation development, with a shared goal of achieving global sustainable development in the post-COVID-19 pandemic world.

Abstract:A comparative study of the innovation models of Japanese,Korean and Taiwan firms indicates that Korea adopts technology leapfrogging strategy while China's Taiwan applies technology value chain promotion strategy.But both of them depend mostly on overseas markets.However,Japan,in principle,depends on special demand of domestic markets and therefore it subverts the monopoly of European and American firms with the aid of disruptive innovation.On the basis of some new innovation theory and economic development theory,the present paper explores the path of indigenous innovation for Chinese firms from the perspective of international environment and characteristics of the domestic market.The study argues that China should establish a model of indigenous innovation with disruptive innovation as a dominant approach,together with a subsidiary approach of technology leapfrogging.This paper also argues that China should place emphasis on the new creative thinking based on a profound understanding of both Chinese customers' demands and the traditional Chinese cultural value.

Abstract:This paper presents a case study of government R&D nanotech networks in Korea to elaborate the characteristics of post catch-up countries on the border line between developing and developed countries. Using to longitudinal network analysis, this paper examines expectation building and learning process as key components for the emerging technology development during the post catch-up era. Findings suggest that a change of the global R&D landscape sparks the development of emerging technologies by expectation building and resource attraction for technology development. Prior to this spark, however, an internal learning mechanism is ready for the development process.

Abstract:Purpose : the main purpose of this article is to explore the specific characteristics of the innovation development of South Korea. To achieve this goal the following tasks must be solved in the article: research the main principles and steps in the development of South Korea; identify and analyze the successful factors of the South Korean «economic miracle» that will continue contributing to the development and growth of the country; describe the cultural and organizational factors limiting the speed of transformation of South Korea under the fourth industrial revolution. Methods : the main methods of the research are system, structural and qualitative analyses. For the study, statistical data and articles in Russian and foreign scientific and analytical publications were used. The article is contributed with the empirical findings from the case study conducted during direct involvement of the authors in one of the industrial companies of South Korea. Results : an in-depth analyses of the transformation periods during the innovation development of South Korea was carried out, which made it possible to formulate the conclusion about existing barriers originated in the organisational approaches used to achieve the former industrial success. The problems constraining the new paradigm shift are analyzed. Conclusions and Relevance : the materials stated in the article show that in modern conditions, transition of South Korea towards Industry 4.0 is constrained by several unique factors, that used to be the key success elements in the former stages of the innovation development of the country. The research conducted in this article represents the value to the activities of various organizations interested in the innovation development, especially for development of innovation policies from the aspect of the importance of oranisational and cultural behavior at a national level. Practical application of the suggested conclusions allows hierarchical and monocultural organisations to transition to the Industry 4.0 with the consideration of important economic and social dynamics.

Abstract:After more than three decades of high growth based on its low-wage advantage and relatively favorable demographics—in combination with market-oriented reforms and openness to the world economy—China is at a crossroads with a much higher wage and a shrinking work force. Future growth will depend, by necessity, more on the generation of increased productivity, and domestic innovation will play an important part in this. In this paper, we assess the likelihood that China can make the necessary transition. Using data on expenditure on research and development, and patent applications, receipts, and citations, we show that the Chinese economy has become increasingly innovative. We will argue that rising wages and expanding markets are among the important drivers of China's growth in innovation. On the other hand, we find evidence of resource misallocation in the innovation area: while state-owned firms receive more subsidies, private firms exhibit more innovation results. Innovation can presumably progress even faster if resource misallocation can be tackled.

Abstract:After more than three decades of high growth based on the exploitation of low-wage and demographic advantages interacted with incremental market-oriented reforms and international openness, China now confronts higher wages and a shrinking workforce. Future growth will therefore depend increasingly on innovation and increased productivity. We assess the likelihood of China making this transition, using matched firm-level data on patent applications, receipts and citations and a survey of manufacturing firms. We find that embracing new international opportunities and adaptation to rising labour costs are two leading factors in China’s increasingly innovative economy. As a result, Chinese exports are increasing in quality; and the market share of Chinese exports relative to other countries has increased steadily, even after controlling the unit value. We also find, however, evidence of resource misallocation in the innovation area: state-owned firms receive a greater share of innovation subsidies, but private firms are the more successful innovators. The transition to an innovation-led economy would presumably progress even faster if this resource misallocation could be tackled.

Abstract:As the fourth industrial revolution has been emerging, there are concerns of labor forces being replaced by technology, recent interest on the work-life balance, and the quality of employment has received attention. This study investigates the role of technology startups on employment and innovative performance. Using empirical data from workplace panel data provided by the Korea Labor Institute, this study reveals that technology startups impact the employment quality and innovative performance by the action of technological innovation. The results highlight the quality of employment as a driver for innovative performance in technology startups. The results of this study will provide practical implications for enhancing technology entrepreneurship.

Abstract:executive summary: This essay examines China's drive for innovation as part of its national development strategy and addresses the tensions China faces between retaining control and autonomy in relevant sciences and technologies and becoming a global leader in these fields. main argument The Chinese Communist Party (CCP) has assessed that the world is undergoing "profound changes unseen in a century" in part as a result of rapid advances in science and technology. The Covid-19 pandemic has heightened the impact of these changes and added to the disruption of the current global order. Such conditions present unique challenges and opportunities for China in the course of its national rejuvenation. Xi Jinping has accelerated the pursuit of China's rise as a great power, and the 14th Five-Year Plan highlights the country's capacity for innovation and to leverage science and technology in pursuit of that objective. Progress toward this goal, however, has been uneven. Although China aspires to be a new "high ground" in science and technology, the capacity for innovative Chinese technologies to go global may be undermined by a deficit of trust and transparency. If China does emerge as a leader in new frontiers of innovation in the course of the fourth industrial revolution, this shift could present significant implications for the future balance of power. policy implications • China's drive for innovation will continue to confront certain incongruities. While the CCP has prioritized innovation, the imperative of party control may undermine the necessary conditions for it. And while China has risen within and benefited from a world of open science, intense competition in the geopolitical environment is complicating that paradigm. • China and its technology companies have shown increasing technological prowess (e.g., in coping with the Covid-19 pandemic) but still face technical impediments to overcoming strangleholds in key areas, such as semiconductors, that act as chokepoints. • For the U.S. to sustain its traditional leadership in science and technology, it will need to revitalize and reinvest in innovation domestically.

Abstract:With the introduction of a wide variety of new technologies during the fourth industrial revolution, companies in Korea have attempted to enhance their innovation activities, which include investment in new technology adoption, technical and non-technical innovation factors, and Research & Development (R&D) activity, to ensure the development and growth of their business performance and sustainability. In particular, IT and business services, two important industries in Korea, have been impacted by the development of new technology and have sought to adopt new technologies as soon as possible to survive in a rapidly changing business environment. The aim of our study is to empirically explore the effect of innovation activities on the performance of Korean IT and business service companies. To achieve this aim, we examine the innovation activities and business performance of 160 companies (80 large companies and 80 small- and medium-sized enterprises (SMEs)) in the IT and business service industries in Korea from 2009 to 2017. This study empirically analyzes panel data using fixed effect and random effect models with Hausman tests. According to our results, an improvement in product innovation has a positive impact on business performance (i.e., revenue and labor productivity) in both large companies and SMEs, as does R&D investment, research resources, and company age. However, an improvement in process innovation only has a positive impact on the business performance of large companies, and R&D cooperation only has a positive impact on the business performance of SMEs. As a result, both large companies and SMEs should concentrate on technological innovations to improve their sustainability and thus ensure their success in the long term.

Abstract:East Asian countries come most to mind when considering the role of governmental institutions in the contemporary economy. Specifically, it is widely assumed that the openness of economies, the maturation of companies, and their participation in global production chains have created extraordinary pressures that erode opportunities and incentives for government-business collaboration. We test this assumption in the South Korean context, with a focus on the case of robotics. This case is fruitful because it highlights the multiple challenges that face South Korean policymakers. These include the capacity to deliver cutting-edge technologies, to create new industry, to address potential downsides with novel solutions, and to engage the private sector in a relationship of 'governed interdependence'. In examining Korean strategies for grappling with the pressures they face, we seek to illuminate a pattern of state activity that existing concepts fail to capture. By refocusing the concept of geo-economic statecraft to encompass domestically deployed initiatives at the techno frontier, we intend to breach the impasse in the developmental/post developmental state debate and to open up a new research agenda. That agenda should probe the conditions that might motivate states to craft techno-economy building initiatives, and the relationships of governed interdependence which they must forge to achieve them.

From Catching Up to Convergence of the Latecomer Firms: Comparing Behavior and Innovation Systems of Firms in Korea and the US

Abstract:This paper addresses the issue of catching and convergence at the level of firms, and investigates whether Korean firms tend to converge toward mature firms represented by the US firms in terms of their behavior and performance as well as firm-level innovations systems. It conducts regression analyses of several behavior and performance variables, using the data of the Korean and US firms during the 1990s, the 2000s, and 2010s. It finds some evidence of convergence, such that Korean firms become more profitability- rather than growth-oriented, borrowing and investing less, and thus being less indebted. However, they have not changed much in terms of their behavior toward firm values and dividend tendencies. Further analyses, using the patent-derived, innovation system variables, also confirm some aspects of convergence, compared with the early results, for which self-citations become significant and positive for firm values; furthermore, the variable of cycle time of technology is no longer significant for profitability, which is consistent with the results from the US firms. Meanwhile, changes in corporate governance associated with the rise of foreign shareholder are also shown to have resulted in higher profitability but insignificant change in firm values. An emerging conclusion is an ongoing but partially completed process of convergence.

This has shown in narrowing the gap in growth and development indicators such as productivity, national income, market share and technological capability. They can be countries that were defeated in wars like Germany, Japan, or even the United States during 1950s, or it can be countries that historically and politically less developed in terms of industrialisation like South Korea (hereinafter Korea), Singapore, Taiwan, etc. or lately China, India, Brazil. After the first and the second wave of the successful catch-up, questions have been posed on who among the lagging behind can possibly move to more advanced position in the technolgoical development ladder.

Abstract:Objectives Factors such as a decrease in the school-age population, the 4th Industrial Revolution, and the emphasis on social responsibility of universities have forced universities to establish their own core competencies to overcome the crisis. Therefore, this study aims to investigate the core competencies of major domestic universities and derive implications for the innovation of core competencies. Methods For this study, universities were selected from all regions of the country, including two from the metropolitan area, one from the Chungcheong area, two from the Gyeongsang area, and one from the Jeolla area. These universities were chosen based on their experience in core competency management. The study then conducted research by collecting academic papers, articles, surveys from each university's website, and conducting expert interviews. Results According to the survey results, major universities prioritize basic competencies required to demonstrate expertise, rather than job-specific skills, when it comes to talent development. Moreover, these universities focus on 2-6 core competencies related to talent. Finally, the measurement of these core competencies is done through a self-report questionnaire consisting of approximately 50 to 100 questions. Conclusions The findings of this study have important implications for other universities that aim to improve the competence of their students by establishing core competencies. Firstly, universities can look to other institutions for examples of effective core competency management and innovation, but should avoid excessive imitation. Secondly, in order to ensure the reliability and validity of the analysis of the university's core competency indicators, a balance between school and student perspectives is necessary. Thirdly, the results of core competency measurement should be used to develop student careers and strengthen their employment capabilities. Finally, strong leadership and management from the university's top management is required to bring about any necessary changes.
