Abstract:This article reports a study on the operation of coupled power-transportation networks that serve electric vehicles and dynamic wireless charging lanes. A dynamic coordinated pricing model is proposed to optimize the network's operation and to achieve a dynamic network equilibrium (DNE). The transportation network uses a dynamic user equilibrium (DUE) model to determine the congestion toll and route choice, while the power distribution network uses an optimal power flow (OPF) model to determine the electricity price and power generation. To address the DNE represented by a fix-point problem, an adaptive step projection algorithm is proposed. The proposed model and algorithm are verified through case studies, which demonstrate their effectiveness in improving the network's efficiency.

Abstract:This paper formulates the cordon pricing design problem with elastic demand as a mathematical program with complementarity constraints (MPCC) to simultaneously optimize the cordon locations and cordon-specific toll levels, thus maximizing total social welfare. The formulation is flexible so that various charging requirements, such as those on cordon numbers, cordon size, and cordon types, can be easily satisfied by slightly modifying the formulation. A dual-based heuristic algorithm is proposed to handle the problem by sequentially solving a relaxed cordon pricing design problem and an updating problem. To avoid directly dealing with the complementarity constraints contained in the two problems, the paper adopts alternative approaches by solving a series of subproblems. These subproblems can be easily handled by using available commercial solvers. Numerical tests are performed to generate different cordon designs for one single-layered cordon, multilayered cordons, and multicentered cordons. The results demonstrate that the proposed model and solution algorithm are able to efficiently produce optimal cordon pricing schemes on real-sized transportation networks.
Comparison and optimization of cordon and area pricings for managing travel demand

Abstract:This paper analyses both the cordon and area pricings from the perspective of travel demand management. Sensitivity analysis of various performance measures with respect to the toll rate and demand elastic parameter is performed on a virtual grid network. The analysis shows that cordon pricing mainly affects those trips with origins outside of the Central Business District and destinations inside, while area pricing imposes additional cost on the trips with either origins or destinations in the Central Business District. Though both pricing strategies are able to alleviate traffic congestion in the charging area, area pricing seems more effective, however, area pricing owns the risk to detour too much traffic and thus cause severe congestion to the network outside of the Central Business District. Following the sensitivity analysis, a unified framework is proposed to optimize the designs of the both pricing strategies, which is flexible to account for various practical concerns. The optimization models are formulated as mixed-integer nonlinear programs with complementarity constraints, and the solution procedure is composed of solving a series of nonlinear programs and mixed-integer linear programs. Results from the numerical examples are in line with the findings in the sensitivity analysis. Under the specific network settings, cordon pricing achieves the best system performance when the toll rate reaches the maximum allowed, while area pricing finds the optimal design scheme when the toll rate equals half of the maximum allowed.

Abstract:Congestion pricing of a large-scale network is characterized by expensive-to-evaluate objective functions without closed forms. This paper further enhances a computationally efficient simulation-based optimization (SBO) framework to solve the problem within tight computational budget. This paper applies surrogate models to solve the optimization problem with computationally expensive objective functions based on simulation-based dynamic traffic assignment (DTA). DIRECT (a deterministic search algorithm with modification to Lipschitzian optimization) is used for metamodel parameter tuning. A trade-off of different objectives (i.e. the average travel time minimization, expected network throughput maximization, and toll revenue maximization) are converted into a single desirability function. To demonstrate the SBO framework with an application to the vehicle mileage traveled (VMT) based pricing for a real-world freeway network, this paper utilizes a calibrated simulation-based DTA model to evaluate system performance. A stochastic mesoscopic simulator is applied. We investigate the existence of an invariant macroscopic fundamental diagram (MFD) for the network, and compare simulated MFDs with measurements of fixed detectors and probe data. Abstract:This paper discusses the optimal toll design problem of cordon-based pricing with nonlinear distance tolls. In the previous studies, however, the cordon-based congestion pricing scheme usually takes the area-based pricing scheme or a flat toll charge method, which are not equitable and efficient. Thus, distance tolls are recently proposed by the researchers to be the new generation of cordon-based pricing. An in-depth review is first provided on the state-of-arts of the addressed topic. Then, using the similar bi-level formulation framework, some formulations are first provided in the context of stochastic user equilibrium, including four different formulations for the stochastic social optimum.
Second-best congestion pricing models for multiple time periods and multiple travelers

Abstract:Aiming at the problem of congestion pricing of urban road systems, a bi-level programming model of second-best congestion pricing for a general urban highway transportation network with multiple time periods and multiple travelers was presented. The objective function of the upper-level model is to maximize total social welfare, and the lower-level model is a equilibrium model for general transportation network with multiple time periods and multiple travelers. A typical urban highway transportation network was designed, and the link travel cost function and demand functions were defined with reasonable parameters. Simulation was conducted for the bi-level programming problem with results of traffic volume, congestion tolls and total social welfare. By incorporating the discrepancy of value of time (VOT), application confirms that the second-best congestion pricing policies can realize the temporal-spatial reallocation of traffic volumes and improve the total social welfare.

Abstract:The joint optimization of various types of road pricing strategies for a large-scale real-world network is challenging. Dynamic network supply models can overcome this shortcoming, and provide more detailed information regarding the system performance. However, the computational burden of simulation is still a big challenge for the optimization. Utilizing a simulation-based dynamic traffic assignment model, this paper proposes a simulation-based optimization method to solve the mixed road pricing problem, which is characterized by expensive-to-evaluate and non-closed-form multi-objectives. The mixed road pricing problem is formulated to satisfy dynamic user equilibrium conditions. It enables to capture the time-varying network performance via dynamic traffic assignment. The simulation-based optimization method is successfully applied to the joint optimization of a variety of toll facilities in a real-world network of the Montgomery County in Maryland, i.e. an HOT lane, express toll lanes, and a toll road.

Abstract:This article adopts a family of surrogate‐based optimization approaches to approximate the response surface for the transportation simulation input–output mapping and search for the optimal toll charges in a transportation network. The computational effort can thus be significantly reduced for the expensive‐to‐evaluate optimization problem. Meanwhile, the random noise that always occurs through simulations can be addressed by this family of approaches. Both one‐stage and two‐stage surrogate models are tested and compared. A suboptimal exploration strategy and a global exploration strategy are incorporated and validated. A simulation‐based dynamic traffic assignment model DynusT (Dynamic Urban Systems in Transportation) is utilized to evaluate the system performance in response to different link‐additive toll schemes implemented on a highway in a real road transportation network. With the objective of minimizing the network‐wide average travel time, the simulation results show that implementing the optimal toll predicted by the surrogate model can benefit society in multiple ways. The travelers gain from the 2.5% reduction (0.45 minutes) of the average travel time. The total reduction in the time cost during the extended peak hours would be around US$65,000 for all the 570,000 network users assuming a US$15 per hour value of time. Meanwhile, the government benefits from the 20% increase of toll revenue compared to the current situation. Thus, applying the optimized pricing scheme in real world can be an encouraging policy option to enhance the performance of the transportation system in the study region.

Abstract:Rapid development in urbanization and growth in car ownership in China have led to serious urban traffic congestion.Conventional supply-side strategies such as road capacity expansion have been less effective in reducing traffic congestion.Congestion pricing as a demand-side strategy in congestion management has received increasing attention.This paper presents a multi-period optimal pricing model for a general road network,and provides the optimality conditions and efficient congestion pricing schemes for a two-period case.A numerical example is provided to show that congestion charging is effective in reallocating traffic volumes between peak and off-peak periods,reducing total traffic volumes,and achieving social welfare gains.

Abstract:This paper studies the optimal spatial pricing for a ride-sourcing platform subject to a congestion charge. The platform determines the ride prices over the transportation network to maximize its profit, while the regulatory agency imposes the congestion charge to reduce traffic congestion in the urban core. A network economic equilibrium model is proposed to capture the intimate interactions among passenger demand, driver supply, passenger and driver waiting times, platform pricing, vehicle repositioning and flow balance over the transportation network. The overall optimal pricing problem is cast as a non-convex program. An algorithm is proposed to approximately compute its optimal solution, and a tight upper bound is established to evaluate its performance loss with respect to the globally optimal solution. Using the proposed model, we compare the impacts of three forms of congestion charge: (a) a one-directional cordon charge on ride-sourcing vehicles that enter the congestion area; (b) a bi-directional cordon charge on ride-sourcing vehicles that enter or exit the congestion area; (c) a trip-based congestion charge on all ride-sourcing trips. We show that the one-directional congestion charge not only reduces the ride-sourcing traffic in the congestion area, but also reduces the travel cost outside the congestion zone and benefits passengers in these underserved areas. We further show that compared to other congestion charges, the one-directional cordon charge is more effective in congestion mitigation: to achieve the same congestion-mitigation target, it imposes a smaller cost on passengers, drivers, and the platform. On the other hand, compared with the other charges, the trip-based congestion charge is more effective in revenue-raising: to raise the same tax revenue, it leads to a smaller loss to passengers, drivers, and the platform.

Abstract:In this paper, we consider a transportation network with emission charge and congestion toll on each link. All users in this network are classified by value of time and value of emission. They choose travel route in the logit-based stochastic manner. In order to illustrate that link tolls are economic, efficient, and theoretically feasible, we present a multi-modal multi-objective traffic network equilibrium model. By using the theory of variational inequalities, an analytic expression of composite toll based on type of vehicles is derived, which supports the user equilibrium in line with the system optimum. In the end, an example is given, furthermore, its numerical results show that there is a valid toll pattern which can reduce the total pollution and improve the total social welfare.

Abstract:Congestion pricing policies are increasingly being considered to aid in congestion management and transportation funding in urban areas. This article presents a case study of the optimization of congestion pricing policy design using the Berkeley Integrated System for Transportation Optimization (BISTRO), an open-sourced transportation planning and decision support system (DSS) that uses an agent-based simulation (ABS) and optimization framework to evaluate transportation system interventions. The study exemplifies how the granularity offered by activity-based travel demand models and ABS can be leveraged to enhance the interpretability of multi-objective transportation policy optimization through rich analyses of the effects of policy design on both individual-and system-level outcomes. The location and size of a circular charging zone with two different pricing schemes (a cordon fee and a cordoned mileage fee) are encoded as inputs to an ABS with an activity-based travel model of 15,000 travelers. Through an analysis of the effects of various weighting schemes across congestion-, social-, and revenue-based objectives, we present a method for interpretation of the inherent trade-offs in transportation policy optimization and demonstrate the importance of cultivating transparency in policy DSS that use black-box optimization in order to produce explainable, defensible policy strategies. We find that cordoned mileage fees Pareto-dominate cordon tolls, enabling greater improvements across all objectives studied. However, the prioritization of congestion reduction poses a challenge for pricing optimization in that it may result in unnecessarily large mode shifts away from driving which significantly worsens travel cost burden. We explore the role of weighting schemes in shifting the priority of optimal pricing schemes to social equity while mitigating congestion and maintaining toll revenue.

Abstract:The determination of the pricing for tolled facilities always involves consideration of multiple objectives, e.g., efficiency, safety, pollution, reliability, and economy. Simulations are widely used to evaluate the performance of transportation systems as to the various objectives in response to different travel demand management policies. However, transportation simulation is usually associated with high computation costs and non-closed-form objective functions. This paper builds a simulation based optimization framework, and uses surrogate models to approximate the true simulation function. A significant amount of computation time can be saved with this method. To solve real world application problems, we develop infill strategies for multiobjective and constrained optimization problems. Using DynusT as the simulator, we optimize the toll rates for a five-segment toll road in Maryland, and successfully update the Pareto front based on initial samples for the multiobjective optimization problem. The method works even more efficiently for the constrained optimization problem. By adjusting the toll rates for the five segments, the network-wide average travel time can be reduced by 20% compared to the currently implemented toll scheme: A total of 22,250 hours can be saved in travel time for all network users in the three-hour morning peak period. Also, the toll revenue is increased by 50% compared to the baseline case.

Abstract:Curb parking is an indispensable part of urban public parking system. A reasonable curb parking pricing scheme makes contribution to improve the use efficiency of curb parking and to reduce traffic congestion. This paper analyzes the parking choice behavior from the micro-aspects, and the choice utility function is established to combine with the travel time, search time, waiting time, access time, and parking pricing. Through the utility function, the Probit-based parking choice behavior model is formulated. Based on that, the curb parking pricing model is proposed by considering the constrained conditions. Finally, the incremental assignment algorithm of the model is designed and the model is applied to the parking planning of Tonglin, China. The results show that the proposed model has practicality and reliability in the practical operation.

Abstract:It is widely recognized that precise estimation of road tolls for various pricing schemes requires a few pieces of information such as origin–destination demand functions, link travel time functions and users’ valuations of travel time savings, which are, however, not all readily available in practice. To circumvent this difficulty, we develop a convergent trial-and-error implementation method for a particular pricing scheme for effective congestion control when both the link travel time functions and demand functions are unknown. The congestion control problem of interest is also known as the traffic restraint and road pricing problem, which aims at finding a set of effective link toll patterns to reduce link flows to below a desirable target level. For the generalized traffic equilibrium problem formulated as variational inequalities, we propose an iterative two-stage approach with a self-adaptive step size to update the link toll pattern based on the observed link flows and given flow restraint levels. Link travel time and demand functions and users’ value of time are not needed. The convergence of the iterative toll adjustment algorithm is established theoretically and demonstrated on a set of numerical examples.
Optimal Road Pricing for Both Traffic Efficiency and Safety

Abstract:The impacts of road traffic congestion charge on traffic safety are often overlooked in evaluating the benefits of congestion charge and searching for traffic safety strategies. In fact, a desirable congestion pricing scheme should not only improve traffic efficiency but also enhance road safety. This paper aims to explore the impacts of road pricing on both efficiency and safety of traffic. We develop two bi-level programs for determining the optimal tolls that minimize the negative externalities of both traffic congestion and accidents. One of them produces a Pareto-optimal solution and the other offers a Nash bargaining solution. To obtain a Nash bargaining solution, this paper proposes a hybrid evolution algorithm for solving the newly-formulated bi-level program. A comparison of the total network travel time and loss due to traffic accidents between the no-toll and toll cases on an example road network shows that a Nash-bargaining-solution-based congestion charging scheme can save 12.2% of the total network travel time and reduce the average hourly number of traffic accidents per year by 62.1%. Furthermore, our results indicate that the traditional efficiency-oriented road pricing scheme, which did not consider its impacts on road traffic safety, has been implemented in a less beneficial manner. It is also numerically shown that a Pareto-optimal-solution-based congestion pricing scheme can reduce more than 7.7% of the average hourly number of accidents per year when it is compared to the traditional efficiency-oriented congestion charge scheme.

Abstract:In this paper, a sequential experimental approach is proposed for searching an optimal congestion pricing with multiple vehicle types and multiple time periods. The method explicitly considers the interaction among different types of vehicular flows as well as the interdependence of travel demands among various origin-destination (O-D) pairs and in different time periods in estimating the optimal link tolls. Considering that the demand functions are not easily available in practice, the developed iterative experimental pricing strategy updates link tolls from only observed link flows without requiring the explicit forms of demand functions. The detailed procedure of implementation is presented and examined with the numerical experiments.

Abstract:Travel time is inherently uncertain in urban networks due to volatile traffic flows, signal controls, bus stops and disturbances from pedestrians. An effective way to characterize such uncertainty is by estimating Travel Time Distribution (TTD). However, conventional TTD models are lack of considering the interactions between turning movements within the link. Whereas the phenomenon of the Channelization Section Spillover (CSS) is very common, leading to strong interactions between turning movements. In this study, by incorporating the correlation of turning movements in the TTD model, that is, considering CSS, copula-based link-level and path-level TTD models are built. First, based on the empirical data, the correlations of turning movements are analyzed, and then the applicability of the various copula models are examined. The marginal distribution of each turning movement is described using parametric and non-parametric regression analysis, respectively. Then, the best-fitting copula is determined based on correlation parameters and the goodness-of-fit tests. As a case study, the chosen model is applied in estimating link-level and path-level TTD in an arterial road in Hangzhou, China, and compared with the model that did not consider the CSS before. Both results indicate that the copula-based approach can precisely capture the positively correlated relationship between turning movements during peak hours. Furthermore, higher TTD estimation accuracy demonstrates the significance to consider CSS, particularly in peak hours.
