Abstract:People-oriented urban planning concept has become behaviors of urban modernization of many industrialized countries and has achieved significant results. In the modernization process of Jiangsu, we should pay more attention to cultural construction and improve the content of cultural construction, and highlight overall development and deepening reformation of culture as the new development orientation of urban modernization. We should recognize the important functions of urban cultural construction and management, further strengthen the leadership to the whole planning of culture, and formulate and perfect various development programs of urban culture and the entire province’s overall planning target of 13th Five Year Plan;we should implement cultural and economic policies, increase investment, innovate mechanism in the reform, and increase dynamism and vitality;we also should effectively strengthen the construction of urban cultural team on the basis of improving people’s cultural quality and actively increase cultural life quality of urban citizens with comprehensive measures.
