Abstract:Urban general planning has the typical public management characteristic,and its major function differs in different development phases in history.Currently,against a background of social & economic transformation,the restriction of urban general planning has been an issue of benefit conflict between regions and departments.Generally,the issue includes three aspects:first,the vertical competition engendered by localism and opportunism under power gambling;second,the adverse reaction to excessive horizontal competition;third,the spatial benefits contention between multi-interests bodies in the interior competition.As to the problem of benefit conflict,recently urban general planning should take rural & urban planning as a whole and regional harmonizing as the fundamentality.Our major suggestions are as follows:Firstly,taking the public benefit as the core concept and reforming the planning value system;secondly,reforming the planning system and harmonizing the vertical benefits;thirdly,integrating regional strategic resources and harmonizing the horizontal benefits;fourthly,building up the whole space zoning and establishing regulation mechanism;and finally,optimizing the public goods supply and promoting the equalization of urban and rural public services.

A Strategic Approach to Contemporary Urban Planning in China:Assessment of Design-based and Strategy-based Planning in the Complex Urban System

Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:In order to further optimize the methods of modern urban planning, the philosophical basis, planning theory, planning measures and practice are analyzed, and some discussions are made in connection with China's planning practice. The research results show that the core of modern urban planning is constructed by traditional rationalism with classical physics as its core. Urban planning is both a technology and a social science. Whether it is traditional or modern urban planning, it has been closely linked with the legal system since its birth. It is an important direction to promote the development of urban planning discipline. The most influential rational ideas of city planning are instrumental rationality, bounded rationality and communicative rationality. Instrumental rationality derives from rational comprehensive planning, systematic planning and procedural planning; the separation-gradualism and hybrid inspection model are developed under the influence of bounded rationality and are amendments to instrumental rationality; communication planning, collaborative planning and consultative planning are developed on the basis of communicative rationality, which is one of the important development directions at present.

Abstract:This issue discusses the concept of social innovation (SI) as a potentially transformative factor in urban planning and local development. SI represents an alternative to economic and technology-oriented approaches to urban development, such as that of ‘smart cities’, ‘creative cities’, etc. This is thanks to the emphasis SI puts on human agency and the empowerment of local communities and citizens to be actively involved in transforming their urban environments. Urban planning could benefit greatly from devoting more attention to SI when addressing the diverse urban problems of today, such as social exclusion, urban segregation, citizen participation and integration, or environmental protection, many of them addressed in the articles gathered in this volume.

Abstract:We live in the society of knowledge, creativity and innovation: true anti-cyclical factors with respect to the crisis that has overrun the traditional development protocols and that requires powerful processes of creation and spread of knowledge. The true innovation has no boundaries, it has to affect each aspect of institutions and enterprises and operates as a mutagen of society, requiring a paradigm shift. Startups, fablabs, co-workers, makers and smart citizens have given rise to a global urban movement and most cities now have a sizeable colony: a true smart ecosystem for improving social innovation. Between them they are home to hundreds of accelerators and thousands of smart places and co-working spaces, and this ecosystem must be highly interconnected and integrated in a renewed urban metabolism driven by more adequate planning paradigms and tools. The combination of technological innovation and urban planning, however, is not only instrumental and determines changes within the community and its territory too. The “Third Industrial Revolution” and the gradual implementation of e-society have made it possible to delegate an increasing number of physical and intellectual tasks, even very sophisticated, to technology. In fact, the goods and ideas produced are increasingly less tied to a scheduled place and time, in terms of quality and quantity; the workplace is no longer an independent variable and time is no longer rigidly synchronized, especially as far as the intellectual work is concerned. The spreading of sensors, smart devices, electronic networks and urban life apps has created a proper urban cyber-physical space, consisting of the constant interaction between physical components and digital networks, tangible actions and intangible feedback. Smart cities are components of a new urban organism able to rethink the development and to encourage a “creative explosion”, leading smartness-based initiatives as part of a European post-metropolitan vision.

Abstract:Global climate change has become a severe challenge faced by human beings, which is the major hindrance in realizing the goal of global sustainable development. The main reason is that much greenhouse gas is released in consuming energy and the city is the source of giving off greenhouse gas. Low-carbon city planning is a key technology for the development of low carbon cities. This paper analyzes the connotation of low carbon city planning, and expatiated on the necessity and imminence of research on the relationship between city planning and climate change. Next, a variety of multiple perspectives analysis are proposed under reinforcing city planning low carbonization and systematized. Based on which, the paper puts forward a new innovation system of China's low carbon city planning from three aspects including target system of low carbon city planning, planning contents and achievements, enforcement guarantee system of low carbon city planning.

Sustainable Development and Social Justice: Conflicting Urgencies and the Search for Common Ground in Urban and Regional Planning

Abstract:This essay examines urban planning’s recent engagement with two social movements sustainability and social justice ‐ and the field’s efforts to simultaneously pursue both impulses. What arises from the juxtaposition of these two lofty goals? I develop three arguments. First, rather than prematurely speaking of a convergence between environmental sustainability and social justice, planners might better approach this encounter as a productive tension of two still incongruent movements. Second, before planners can negotiate a merger of sustainability and social justice, they first ought to directly confront the political imbalance between the two: middle-class environmental interests typically trump the interests of the poor and marginalized, too often leading to an exclusionary sustainability of privilege rather than a sustainability of inclusion. Third, despite the perhaps inevitable criticisms of immeasurability and vagueness, sustainability has endured as a central principle in urban planning because its oppositional engagement with social justice and economic development continually reinvigorates sustainability planning, keeps the term relevant and inclusive, and grants the task of urban planning greater urgency.

Abstract:Growth of urban areas and abandonment of rural areas are phenomena that increase quickly. The main consequences of urbanization are pollution, consumption of resources and energy, waste dumps, and junk yards. These aspects require a better planning and design of European urban metropolitan areas, considering benefits, opportunities, costs and risks (B.O.C.R.), derivable by urban transformations and available resources. The paper consists of five parts. The first part contains some reflections on consequences of urban sprawl. In the second part, some possible kinds of cities are discussed (sustainable city, smart city, and compact city). The third part briefly describes a multicriteria decision-making approach known as the ‘analytic hierarchy process’ to deal with complex decisions. In the fourth part, alternative city models are analyzed (compact city, elevated city, green house city, and water city). Finally, in the fifth part, the criteria selected for the planning and design of the alternative city models are used for the prioritization of some European cities.

Abstract:Today’s smart city agendas are the latest iteration of urban sociotechnical innovation. Their aim is to use information and communication technologies (ICT) to improve the economic and environmental performance of cities while hopefully providing a better quality of life for residents. Urban planners have a long-standing tradition of aligning technological innovation with the built environment and residents but have been only peripherally engaged in smart cities debates to date. However, this situation is beginning to change as iconic, one-of-a-kind smart projects are giving way to the ‘actually existing’ smart city and ICT interventions are emerging as ubiquitous features of twenty-first century cities. The aim of this thematic issue is to explore the various ways that smart cities are influencing and being influenced by urban planning. The articles provide empirical evidence of how urban planners are engaging with processes of smart urbanisation through projects, practices, and politics. They reveal the profound and lasting influence of digitalisation on urban planning and the multiple opportunities for urban planners to serve as champions and drivers of the smart city.

Technical Innovation of the “Two Plans Integration”in Township Level：A Case Study of Township Master Plan in Wuhan

Abstract:Urban-rural planning and land use planning both are the core of space planning system in China which manage the urban and rural land in order to prompt the rational distribution of land resources. However, these two plans have contradictions in the aspect of management system, technical methods, and implementation, resulting in the inefficient management of urban and rural land. As township is the transition zone between urban and rural areas, its land conflicts are prominent. For dealing with the contradiction of land use in urban fringe and achieving the urban-rural integrate development, the“two plans integration” in township level is significant impor-tant. Firstly, this paper analyzes the technical contradictions of the two plans in the implementation of the township level, including planning period and scope, land classification and statistical caliber, construction land scale and layout, spatial control zoning and requirements, and planning approval level and standard. And then explores the root causes of its contradictions from the aspect of management system, planning ideas, planning priorities and the basis of the law. On the basis of this, this paper also introduces the practice of“two plans integration” in township level in Wuhan, summarizes the experiences and deficiencies of the township master plan in order to clarify the bas-ic points of the “two plans integration” in township level.

Abstract:New countryside construction is a comprehensive system project as well as a complete social development plan. Therefore it is advisable to give away the existing single idea of material construction planning and take the society as a whole as the focus of attention, pay attention to such issues as material construction, economic development, community development and social welfare, etc. and give attention to efficiency and impartiality as well. As far as planning method is concerned, modification should be made on the existing departmental top-down planning control method and adopt the method of direct participation by farmers with farmers as the main body of the planning supported by coordination and liaison between departments and social sectors. As far as the implementation of the plan is concerned, attention has been shifted from blueprint-guided target to course-oriented coordination of problems. Adherence is made to the pattern of government guidance, expert guidance, farmer's willingness to implement and participation by different parties so as to promote the development of the new countryside.

Abstract:The New Urbanism, initially conceived as an anti-sprawl reform movement, evolved into a new paradigm in urban design. Recently, however, some researchers have argued that the popular appeal of New Urbanism has eroded, the movement has lost its significance, and critical research on the broader theme has tapered off. In response, this article investigates whether the movement has lost its currency and explores the future of New Urbanism in the context of contemporary circumstances of development. The article begins with a brief description of the conceptualization of New Urbanism as an exception to the development trends of the time. Collaborative efforts of its protagonists that have contributed to the integration of New Urbanist concepts into other programs, policies, and development regulations are presented in the next section to describe its expansion, to clarify its mainstreaming, and to call attention to its broader impact. The concluding section presents contemporary circumstances of development and changes that are intensified by the COVID-19 pandemic, including those related to the nation’s demographics, climate change, technological advances, rapid growth of the digital economy, and acceleration of e-commerce to explore the significance of New Urbanism for future development.
